Towards a Caring and Green Economy *By William Mebane * January 22, 2019 - The cause of the government shutdown, with hardships for federal workers and reduced services for all, originates from afar. It is not just the personal and political conflicts between Trump and the Democrats. The situation is the result of decreasing solidarity and inclusiveness over the decades. We are all too familiar with the multiple divisions of America: between rural and urban, rich and poor, young and old, male and female, white and colored, heterosexuals and homosexuals, left-right politics, pro-life and pro-choice, and others. Over the years these divisions have become more intense and above all less tolerant of each other. In addition the middle class has become to feel poor with low growth income over many years. In the last 36 years from 1979 to 2015 the percent change in income after taxes and transfers is only 46% (1.05%/year on a compound basis), for the middle 60%; instead it is 242% for the top 1% and 78% for the next 19%. (Stone, C., et al, 2018) One of the key identities of being American, the possibility of upward social mobility, has been weakened for many. Stagnant middle class income for three decades, while the upper one percent gets enormous gains, tends to deteriorate solidarity even more. These sharp divisions make democracy dysfunctional. Not only does it make political consensus difficult, as we are experiencing, “the evaporation of solidarity turns the characteristics of democracy upside down. Representation becomes polarizing as political leaders fight to privilege specific groups within existing institutions. Mobilization becomes intimidating. Institutional checks and balances become leverage points for blocking minorities for extract concessions. Voters hold their officials to account for their pursuit of ever-nearer definitions of selfinterest. Predictability gives way to uncertainty as politics oscillates between pluralist stagnation and populist outburst. Efforts to reform institutions quickly collapse into zero sum distributive political games. Democracy without solidarity is dysfunctional because its participants no longer view their institutions as representative, equitable, accountable, predictable or even open to reform.” (Jones, E., Matthijs, M. 2017). Is this the situation we want? Is it a good long-term environment for business? Leading business leaders have begun to be concerned, as chief executives received a new missive from Larry Fink, investment manager overseeing $6 trillion at Blackrock that will stimulate debate. “Businesses cannot merely have a purpose. They must be leaders in a divided world. Stakeholders are pushing companies to wade into sensitive social and political issues — especially as they see governments failing to do so effectively,” he wrote in his new letter, which was obtained from a recipient (Sorkin, A. R., 2019). We need policies that increase our solidarity, not exacerbate it. Certainly these trends cannot be reversed easily, and it will take years to recover, as it took years to destroy; but if we do not try, matters will get worse. Political theory suggests “the process continues until new social bonds are formed or institutions are modified for the lower social cohesion by a retreat from the public sphere, decentralization, or succession.” (Jones, E., Matthijs, M. 2017). None of these institutional alternatives appear desirable or appropriate in our global and electronic age. America needs to recapture its solidarity. One opportunity could be found in a Green New Deal. A leading economist has suggested the green plan should be generous with the workers in coal mining and other transition industries having a form of workers’ aid (Krugman, 2018). Last week a highly distinguished group of economists, including the last four chairmen of the Federal Reserve, 15 former leaders of the White House Council of Economic Advisors and 27 Nobel laureates signed a letter recommending “a gradually rising carbon tax that would be distributed to consumers as a ‘carbon dividend.’ “ (Irwin, N., 2019) Particular attention is to be paid to the energy poor who have energy inefficient homes and require financial assistance to improve. The good news is that energy efficiency and solar energy, the core of any green program, are often decentralized and can be designed to reach almost everyone, regardless of race, location, religion, political party, and to a certain extent even income. One of the most popular policies in Italy, also practiced in the States, is tax deduction for energy efficiency and solar investments in homes (ENEA, 2018). There is a history in the US of successfully financing these investments through the utility companies, with low or no front-end costs. State and local activities in energy savings are numerous including energy audits and technical assistance, utility assistance programs, financial assistance and rebates, on-bill and off-bill financing, and new construction (Institute for Local Government, 2013). The new super efficient homes and buildings, Near Zero Energy Buildings or NZEBs that optimize energy savings and solar energy production are best built in open or rural areas where there is more space and freedom of design. This all calls for a decentralized grid structure to connect the local home and commercial producers with the electricity grid. This implies more jobs near these energy producers. Product efficiency standards have been very effective in the US and can continue to be so. We forget that the minimum efficiency standards for household appliances such as refrigerators, washers, heaters, air conditioners and other devices have decreased unit consumption by more than 50% over the last decades. The efficiency labeling system helped to make the more efficient models very successful. The US was also a leader in promoting these energy efficiency labels and standards around the globe. Careful and repeated negotiation with industry produced these results. (US Energy Information Administration, 2017) It is essential that this continues for the automobile industry and that the existing planned efficiency is not rolled back due to the influence of the petroleum industry (Tabuchi, H., 2018). Households need to have the opportunity to purchase efficient vehicles. A significant part of the management of these policies can be done at a state and local level as exemplified by the work of California and other states. We do not need to create big government; we need to transfer those successful and more advanced experiences and management skills to the states and cities where they are required. This is the way Italy, with a per capita energy consumption less than one-half of the US, began in the 1980’s (Italian law 302, 1982) Certainly a gradual carbon tax and dividend system will make matters easier; however the work of energy audits, technical assistance, local construction programs, information campaigns, investment financing, coordination with the utilities, are activities that can be assisted and managed at the state and local levels. The federal government would be involved in the international and countrywide issues, such as management of the carbon tax-dividend, using existing government structures. The project might be thought of as a solidarity and infrastructure program extending into our homes. And maybe this Caring and Green New Deal could get bi-partisan support. If you have already signed, I thank you but I would ask you to sent it again to your friends, coworkers and citizens you know in all countries. Often people do not sign immediately and the petition disappears among the messages received. Specially as the petition was launched very near Christmas and New Year. It is an action to stop an incredible absurdity: the resumption of the construction in Brazil of a nuclear power plant with a 50 years old project. It is the third Brazilian nuclear power plant, twice interrupted – in 1983 and 2016. But they want to resume the construction using the same obsolete project. You can see more information in the petition. The number of those who have signed the petition is growing each day, We have already more than 3,000. But we need many more signatures to wake up the Federal Public Ministry, the only institution with the means to block this insanity, facing the very powerful nuclear lobby and interested companies. It's in our hands to protect Brazil of the nightmare of a possible nuclear catastrophe because of an obsolete project. But it is very difficult to mobilize people in Brazil on the nuclear issue. It is not present in our daily life, and Chernobyl and Fukushima are very far in time and in space. As everything is possible with the government installed on 1st January 2019, as certainly you know, we count with your solidarity, while also considering that the consequences of major nuclear accidents do not stop at the borders of the countries. Fraternally, Chico Whitaker (Xô Nuclear, Coalition for a nuclear power plants free Brazil. and Brazilian Anti-nuclear Articulation) PS. If you have relations with the concerned circles – unions, movements and institutions and NGOs willing to do more than sign a petition – I can provide them with information for other types of action (chicowf(a)uol.com.br) And I will be myself in Europe from the 15th January, to present directly more information. To: <digi-yards(a)berlinergazette.de> Hi, climate change, migration and digitalization: these are the greatest challenges in the current phase of globalization. How can we meet them? In its 20th year, the Berliner Gazette, under the motto MORE WORLD, is highlighting communal practices that confront these planetary challenges. To this end, a special section in our Internet newspaper berlinergazette.de will be open for contributions from all over the world. Moreover, we will organize a series of events. The MORE WORLD project will culminate in the BG annual conference, which will take place at the Center for Arts and Urbanistics (ZK/U) on October 10-12, 2019. Learn more about it on the project’s website ( https://more-world.berlinergazette.de ) or continue reading further below. Join BG’s 20th anniversary initiative on communal tools for planetary challenges! #climatechange #migration #digitalization *Introductory Essay* The BG’s 20th anniversary project MORE WORLD invites you to explore together with us communal tools for planetary challenges. An introductory essay* describes the ideas of the project and presents the questions to which we wish to invite readers to contribute. You can read the German version on Berliner Gazette (https://bit.ly/2TNAjD6) The English version is made available by our international media partners: Mediapart in France (https://bit.ly/2STl2AH) openDemocracy in England (https://bit.ly/2TS8jyq) and transversal in Austria (https://bit.ly/2AOz0wC) Feel free to re-publish or translate the text (CC-BY-4.0). *Call for Contributions* We sense a great urgency now to make all sorts of case studies and small and large examples accessible to ordinary people. To this end, we have created a special section in our Internet newspaper https://berlinergazette.de. This is an open forum to which writers, researchers, activists, artists, journalists and all kinds of other producers of (subjugated) knowledge are invited to contribute reports, essays, interviews, etc. Text length: 10.000 characters. Submission deadline: April 29, 2019. Mail us under info(at)berlinergazette.de *Kick-off Events* The Berliner Gazette will launch the MORE WORLD project with two events at the beginning of 2019. On January 24th at 7 p.m. a lecture by internationally influential sociologist and writer Avery F. Gordon at the commons project space Supermarkt, Mehringplatz 9, 10969 Berlin. More info here (https://bit.ly/2CoSaZQ) On February 3rd at 1 p.m. a transmediale-panel with the humanitarian policy consultant Abiol Lual Deng, the performance artist Alexander Karschnia and the journalist Magdalena Taube at the House of World Cultures/Café Global, John-Foster-Dulles-Allee 10, 10557 Berlin. More info here (https://bit.ly/2MboNir) *BG Annual Conference* The MORE WORLD project will culminate in the BG annual conference, which will take place at the Center for Arts and Urbanistics (ZK/U) on Oct. 10-12, 2019. Save the date! To tackle the key issues of the project, the BG will create a three-day program, including lectures, workshops and performances. More than 500 people in total are expected to attend the events. The workshops – arguably the heart of the conference – will bring together activists, researchers and cultural workers from more than 20 countries. The BG will invite key actors from the international scene to form the core of the workshops, and will issue a call for the general public to register. You will learn about it on this site in the spring: https://more-world.berlinergazette.de *About BG* The Berliner Gazette (BG) is a nonprofit and nonpartisan team of journalists, researchers, artists and coders. Fwd: The Bankruptcy Felt Around the Clean Energy World
by Michel Bauwens 21 Jan '19

View it in your browser <https://mailchi.mp/other-net/the-bankruptcy-felt-around-the-clean-energy-wo…>. Clean economy weekly *The Bankruptcy Felt Around the Clean Energy World* *By Dan Gearino* January 21, 2019 - PG&E said on Monday that it will file for bankruptcy because it is unable to cover its potential liability for wildfires that were started when trees came into contact with the company’s power lines. The announcement shows the costs of being unprepared for the disasters tied to a warming world. San Francisco-based PG&E is a key player as California moves toward its goal of getting 100 percent of its electricity from renewable sources by 2045. Now, the company’s financial decisions will be subject to approval by a bankruptcy court for a period that could last for years. But that’s not the part that scares developers. Their big concern is that the court could force changes to the company’s renewable-energy power purchase agreements. A power purchase agreement, or PPA, is a contract between the owner of a power plant and an entity that wants to buy the power. It is the most common financial instrument for buying and selling renewable energy. And, having a PPA in place is often essential for developers to obtain financing to begin construction. The company has billions of dollars of renewable energy PPAs on the books, some of which extend to the 2040s. Most of the company’s PPAs are for solar power, including some from years ago when solar equipment was much more expensive. The power prices don’t look good today, and a bankruptcy court could force PG&E to renegotiate those deals. Here’s where this becomes a national problem: Many other utilities face climate risks that could lead to bankruptcy. Renewable energy developers could be looking at a ledger full of PPAs whose prices are not nearly as firm as once thought, said Ben Serrurier of Cypress Creek Renewables, one of the country’s largest renewable energy developers “If PPAs—even with a major utility—are subject to change, it could raise borrowing costs and hamper new development,” he told me. While his company doesn’t have any PPAs directly affected by PG&E’s bankruptcy, just about every developer stands to lose from the potential erosion of confidence in PPAs. This type of risk is not new and should not be a surprise, said Ron Lehr, a former Colorado utility regulator who is now a consultant for Energy Innovation, a clean energy think tank. “Bankruptcy risk existed all along,” he said. In other words, that risk should have been priced into existing contracts. If it wasn’t, then it should be going forward—especially as climate change worsens and poses such wide-ranging risks. While the bankruptcy process unfolds, PG&E says it will have enough money to pay for ongoing operations. So the lights will remain on, but not much is certain beyond that. “Our goal will be to work collaboratively to fairly balance the interests of our many constituents—including wildfire victims, customers, employees, creditors, shareholders, the financial community and business partners—while creating a sustainable foundation for the delivery of safe service to our customers in the years ahead,” Richard C. Kelly, chair of the board of directors, said in a statement. <https://other-news.us13.list-manage.com/track/click?u=e397bb7f243b9efb847d5…> <https://other-news.us13.list-manage.com/track/click?u=e397bb7f243b9efb847d5…> <https://other-news.us13.list-manage.com/track/click?u=e397bb7f243b9efb847d5…> The figures speak clearly: we have a deadline of 12 years after which climate change becomes irreversible. The lack of action by governments, corporations and citizens is now dramatic. Othernews has decided to start a specific service on this theme, which will monitor data and events ... and their impact on the economy, society and nature. ---------- Forwarded message --------- From: Koppelting <info(a)koppelting.org> Date: Thu, Jan 17, 2019 at 4:14 PM Subject: Koppelting winter edition To: <michel(a)p2pfoundation.net> Dear all, The annual grass roots summer conference Koppelting gets a special winter edition on citizen science... *Meetkoppel* All over the Netherlands and the rest of the world ‘citizen scientists’ measure the things they want to know, using methods that they have often developed themselves. In the weekend of 26 and 27 January they come together at De WAR to share experiences, learn from each other and inspire others. Will you be there? During this weekend De WAR will overflow with workshops, lectures, hackathons, demonstrations, brainstorms and other activities. What they have in common: they are about measuring and counting of all the things that say something about the health of your city, village or neighbourhood. Things like air quality, bird populations, bats, climate change, you name it. *Program* On www.koppelting.org you can see the line up so far. A brainstorm on how to measure your ditch, demonstrations of data analysis, lectures about measuring heat stress, the use of open data, the launch of a satellite and keeping track of all those fireworks that flew into the air on new year's eve. Everyone who wants to share knowledge, needs answers to a problem or wants to build something during the weekend can add to the program. In De WAR all the facilities are available to get the job one. So come along, participate, sign up at the website! Best regards, Diana, Dini, Harmen, Tammo and all the folks at Meet je Stad! -- *disclaimer* If you do not wish to receive further updates, please reply with 'unsubscribe' and we'll remove you from our mailing list. -- Check out the Commons Transition Plan here at: http://commonstransition.org P2P Foundation: http://p2pfoundation.net - http://blog.p2pfoundation.net <http://lists.ourproject.org/cgi-bin/mailman/listinfo/p2p-foundation>Updates: http://twitter.com/mbauwens; http://www.facebook.com/mbauwens #82 on the (En)Rich list: http://enrichlist.org/the-complete-list/

Fwd: [Open App Ecosystem] Requirements for a protocol for agent-centric P2P economic networks
by Michel Bauwens 16 Jan '19

16 Jan '19

---------- Forwarded message --------- From: Bob Haugen (Loomio) <notifications(a)loomio.org> Date: Wed, Jan 16, 2019 at 3:56 PM Subject: [Open App Ecosystem] Requirements for a protocol for agent-centric P2P economic networks To: <michelsub2004(a)gmail.com> [image: Bob Haugen] *Bob Haugen* invited you to join: Requirements for a protocol for agent-centric P2P economic networks <https://www.loomio.org/invitations/7HwDZTnkAy3AbQQi2qjnxDEc?utm_campaign=di…> Here’s my current definition of agent-centric <https://github.com/valueflows/vf-apps-agents/wiki/Agent-centric-computing?u…>. I’ll explain what I mean by protocol in this list of proposed requirements: * Must be a protocol * Must have an openly published specification. * Any independently-developed software that follow the specification must be able to use the protocol to communicate with other software components that do likewise. * Must be agent-centric, where agents can be individuals or groups, and each agent must be able to control their own identity, interactions, and data, and select their own software to use, as long as the software follows the protocol. * Must either use a common economic vocabulary to communicate, or be able to translate their ingoing and outgoing communications into a common vocabulary. * Must be managed as a commons in the Elinor Ostrom sense <http://www.onthecommons.org/magazine/elinor-ostroms-8-principles-managing-c…> . * Must be able to provide reliable local consensus <https://en.wikipedia.org/wiki/Consensus_(computer_science)?utm_source=discu…> among the participating agents in a scope agreed upon by the participants. * More on this requirement in a comment. Some people might disagree with this requirement, but * I think, at this stage of the evolution of the general intellect, the protocol needs to work on the World Wide Web. Can provide private spaces as needed, but accessible via a Web browser. There is no single protocol that satisfies all of those requirements at this time. Several candidate protocols were mentioned and discussed in this previous thread <https://www.loomio.org/d/SU1KiLVn/p2p-distributed-network-protocols?utm_sou…>. None of them is adequate by itself. Yet. This document discusses some of the pluses, minuses, and problems with three of those protocols <https://docs.google.com/document/d/14Naw_P2Lsqnf5EMRQYWugEB5KuxtLro61VWiPTt…>. I don’t want to repeat all of those arguments here. I want to discuss how to move forward and assemble a protocol that does meet all of those requirements, and any others that people want to propose. At some stage of discussion, I will create a poll or two to allow people to weigh in on the adequacy of the requirements and maybe, if we are lucky, on the proposals for moving forward. — Beantwoord deze e-mail onmiddelijk of bekijk het op Loomio <https://www.loomio.org/invitations/7HwDZTnkAy3AbQQi2qjnxDEc?utm_campaign=di…>.
