taxation and innovation

*CEOs Urge Taxpayer-Funded Innovation*<http://www.thedailybeast.com/articles/2011/09/14/bill-gates-jeff-immelt-cha…> DANIEL STONE - The Daily Beast *One of the big lies of the Randian Right is that government cannot create jobs or foster innovation. It has been repeated so many times that like all big lies repeated often enough, it is now believed by a large percentage of the population. That belief does not make it any less of a lie, as the public statements of these mega CEOs and other business leaders make clear.* *As Washington debates the country’s economic future, America’s top CEOs say the government needs to get serious about finding the next big idea in energy-by providing money for long-term research. Bill Gates and several of his closest friends-CEOs and top executives from Bank of America, Lockheed Martin, and Kleiner Perkins-are in Washington discussing their latest uphill battle.‬ Most of the executives are used to success. Yet sitting around a conference table a few blocks from the White House, they acknowledge their next pursuit is a bigger ask, and substantially longer term. In a town talking about tightening the government’s belt, the group is urging more government money to be spent on finding the next game-changing idea on energy. They say energy is the biggest economic frontier over the next decade as fossil fuels dwindle, prices fluctuate, and renewable energies become more viable.‬* Last year, Gates and the group pulled themselves together with a common goal of using their profiles as top business leaders to push Washington on ways to help them compete globally. It was a nebulous goal, but they decided on innovation, an area of historic U.S dominance that has, with the rise of industrializing countries like China, an uncertain future. A year later, they’ve produced a stark report, titled Catalyzing American Ingenuity, calling on Washington to take the lead on research innovation, just as lawmakers debate how slim the nation’s long-term budget landscape should be.‬ It’s a strange sight, America’s top business leaders arguing they’re ill equipped to innovate when Washington gives them substantial leeway, even lower tax obligations. But that’s sort of the point. With companies burdened by obligations to grow and create jobs in the short term, industry research doesn’t always make business sense. 'Every economist will tell you that you cannot count on the private sector to come in and fill in that piece,” Gates told a group of journalists skimming the report at Washington’s Bipartisan Policy Center, which helped facilitate the study. 'The idea is long-term research funded by the government.” His colleagues sit around nodding.‬ At the moment, three major arguments are usually made against industry innovation funded by taxpayers. One is that the government moves too slowly and can’t pivot toward new market trends or research advances. Another is that it’s simply too expensive, especially now. And the third is that corporations have the biggest incentive-the lure of sky-high profits-to find the next game-changing idea. When President Obama dismissively noted in his jobs speech Thursday to Congress that Republicans think the government should just get out of the way and let private companies do the work of moving the economy forward, Republicans awkwardly cut him off with applause and cheers.‬ Yet American business leaders are now arguing that U.S.companies don’t research enough because they simply can't. Demands of shareholders don’t reward long-term planning, especially in a sector like energy, with unpredictable price shifts and volatile geopolitics. The result, then, is that companies tend more toward slight advancements in order to box out a rival. But they shy away from massive shifts because of what’s known as the spillover effect, when a company can’t monetize all of the benefits of its idea and ends up helping competitors.‬ According to an industry study by the National Science Foundation, private firms spend a strikingly small amount of money-about 3.5 percent of revenues-on looking for the next big thing. Energy utility companies spend even less, in the realm of a 10th of a percent, on new technology research.‬ Advocates of further research point to the Internet, the advent of GPS, or America’s highway system as examples of what the government can do that a private company simply wouldn’t. That’s because private markets don’t exist for some markets, like building a military or protecting the environment. Spillover in government is common and can be mutually beneficial. ‪Take, for example, gas turbine engines. The idea came from a project of the Defense Advanced Research Projects Agency (DARPA), a division of the Pentagon, back in the 1980s and 1990s. The original goal was to make military jets fly faster and farther. But the burgeoning wind-energy industry caught hold of the same technology. It’s unlikely that start-up wind developers would have pumped billions of dollars into a new generation of turbines, but the combined cycle gas turbine is now what powers America’s largest wind farms.‬ There is, in fact, a sizable union between defense and energy technology. Back in 1958, the Pentagon started DARPA to keep U.S. military technology ahead of other countries, especially Russia, which had just launched Sputnik. Researchers developed aerospace technologies to make aircraft more resilient, and even stealth. A prototype of an internal network, dubbed DARPA-NET, eventually became the foundation of the modern Internet.‬ Harnessing DARPA’s success, the Bush administration created an offshoot in 2007 devoted solely to energy. Labeled the Advanced Research Projects Agency-Energy (ARPA-E), the program got the bulk of its funding in the 2009 stimulus bill. Since then, the agency’s researchers have partnered with some companies to probe advances in battery storage, efficiency research, and even new energy technology, like nuclear fusion. The program hasn’t discovered something on the magnitude of the next World Wide Web quite yet, but it vows to keep looking. 'These are very risky programs, but you have to take some shots,” says Arun Majumdar, the head of the ARPA-E program, who used to lead the Lawrence Berkeley National Lab.‬ Late last month, Vice President Joe Biden visited Las Vegas to give a speech at the National Clean Energy Summit announcing a $100 million joint funding venture between the public and private sector to research semiconductors, biodiesel efficiency, and battery storage. Speaking to the roomful of engineers and start-up executives, Biden said it was America that invented the photovoltaic solar panel, and it was Uncle Sam who installed the first megawatt-size wind turbines. The implicit message was that America had fallen behind. 'China leads in installed wind capacity, while Germany leads in installed solar capacity,” he told the convention. Both countries have outspent the U.S. on clean-energy research projects-China by almost double. Those small disparities can get much bigger when advances enter the $5 trillion annual energy market.‬ The key problem, however, may be the null hypothesis-explaining what would be lost over the next decade if the U.S. turned its back on energy R&D. Hal Harvey, head of the ClimateWorks Foundation, points to Detroit as a case study in how poor research investment ceded battles over auto innovation to companies in Japan and Korea. The American auto industry is bouncing back, but only after being rescued by Washington, and now with a substantial disadvantage.‬ Yet the battle over energy may still be winnable. ‪Last year, Bank of America chairman Chad Holliday visited Shanghai. He was overheard openly dismissing China’s research acumen at a dinner one evening until the vice mayor of the city, clearly peeved, invited him to tour one of the government’s research laboratories. When Holliday arrived at 7 a.m. the next morning, top scientists had been working around the clock. They had advanced machines and the place was buzzing with activity. 'That’s the kind of thing we’re competing against,” said Holliday. 'We need the same thing.” -- P2P Foundation: http://p2pfoundation.net - http://blog.p2pfoundation.net Connect: http://p2pfoundation.ning.com; Discuss: http://lists.ourproject.org/cgi-bin/mailman/listinfo/p2p-foundation Updates: http://del.icio.us/mbauwens; http://friendfeed.com/mbauwens; http://twitter.com/mbauwens; http://www.facebook.com/mbauwens

Are We Living in a Simulation? By Roy Wood September 16, 2011 | Image by Wikipedia user "Was a Bee" (Creative Commons Licensed) The Philosophy Bites guys have posted a fascinating podcast interview with Nick Bostrom in regard to his writing on the Simulation Argument. Hold on to your brains, lest they explode, because this is the basic gist of Bostrom’s theory: If we assume some non-negligible fraction of civilizations at our stage reach technological maturity, and that some non-negligible fraction of those are interested in creating ancestor simulations, then we can show that each one of those creates astronomical numbers of them because it is so cheap for a mature civilization to create an ancestor simulation. If those two assumptions hold, then therefore there will be many, many more simulated people like us than non-simulated people like us. In other words, almost all sentient beings with your types of experiences will be simulated, rather than non-simulated. From that, we can infer that you are almost certainly among the very typical simulated ones, rather than among the very rare, original, historical, non-simulated people. So, if we accept that some non-negligible fraction make it through, and some non-negligible fraction of those are interested in this, then we get to the simulation hypothesis that we should think we are almost certainly simulated. Basically then, from a statistical point of view, it is far more probable for you, me, and everything around us to be a simulation than it is for us to be “real.” http://www.wired.com/geekdad/2011/09/are-we-living-in-a-simulation/

Media in Starship Troopers
by Kevin Carson 16 Sep '11

When I watched Starship Troopers again recently, it occurred to me that the "Federal Network" newsreel formats were reminiscent of a pre-Tim Berners-Lee, pre-Web vision of the Internet as a "Information Superhighway" full of streaming content. It's as if access to the Internet is mediated entirely by AOL -- but an AOL designed by Rupert Murdoch and Roger Ailes. As a matter of fact the reason I watched the movie again was that I recently read a piece by Mike Masnick speculating on what the Web (if it could even be called that) would have looked like had TBL patented the hyperlink. He said access to the hyperlinked Web would be mediated entirely by walled-garden Internet services like AOL or web portals like Yahoo that could afford to pay royalties. This made me think of those Federal Network newsreels with the "Would you like to know more?" hyperlinks embedded in them. Spirituality and the internet

Referring to the article by Poor Richard that ends with a video of Dawkins, this quote expresses quite well my misgivings about these type of 'fundamentalist-secularist' approaches, when they have to deal with different cultures and approaches: Chris Knight: "Evolutionary psychologists, while presenting themselves as cautious scholars on their home ground, respond by parodying politically backward stereotypes when on the rampage outside their specialist domains. This is true not only of the self-professed racists and reactionaries. Not even Darwinism’s liberals can resist the knockabout fun and games. Take, for example, Pinker (p. 305) on ‘shamanism’ – a topic properly considered within social anthropology. Ignoring the vast scholarly literature on this fascinating theme, he explains the phenomenon as follows: ‘Tribal shamans are flim-flam artists who supplement their considerable practical knowledge with stage magic, drug-induced trances, and other cheap tricks’. The belief systems of preliterate peoples – their view, for example, that certain anthropomorphized principles are ‘sacred’ – are demoted to the status of hoaxes. Where constructs diverge from ‘the real world’, they must be quackery. On this issue as most others, Pinker is joined by Dawkins (1993), for whom religion of any kind is a computer bug – a cultural virus malevolently introduced to parasitize gullible minds. To social anthropology as a profession – I need hardly stress – such doctrinaire verdicts on the subject of * other peoples’ beliefs * are interesting only as an example of western folk-prejudice, not scholarship or science." Auto-Governance through Negative-Feedback Loop Social Contract
by Patrick Anderson 16 Sep '11

Concentration of wealth occurs because Profit is treated as Investor's Return. Imagine another Mode of Production where the Product itself is the ROI. This is only realistic if the people needing the Product are co-Owners of the Sources of that Product. For example, if 1,000 drinkers of milk were to buy and co-own a dairy for their mutual benefit, and if they were to use the Product (milk, cheese, etc.), as payment for covering the Costs of production, then there would be no Sale of the Product, and so there would be neither Profit nor Tax. This proposal is incomplete unless we consider what should be done with any surplus, and the Profit we will likely collect from Sales to non-owners. If we treat that Profit as an Investment from the person who Paid it, then that person will slowly gain co-ownership of the dairy's *growth*. Reflecting some % of Profit back to the Payer is a negative-feedback loop in the same way a steam engine needs a governor to control runaway pressure, business needs a governor (not government) to constrain runaway growth. thanks for spreading the word amongst your art friends, ---------- Forwarded message ---------- From: Nicolás Mendoza <nicolasmendo(a)gmail.com> Date: 2011/9/14 Subject: Re: Boletin de prensa 4 FICVAC OJO AL SANCOCHO To: Michel Bauwens <michel(a)p2pfoundation.net> New version: Via *Carolina Botero*: The* IV Festival Internacional de Cine y Video Alternativo y Comunitario “Ojo al Sancocho”* (www.ojalsancocho.org) will take place in Bogota's *Ciudad Bolivar* from September 16 to 23. The main objective of this annually held festival is to democratize audiovisual culture among communities of this poor periphery of Bogota. The festival celebrates culture, gathering artists, musicians, academics to share their points of view, as part of the community, around new Colombian and international film and video. Exhibition takes place in communitary neighborhood spaces like streets and walls. Last year's street film exhibitions (against house walls) were probably one of the most interesting and strange experiences for the neighbors. These experiences allow important and communitary guests to mix and match with ordinary people to understand together realities that we all share from different geographical perspectives. Ecuador is the special guest this year. The festival's free and open to everyone activities will take place not just in Ciudad Bolivar but also in Soacha (another peripheral community). Productions from Ecuador, but also Mexico, Chile, Spain, Brazil, Venezuela and USA will share their experiences with locals in over 30 movies. Even though the emphasis is on audiovisual productions, the appropriation of the local landscape through guided tours, photo forums and communitary performance venues are also part of the invitation. The political and activist issues will also have a place with gender and children spaces, even HIV chats will take place and workshops will be held for specific populations. This event takes place thanks to the work of “Sueños Films Colombia” that supports the project “Centro de Medios Ciudad Bolivar” http://centrodemedioscb.wordpress.com/ and with the financial support of private and public sector and even some international organizations and embassies. 2011/9/14 Michel Bauwens <michel(a)p2pfoundation.net> > thank you so much Caro, and please say hello to the people there, if they > remember me <g> > > Nicolas, I have corrected the version to appear on the regular blog on the > 15th, > > I think the word communitary is ok, though it gets listed for correction, > > but if you could also post it on Ning, see: > > « On outdated tests, technology and learning<http://blog.p2pfoundation.net/on-outdated-tests-technology-and-learning/201…> > > A festival to democratize audiovisual production in Bogota in September<http://blog.p2pfoundation.net/?p=19567> > Tags: [empty] > [image: photo of Michel Bauwens] > Michel Bauwens > 15th September 2011 > > Via *Carolina Botero*: > > Ciudad Bolívar in the poor periphery of Bogota will be hosting during > september 16 to the 23rd the IV Festival Internacional de Cine y Video > Alternativo y Comunitario “Ojo al Sancocho” www.ojalsancocho.org. Fwd: Basic Income in Mongolia ?

---------- Forwarded message ---------- From: Dante-Gabryell Monson <dante.monson(a)gmail.com> Date: Wed, Sep 14, 2011 at 7:35 PM Subject: Basic Income in Mongolia ? To: econowmix(a)googlegroups.com Alaska, Mongolia, Namibia and Norway, seem to be potential places to enable basic income in the form of local currencies. http://smi2le.org/en/artikel/51-grundeinkommen-in-der-mongolei http://en.wikipedia.org/wiki/Alaska_Permanent_Fund //// Basic Income in Mongolia Friday, 22 January 2010 17:54 Karl Widerquist <http://smi2le.org/en/component/mailto/?tmpl=component&link=aHR0cDovL3NtaTJs…>[image: Bookmark and Share] <http://www.addthis.com/bookmark.php?v=250&pub=bodinua>[image: Print]<http://smi2le.org/en/artikel/51-grundeinkommen-in-der-mongolei?tmpl=compone…>[image: PDF]<http://smi2le.org/en/artikel/51-grundeinkommen-in-der-mongolei?format=pdf> The Mongolian government has taken the initial steps to create a basic income in the form of an Alaskan-style resource dividend. That would make it only the second regular basic income in the world and the first on a national level. This action has received very little attention in the international media, probably because Mongolia is a small and isolated country. However, the resource dividend has the potential to become extremely significant for Mongolians. Bloomberg News reports that the Mongolian government has pledged to set up a “sovereign wealth fund” using mining royalties from new gold and copper mines, which are expected to begin generating large tax revenues within the next three to five years. The fund is expected to distribute part of its revenue as an annual income to every Mongolian. In an interview with Bloomberg News, Mongolian Finance Minister Sangajav Bayartsogt, said that the government studied examples like the Alaska Permanent Fund when drafting the proposal. Although the government has not yet published estimates of how large the annual income might turn out to be, this program could eventually make a large impact on Mongolians, because Mongolia is a small, poor country with a large amount of newly discovered resource wealth. During the elections this year, both parties discussed distributing as much as $1000US to each citizen. Although the government might not follow through with such a large grant, the size of the new mines brings this size of a dividend into the realm of possibility. A $1000 dividend might not seem terribly significant in comparison to the Alaska dividend, which will be $1305 this year and reached a high of $3269 last year. But the potential impact of the dividend has to be looked at in relation to how wealthy the citizens already are. According to Bloomberg, per capita income in Mongolia is only $1,680US. According to the Bureau of Business & Economic Research, per capita income in Alaska is $44,039US. That means, the average Alaskan is twenty-six times wealthier (at current exchange rates) than the average Mongolian. A dividend of only $50 per year would have the same relative impact on the average Mongolian’s budget as Alaska’s $1300 dividend has on the average Alaskan’s budget. The impact of a dividend of $500 or $1000 could be astounding, but we should be cautious about expecting anything like this in the short run. Even if the size of the dividend is uncertain, Eugene Tang of Bloomberg argues that there will be some dividend. The fund has been created, and the government has talked so much about distributing a dividend out of the fund that they can no longer afford the political cost of going back on their pledge to introduce it at some level. Whatever happens, basic income supporters will probably want to keep an eye on developments in Mongolia.
