Fwd: Net Neutrality Resolution Adopted in EU Parliament

http://www.laquadrature.net/en/net-neutrality-resolution-adopted-in-eu-parl… note : I am aware the EU parliament has very limited powers ( sometimes closer to some kind of "consultation" ) - it is now up to the European Commission ( non-elected bureaucracy ) to act upon their vote, if I understood properly ? ---------- Forwarded message ---------- From: La Quadrature du Net <jz(a)laquadrature.net> Date: Thu, Oct 20, 2011 at 11:20 AM Subject: [fcf_discussion] Net Neutrality Resolution Adopted in EU Parliament To: fcforum_discussion(a)list.fcforum.net La Quadrature du Net - For immediate release Permanent link: http://www.laquadrature.net/en/net-neutrality-resolution-adopted-in-eu-parl… Net Neutrality Resolution Adopted in EU Parliament *** Paris, October 20th, 2011 — The “Industry” Committee of the EU Parliament unanimously adopted a resolution on Net neutrality. Through this vote asking the European Commission to promptly assess the need for further legislative action, the Parliament is taking a strong stance in favour of Net neutrality. Pressure now increases on EU Commissioner Neelie Kroes, who may soon be forced to break away with her failed “wait and see” approach and take action. *** The resolution unanimously adopted by the Industry (ITRE) committee of the EU Parliament, which has been fiercely negotiated [1], is overall a positive text. It commits the EU Parliament to key issues: * The text is a strong political statement in favour of Net neutrality. It brings a useful definition of Net neutrality and of the network management policies that are detrimental to the users' freedoms and to competition [2]. * The resolution asks the Commission to move past its failed “wait-and-see” approach by assessing the need for further regulation on Net neutrality, within 6 months of EU telecoms regulators (BEREC) releasing their study on the discriminatory practices of ISPs [3]. However, the resolution falls short of asking for immediate legislative action to protect Net neutrality and for sanctions against Internet Service Providers (ISPs) who restrict access to the Internet. It also includes a loophole [4], which risks being interpreted as accepting such restrictions on mobile Internet on the pretext of congestion [5]. “While rather weak, the adopted resolution is a political commitment from the European Parliament in favour of Net neutrality, and aims to prevent telecom operators from restricting Internet access. Pressure is increasing on Commissioner Neelie Kroes and the EU telecoms regulators to come up with further legislation. Mrs Kroes must break away from her 'wait and see' approach and take action to effectively protect competition, innovation as well as citizens' freedom of expression and privacy online.", says Jérémie Zimmermann, spokesperson for La Quadrature du Net. The text adopted today in the ITRE committee vote will now move to be adopted in plenary without the possibility of further amendments, in a vote scheduled for late-November. * References * 1. http://www.laquadrature.net/en/finalization-of-eu-parliaments-weak-net-neut… 2. scientific study : "a few bankers control a large chunk of the global economy"
by Dante-Gabryell Monson 20 Oct '11

http://www.newscientist.com/article/mg21228354.500-revealed--the-capitalist… ( found via "The Next Edge" http://www.facebook.com/groups/120497731371323 - thanks ! ) AS PROTESTS against financial power sweep the world<http://edition.cnn.com/2011/10/15/world/occupy-goes-global/?hpt=wo_t3> this week, science may have confirmed the protesters' worst fears. An analysis<http://arxiv.org/PS_cache/arxiv/pdf/1107/1107.5728v2.pdf> of the relationships between 43,000 transnational corporations has identified a relatively small group of companies<http://www.newscientist.com/article/mg21228354.500-revealed--the-capitalist…>, mainly banks, with disproportionate power over the global economy. [image: The 1318 transnational corporations that form the core of the economy. Superconnected companies are red, very connected companies are yellow. The size of the dot represents revenue <i>(Image: </i>PLoS One<i>)</i>] The 1318 transnational corporations that form the core of the economy. Superconnected companies are red, very connected companies are yellow. The size of the dot represents revenue *(Image: *PLoS One*)* * * The study's assumptions have attracted some criticism, but complex systems analysts contacted by *New Scientist* say it is a unique effort to untangle control in the global economy. Pushing the analysis further, they say, could help to identify ways of making global capitalism more stable. The idea that a few bankers control a large chunk of the global economy might not seem like news to New York's Occupy Wall Street<http://occupywallst.org/forum/proposed-list-of-demands-please-help-editadd-…> movement and protesters elsewhere. But the study, by a trio of complex systems theorists at the Swiss Federal Institute of Technology in Zurich, is the first to go beyond ideology to empirically identify such a network of power. It combines the mathematics long used to model natural systems with comprehensive corporate data to map ownership among the world's transnational corporations (TNCs). "Reality is so complex, we must move away from dogma, whether it's conspiracy theories or free-market," says James Glattfelder<http://www.sg.ethz.ch/people/formercoll/jglattfelder>. "Our analysis is reality-based." Previous studies have found that a few TNCs own large chunks of the world's economy, but they included only a limited number of companies and omitted indirect ownerships, so could not say how this affected the global economy - whether it made it more or less stable, for instance. The Zurich team can. From Orbis 2007<http://www.bvdinfo.com/Products/Company-Information/International/Orbis>, a database listing 37 million companies and investors worldwide, they pulled out all 43,060 TNCs and the share ownerships linking them. Then they constructed a model of which companies controlled others through shareholding networks, coupled with each company's operating revenues, to map the structure of economic power. The work, to be published in *PloS One*, revealed a core of 1318 companies with interlocking ownerships (see image). Each of the 1318 had ties to two or more other companies, and on average they were connected to 20. What's more, although they represented 20 per cent of global operating revenues, the 1318 appeared to collectively own through their shares the majority of the world's large blue chip and manufacturing firms - the "real" economy - representing a further 60 per cent of global revenues. When the team further untangled the web of ownership, it found much of it tracked back to a "super-entity" of 147 even more tightly knit companies - all of their ownership was held by other members of the super-entity - that controlled 40 per cent of the total wealth in the network. "In effect, less than 1 per cent of the companies were able to control 40 per cent of the entire network," says Glattfelder. Most were financial institutions. The top 20 included Barclays Bank, JPMorgan Chase & Co, and The Goldman Sachs Group. John Driffill <http://www.econ.bbk.ac.uk/faculty/driffill> of the University of London, a macroeconomics expert, says the value of the analysis is not just to see if a small number of people controls the global economy, but rather its insights into economic stability. Concentration of power is not good or bad in itself, says the Zurich team, but the core's tight interconnections could be. As the world learned in 2008, such networks are unstable<http://www.newscientist.com/article/dn20777-haircuts-identified-as-a-cause-…>. "If one [company] suffers distress," says Glattfelder, "this propagates." "It's disconcerting to see how connected things really are," agrees George Sugihara of the Scripps Institution of Oceanography in La Jolla, California, a complex systems expert who has advised Deutsche Bank. Yaneer Bar-Yam, head of the New England Complex Systems Institute (NECSI), warns that the analysis assumes ownership equates to control, which is not always true. Most company shares are held by fund managers who may or may not control what the companies they part-own actually do. The impact of this on the system's behaviour, he says, requires more analysis. Crucially, by identifying the architecture of global economic power, the analysis could help make it more stable. By finding the vulnerable aspects of the system, economists can suggest measures to prevent future collapses spreading through the entire economy. Glattfelder says we may need global anti-trust rules, which now exist only at national level, to limit over-connection among TNCs. Bar-Yam says the analysis suggests one possible solution: firms should be taxed for excess interconnectivity to discourage this risk. One thing won't chime with some of the protesters' claims: the super-entity is unlikely to be the intentional result of a conspiracy to rule the world. "Such structures are common in nature," says Sugihara. Newcomers to any network connect preferentially to highly connected members. TNCs buy shares in each other for business reasons, not for world domination. If connectedness clusters, so does wealth, says Dan Braha of NECSI: in similar models, money flows towards the most highly connected members. The Zurich study, says Sugihara, "is strong evidence that simple rules governing TNCs give rise spontaneously to highly connected groups". Or as Braha puts it: "The Occupy Wall Street claim that 1 per cent of people have most of the wealth reflects a logical phase of the self-organising economy." So, the super-entity may not result from conspiracy. The real question, says the Zurich team, is whether it can exert concerted political power. Driffill feels 147 is too many to sustain collusion. Braha suspects they will compete in the market but act together on common interests. Resisting changes to the network structure may be one such common interest. Fw: The Credit Creation Controversy......A Need For A Resolution..?
by robert searle 19 Oct '11

19 Oct '11

----- Forwarded Message -- The following comes from myself and Facebook of all places, but exposes an important area of controversy that needs to see the light of day more, and more.It revolves around HOW exactly banks create new money. There are two basic versions.. i) "Old " Fractional Reserve Banking. This is the idea that banks create new money as repayable loans based on a small fraction of their reserves. In other words, they create more money than they have which when paid off is said to be deleted otherwise it could be seen as fraud. This scenario is accepted by many experts, and textbooks, and the detail may vary. ii) "Modern" Credit Creation. This is the notion that banks do not create more new money than they have, and may quickly back it up notably by a loan from other banks, or the Central Bank. Unlike Fractional Reserve Banking the books are properly balanced. This is espoused by Chris Cook who describes it as follows....(ref Heterodox Economics FB) . I go in to the bank for a loan of $1,000. It creates the $1,000 as virtual money and deposits this virtual cash in my account at the same instant. So - intraday - it is holding a demand 'cash' deposit for me on the one hand, and I am now a debtor to the bank on the other hand for a defined loan period. But your cash deposit is not a 'loan' to the bank, who is merely acting as custodian for you in respect of it at this point. The bank's books are now unbalanced, because an undated demand deposit is not an accounting liability of the same type as a dated loan to the bank from a retail depositor, or another bank. The bank must therefore seek out and obtain the necessary dated loans (known as 'term deposits'), typically overnight or weekly term, to balance its credit and debt obligations. The necessary ultra short term deposits come from other banks, and from the central bank. The bank then continues to hold the demand deposit to your order until you give it instructions to transfer some or all of it by lending or spending it. Every night there is a 'clearing run' carried out at the central bank at which all of the day's payment transactions are cleared and a net balance is transferred. eg if Bank A is due to pay Bank B $1500, and Bank B is due to pay Bank A $500,then only the net $1000 is transferred from A to B. about an hour ago Elsewhere on the FB Heterodox Economics site he says the following, and presents three references for consideration.... .............As J A Wheeler put it, Reality is defined by the questions you put to it. I think the problem is that Economics as practised is an ideological distortion of reality. The reason why I have taken such time and trouble to analyse and understand the reality of money creation is that the general misconception as to the relationship between credit and money is completely and fundamentally crucial. The entire body of Keynesian, Neoclassical and Austrian economics is invalidated by this misconception. I have written to the authors of the new book referred to - most of whom I know personally - complimenting them on an admirably clear exposition of the UK system, and pointing out exactly why and how their assumption as to the accounting polarity of bank credit is diametrically wrong. These articles of mine in Asia Times covered the subject http://www.atimes.com/atimes/Global_Economy/MG27Dj02.html http://www.atimes.com/atimes/Global_Economy/MH04Dj02.html No-one has yet demonstrated that my analysis of the banking system is incorrect, and most people are in agreement that this analysis of the relationship between the Treasury and the Central Bank is accurate. Asia Times Online :: A very secret agent www.atimes.com Asia Times Online. The Asia News Hub providing the latest news and analysis rega...rding economics, events and trends in business, economy and politics throughout Asia. The Following Points Should Be Made... a) Chris Cook gives three references in the above.. But they are all articles by himself, and only gives one "credible" reference to back up his credit creation claim!!! To be fair on FB he gave a Wikipedia ref on FB which does not explain much (ie.it makes a technical subject overly technical, or complex, and hence, "incomprehensible" to most non-initiates). b) It maybe a good idea to find how credit creation really works with the help of solicitors specialising in banking law. c) Even the trade organizations might be willing to "divulge" how it "really" works..but ofcourse top bankers can be notoriously secretive about such matters..or express what they do in an "incomprehensible" language.. d) A book called Modern Money Mechanics was published by the Federal Reserve Bank of Chicago which seemed to support the "old" fractional reserve system. This was pounced as being "authorative" and relevant by monetary reformers including Ellen Brown.

No doubt that many mutual credit systems are made up of BIBO currency tranaactions. Our proposal formslises BIBO Currency into an explicit standard taking several normative aspects into considerstion. Also, rather more than being a rstionale for alternative currencies, it is a specification that responds to the "Formal
Stability
Analysis
of
Common Lending
Practices
and
Consequences
of
Chronic
 Currency
Devaluation" satisfying the requirements (see corollaries at: http://bibocurrency.org/English/standard.htm) for a stable currency. The utility is that otherwise independent implementations can interoperate without loss of autonomy at the locsl level and with no meta governance. Finally, the purpose is also to demystify money in general and show how to prove that stability in money is trivial. The grand fallacy is that money is complicated because the economy and human nature are complicated, which is paramount to saying that units of measure as instruments, need to reflect the complexity of what they measure, which is absurd. Once demystified, stability and money understood, then it becomes obvious that with the correct technical specification, providing liquidity to all for any tranasaction and at any time in a stsble and trustworthy manner is not only doable it is trivisl. See: http://bibocurrency.org/English/stable%20money.htm ). What the world needs is a source of unlimited stable liquidity to support any commerce at and between any level without bias to any agent. This means money is no longer a source of systematic instability. Denying such is a crime against humanity. The vision is autonomy, local "and" globally networked, marginalized finding each other into intentional tribal nomadism, in dialogue, rhizomatic, information rich, getting together into creating our modular ( nomadic ) favela, our own sense of post-market, the swarmed tribe. /// http://bigthink.com/ideas/30959 excerpt : As Sterling recently explained in his closing address at the reboot 11 conference <http://video.reboot.dk/>, one possible scenario for the future is the "favela chic" scenario, in which material wealth is non-existent, but individuals are plugged into the grid and satiated with Facebook and Twitter. some of us may have seen this 2009 video already : http://video.reboot.dk/video/486788/bruce-sterling-reboot-11 in relation to some politicians : "cheerleaders, not leaders" - "they position themselves into the narrative, they do not create infrastructure" regarding favela chic : "favela chic is when you lost everything - its a really cool place to be" "its made out of instructables" , "action is cheaper then control", "just fucking do it" "its a slum" "do things while alive" "objects are frozen social relationships" /// found this link via http://www.facebook.com/groups/120497731371323/?notif_t=group_activity http://www.forbes.com/sites/venkateshrao/2011/10/17/kubler-ross-and-occupyw… " This is where a new breed of post-Industrial micro-capitalism is taking root.
