Re: [P2P-F] Global Government Revisited (GTN Discussion)
by Michel Bauwens 12 Sep '17

12 Sep '17

dear friends, I would like to make a very general remark on this discussion. I believe that any proposal for global governance should be rooted in real trends, and not just in some idea of how things should be. Last spring, we undertook to draft a Commons Transition Plan for the City of Ghent in northern Belgium (Flanders), which proposed, based on pre-existing seed forms that could be developed further, a institutional design for public-commons partnerships. See here for an english summary: http://commonstransition.org/commons-transition-plan-city-ghent/ and thanks for having a look at the three included graphs, which explain things visually. Now this is of course a local plan, but our great discovery was the isomorphism between the emerging digital economy, and the urban commons and its institutional and economic forms, which turn out to be extraordinary similar. In fact, we propose that the cities become the transnational institutional arm, the 'state' of the commons if you will, by collectively sustaining the common infrastructural needs of the emerging urban commons (what we call protocol cooperativism). On a transnational scale, we see the emergence of * global productive communities co-constructing very large scale productive knowledge commons, which are not possible to sustain through state or corporate forms, managing their infrastructure through for-benefit associations such as the FLOSS Foundation; a recent study in which we participated, called P2P Value, showed that 78% of 300 such communities studied, have or are working on open and contributive accounting (our current excitement concerns the projects on establishing globally shared supply chains with distributed ledgers) * globa-local entrepreneurial coalitions, of both the extractive (IMB with Linux) and the generative kind (Enspiral, Ethos, Sensorica, Las Indias etc..) connect around them So add to this the existing infrastructural commons organizations just mentioned above and the city leagues we have proposed, and we have an emerging infrastructure for human cooperation through civil society commons iniatives, livelihood entities, and governance institutions What does that tell us about global governance ? That it can't be just a re-arranging of the nation-state institutions in some new format, nor some add-on of the older global CSO's in fact, what is needed is to trans-nationalize the idea and practice of public-commons-generative partnerships, i.e. to complement the inter-state system with globally scaled trans-national organizations that reflect the interconnection of the new wave of commoning, which at least in western european cities, have known a tenfold increase in ten years (2 other studies confirm our own findings on this rate of expansion) In Ghent, we identified 500 urban commons, active in every single area of human provisioning, offering generative alternatives to current practices. This is the huge shift which as yet, not so many mainstream observers, are able to see, because they are looking for huge formal structures, and are blind to the emerging interconnected distributed infrastructures, in my opinion, the future is not a world government with its potential negative aspects, but rather a interlinked set-up of transnational public-commons partnerships to deal with the urgent issues facing humankind Michel Bauwens On Mon, Sep 11, 2017 at 8:59 PM, Great Transition Network < gtnetwork(a)greattransition.org> wrote: > > From Adam Blakester <adam(a)starfish-associates.org> > > ------------------------------------------------------- > Thank you Luis for generously opening up your thoughts and work for > comment and discussion. > > I think it is critical that this exploration clearly unpacks governance > from government. This one will be of interest. The ‘crowd funding’ campaign for the startup of platform cooperative *Incubator.coop* has now been launched – you can see it at: https://ethicalfields.pozible.com/project/incubator-coop. Note especially the excellent ‘explainer video’ on the project (and coops generally) you can access there. You might want to make a contribution. You might have also caught the presentation by Incubator coop to the New Economy Conference in Brisbane last weekend. You can now see this presentation on their Facebook page at : https://www.facebook.com/ incubator.coop/ . A very interesting – and different – perspective on ‘cooperative startups’. This one just went up on Linked in - *An incubator for the incubatees* – Incubator.coop owned and operated as a platform cooperative – see: https://www.linkedin.com/pulse/incubatorcoop-finally- crowd-sourced-incubator-andrew-ward-wardy- A Twitter account has also just been setup - https://twitter.com/ IncubatorCoop Hope you find this useful. They will affect Wall Street firms in many ways, covering all transactions of EU securities wherever traded worldwide. Whether the firm is on the buy-side: portfolio managers, mutual funds, institutional investors, or on the sell-side: broker-dealers, investment advisors, researchers, consultants, MIFID II will affect business models, research, trading, reporting and order execution. MIFID II tightens rules on high-frequency trading (HFT), requires oversight and transparency of all trading platforms, including dark pools, registration of all trading algorithms and monitoring of their assumptions and performance, separates research from commission fees, requiring more transparency on derivatives, as well as on order flows, UTC time-coding and execution. So we hope that Wall Street and all US firms are readying for MIFID II compliance, after this past year’s grace period. All these reforms are designed to secure markets from another 2008-type meltdown. Yet, in the USA the Trump administration is bent on gutting Dodd-Frank and other reforms --- come what may. This is where the ethical investment market and its movement of retail investors and concerned citizens, whether branded overall as: "ESG, SRI, CSR," green, ethical or "impact" investing, can take wider leadership. Most of their investments and products are already compliant with most MIFID II reforms. Penguin Press, 2017. Notes by Dan Leahy September 5, 2017 When Bannon was in the White House, I was told this book was a must read. I just finished reading it. It's a quick and entertaining read, an insider's election travelog. Although the book is about how Trump got elected and Bannon's role in that, I wanted to list some dynamics that I think are still important to us now that Trump is in the White House and Bannon is back at Breitbart. I've listed four of these dynamics below. *1. Bannon: Mercer and the Anti-Clinton network.* Green says Bannon brought two things to Trump's Campaign: A coherent nationalist ideology and an Anti-Clinton Network funded by Robert Mercer of Renaissance Technologies. How will this network continue to be funded and used now that Clinton is gone and Bannon is back at Breitbart? The network has four interrelated components: *A. Breitbart News*: “Politics is downstream from culture” and “I want to change the cultural narrative” were some of Andrew Breitbart's favorite phrases. Breitbart understood that readers experience news “viscerally as an ongoing drama, with distinct story lines, heroes and villains” and , according to Bannon, created a “global center-right, populist, anti-establishment news site.” (144). Breitbart died at age 43 in March, 2012 and Bannon took over this “old style attack journalism” site and, with $10 million from Mercer, expanded his DC based operation to Texas (Anti-Immigrant ICE contacts) and London (Nigel Farage: Without Breitbart London, no Brexit). *B. Global Accountability Institute.* Formed in 2012 in Tallahassee as home for researcher Peter Schweizer. Bannon said he should focus on “cronyism endemic to the Clintons” and between 2013-2015 Mercer gave several million dollars to GAI and out came Schweizer's Clinton Cash published by HarperCollins. Bannon: ...”it's facts, not rumors, that resonate with the best investigative reporters.” (142). Bannon: “We have a mantra... facts get shares; opinions get shrugs.” (154). GAI used the “Deep Web” – to research the Clintons. The Deep Web is “the 97 percent or so of information on the Internet that isn't indexed for search engines such as Google and therefore is difficult to find.” *C. Glittering Steel.* Funded by Mercer and run by Bannon and Mercer's daughter, Rebekah Mercer, this is a film production company to influence politics and produce Christian themed movies liked those organized by Wilberforce Forum chaired by felon Chuck Colson. Glittering Steel did produce the movie version of Clinton Cash. It's also important to remember that Bannon, during his Hollywood years, did produce numerous films on his favorite themes and brought them to the Liberty Film Festival. In the 2004 In the Face of Evil (Reagan); 2006 Border Wars; 2010 Battle for America (T-Party); (2010) Generation Zero (financial collapse) & (2011) The Undefeated (Sarah Palin). *D.* *Cambridge Analytica.* This was a Mercer owned, American offshoot of a British data company, Strategic Communications Laboratories. With Bannon on the Board and Rebekah promoting its use by funded political campaigns, Cambridge gave the network a “state of the art technology” allowing the Mercers “to build out an infrastructure for sophisticated messaging and strategy that would be independent of the institutional Republican Party.” (134) *2. Bannon: Merging the Offline Alt Right and the Online Gamers* Bannon seemed to have accomplished this merger just in time for the Trump election. It is worth watching how this continues to operate and affect national politics. *The Online Gamers. *In 2005, Bannon left Hollywood, went to Hong Kong and joined Internet Gaming Entertainment (IGE), founded by Brock Pierce. IGE used a “supply chain of low wage Chinese workers” to play a video game called World of Warcraft published by Blizzard Entertainment. By continually playing the game, the Chinese workers produced a steady stream of virtual goods that IGE planned to sell to gamers for real money in the real world. IGE estimated this real-money trading was a $1 billion dollar market. Bannon got $60 million from Goldman and tried to get Blizzard to license the practice, but the gamers revolted against what they saw as an infringement on their game. Blizzard then refused to license this practice, IGE lost millions, changed its name, forced out Pierce and Bannon took over as CEO of the remainder, Affinity Media and holding onto three gaming sites: Wowhead, Allakhazam and Thottbot which were “doing 1.5 billion page views per month” in 2007 &2008. (145). Bannon saw the power of the online gamer community as it dismantled IGE's effort to interfere with its game. *The Merger. *When Bannon took over Breitbart in 2012 he wanted to attract the “online legions of mostly young men” believing that these internet masses could stoke a political revolution by fusing the online world of alienated gamers and the right wing outsiders drawn to Breitbart News. He connected the two worlds with Milo Yiannopoulos whose October 15, 2015 article was entitled: “How Donald Trump Can Win: With Guns, Cars, Tech Visas, Ethanol …. and 4Chan.” Trump cemented the relationship as he retweeted images of Pepe the Frog. (For more on how this online world now interacts with the real world of politics, read: Kill All Normies by Angela Nagle.) *3. Bannon: Traditionalism, Decline of the West and the War with Islam*. How much of Bannon's world view will continue to rationalize Trump's policies is certainly up for question, but the direction of those policies remains the same. *Traditionalism*. Bannon, like Pence, came from an Irish Catholic family, enamored with John Kennedy and the Democratic Party and both left the Party and the Church. Bannon's family left the Church after Vatican II reforms and joined the Tridentine Church, a Traditionalist expression of Catholicism. Bannon read Rene Guenon (Crisis of the Modern World, 1927) and Julius Evola (Revolt Against the Modern World, 1934) both authors lamenting the spiritual decline of the West and the rise of secular modernity. Putin's ideologist translated Evola's work into Russian. Whether Bannon is in the White House or not, the Traditionalist's values of masculinity, traditional authority, racial purity and the subordination of women fit well with Trump and Pence's policy direction. *Decline of the West.* Green says Bannon sees the Destruction of the Order of the Knights Templar in 1314, as Islamic armies took over the “Holy Lands,” and the Peace of Westphalia in 1648, which ended Europe's inter-religious slaughter, as marking the spiritual decline of the West. Bannon saw this decline deepen as the EU gained strength over sovereign nations and as Pope Francis, a “pro-immigration globalist” replaced Pope Benedict. He even set up a Breitbart Rome and worked with Cardinal Raymond Burke (no relation) to support Catholic traditionalists. (206). And, reflecting the last chapter of Green's book, “Afterword: Kali Yuga,” Bannon believes the West is passing through this 'dark age' “when tradition is wholly forgotten.” (A primer on this: Against the Modern World by Mark Sedgwick). *War with Islam*. Green points to three events that reinforced Bannon's historical view that the West is in an on-going war with radical Islam. His experience as a Navy junior officer (1979-1980) aboard the Paul F. Foster during the Iranian hostage crisis led him to describe the Middle East as “the other end of the earth” and Iran as a place that “looked like the moon … It was like the fifth century – completely primeval.” The second event was the attacks on the World Trade Center and the Pentagon which led him to turn Schweizer's portrait of Ronald Reagan into his film, In the Face of Evil. Bannon said his film was a metaphor, “a story about how a democracy takes on a radical ideology.” (85). The third event was the influx of Muslim refugees and migrants into Europe and the US which he described as the “civilizational jihad personified by this migrant crisis.” (207). Whether Trump believes any of this or not, Trump's successful efforts to ban Muslims, halt the refugee program, authorize his militarists, Mattis, McMaster and Kelly to, in Mattis' word, “annihilate” cities like Mosul and Raqqa, and continue his verbal assault on globalists and free traders reflects Bannon's policy directions. *4. Bannon: Economic Nationalism and America First*. Green sees a merger with Bannon's nationalism and Trump's America First rhetoric. Green says Bannon sees the rise of nationalist movements across the world as a return to tradition. He quotes Bannon: “You have to control three things.... borders, currency, and military and national identity. People are finally coming to realize that, and politicians will have to follow.” (207). Trump seems to be following along. Trump's use of Kelly's DHS and ICE police to deport immigrants and his recent ending of the DACA program reinforce the idea of controlling borders, as does his continued rhetoric of building a wall. His bringing in Kelly as his Chief of Staff along with McMaster at Security and Mattis at Defense certainly highlight military control of both domestic and foreign policy. Green's book, however, gives us important insights on Trump's relationship to national identity. He discusses when Trump met Bannon and took up his “populist nationalism” he had to give something up. Trump's NBC prime time television show The Apprentice which began in 2004 built a national profile dramatically different than any other Republican figure: “Trump was extremely popular with minority audiences.” (96). The show was seen as a triumph of “American multiculturalism.” Trump gave up this “national profile” when he attacked President Obama with his “birther”campaign. What he got in return was a mobilized Republican base that was full of resentment and angry about illegal immigration. So just at the time the Republican Party was publishing its Autopsy Report on Mitt Romney's defeat suggesting the need to accommodate the needs of minority voters and advocating comprehensive immigration reform, Trump went in the other direction, became an anti-immigrant populist worried about foreigners taking over the country and won the Presidency. This is his and Bannon's national identity. *Green's Conclusions: Disorder and Confusion* Since I believe Trump's Departmental Secretaries are efficiently implementing Trump's extractive policies, I don't agree with Green's conclusions about “disorder and confusion.” I thought, however, I should state them. Green has three main reasons why Trump's administration “has so quickly fallen into disorder and confusion.” (1) he thought he could rule by asserting dominance, but in fact he needs Congress. (2) He's adopting the Wall Street agenda he ran against with all the globalists in his administration (3) Trump is not a nationalist or advocate of any political philosophy – Bannon's language was just a “marketing strategy” for his brand, not a commitment to a set of policies. -- Kevin Hansen (443) 707-5515 cell hankaiwen(a)gmail.com https://www.facebook.com/CommonsFilm/ Film: CommonsFilm.com Director / *The Commons * Director / *Nicotine Bees* Service: PierreTerre.com -- Kevin Hansen (443) 707-5515 cell hankaiwen(a)gmail.com https://www.facebook.com/CommonsFilm/ Film: CommonsFilm.com Director / *The Commons * Director / *Nicotine Bees* Service: PierreTerre.com -- P2P Foundation: http://p2pfoundation.net - http://blog.p2pfoundation.net Connect: http://p2pfoundation.ning.com; Discuss: http://lists.ourproject.org/cgi-bin/mailman/listinfo/p2p-foundation Updates: http://del.icio.us/mbauwens; http://friendfeed.com/mbauwens; http://twitter.com/mbauwens; http://www.facebook.com/mbauwens

Secondly, I'd like to make a small request. I'm editing a volume of essays on non-anthropocentric approaches to climate ethics. I would very much appreciate if you considered forwarding the CFP (below) to your colleagues and/or relevant Listservs. Thank you in advance! http://connect.gonzaga.edu/henning/call-for-papers Sincerely, Zack Walsh Call for Papers: Edited Anthology on Non-anthropocentric Climate Ethics Deadline: October 15, 2017 The complexity of life in an age of rapid climate change demands the development of moral frameworks that recognize and respect the dignity and agency of both human and nonhuman actors. Despite decades of careful work in non-anthropocentric approaches to environmental ethics, recent anthologies on climate ethics have largely omitted non-anthropocentric approaches. This anthology seeks to remedy this lacuna by presenting new work on non-anthropocentric approaches to climate ethics. Possible topics to be addressed include, but are not restricted to: - How will nonhumans be affected by climate change and how does this pose an ethical mandate for us to respond? - What do anthropocentric approaches to climate ethics omit? - What would an ecocentric or biocentric approach to climate ethics add that is missing in current discussions? - What would non-anthropocentric approaches to feminism (eco/cyber/xeno-) contribute? - How might the ethics of global climate change be shaped by scholarship on the non-human, considering such fields as multispecies studies, new materialism, posthumanism, and speculative realism? - What are the moral implications of the “Anthropocene” discourse for understanding and responding to the climate crisis? - What epistemological and ontological perspectives should inform non-anthropocentric approaches to climate ethics, considering scholarship on actor-network theory, thing theory, object-oriented ontology, vibrant materialism, process thought, or indigenous lifeways? - How would climate ethics reconceive subjectivity and agency if humans are no longer understood to be just discrete entities, but as assemblages of social, biological, or technological relations distributed across vast networks? The anthology will, in the first instance, be submitted to Palgrave Macmillan, which has expressed initial interest in the project. Submission and deadlines: - Deadline for submission of abstract (up to 500 words) and curriculum vitae: 15 October 2017. - Expected date for preliminary verdict on submitted abstracts: 15 November 2017 - Expected date for final full draft of accepted papers: 15 July 2018 Email submissions to the editors: Brian G. I miss my American friends and collegues so much, but hope that a good newsletter followed up by E-mail or Skype contact will bridge the vast ocean between us. I am happy to share about Care First with many friends, because I feel that Care First has the potential to unite us as Humanity in a very practical manner. It can become an ethical compass worldwide in relation to our decision making in money matters and life decisions. We can have a huge impact. *We are now working towards an expansion of 12 million members by Dec 2020, connecting individuals and organisations who have been applying Care First and who wish to. Money is used to make well-being possible. Everyone can provide for their basic human needs and develop themselves. We care for the Earth, who provides us with so much.A gift we can share with each other.* Louis shares: "The inspiration for Care First came in 1997, knowing that we needed to create clarity and sanity around the use of money and turn it into a tool that serves well-being for all (people/planet). It is about bringing the heart into the world of finance and economics and all aspects of our culture. I have written two books to assist us doing this:* Dare To Care – a love based foundation for money and finance (2011) <http://mailtrack.me/tracking/raWzMz50paMkCGZ4AmR3ZmDkAQNzMKWjqzA2pzSaqaR9ZG…>* in collaboration with Hazel Henderson, world renowened columnist and futurist from Florida, USA and *Care First – geld dienstbaar maken aan het welzijn van de mens en aarde (2015)* <http://mailtrack.me/tracking/raWzMz50paMkCGZ4AmR3ZmDkAQNzMKWjqzA2pzSaqaR9ZG…>supported by Paul de Blot, honarary PHD Nyenrode Business University, the Netherlands. In order to assist people making this shift towards the heart, we developed a workshop *Meeting the Mystery of Money* in 2004, which we have used in the USA, UK and The Netherlands. People are exploring their relationship to money in a safe space and are assisted to move themselves from a victimised to an empowered space in relation how we ourselves decide and create how we want our exchange systems (monetary, complementary and without a currency) and economies to work. We have organised two more workshops Oct 2017 in the Netherlands, See *events on our website.* <http://mailtrack.me/tracking/raWzMz50paMkCGZ4AmR3ZmDkAQNzMKWjqzA2pzSaqaR9ZG…> Dec 2012 I decided that I wanted to spread, integrate and apply the message of Care First worldwide. Fwd: <nettime> When repression is cheaper than redistribution

---------- Forwarded message ---------- From: Dante-Gabryell Monson <dante.monson(a)gmail.com> Date: Tue, Sep 5, 2017 at 2:16 PM Subject: Fwd: <nettime> When repression is cheaper than redistribution To: Michel Bauwens <michel(a)p2pfoundation.net> ---------- Forwarded message ---------- From: Felix Stalder <felix(a)openflows.com> Date: Mon, Sep 4, 2017 at 10:44 AM Subject: <nettime> When repression is cheaper than redistribution To: nettime-l(a)mx.kein.org Recently, the German political scientist Ulrike Guérot argued that digital technologies changed the political calculus of the ruling elites: repression is now seen as cheaper than redistribution to maintain the system. This research, by the Center for Political Studies (CPS), University of Michigan, puts numbers to this claim. Advanced democracies spent just shy of $9 billion to surveil 74% of their population, at a cost of $10/person. Now, this of course are not the entire costs of the apparatus of repression, but just indicates how incredibly cheap surveillance blanket surveillance has become. To gain any traction for political change, we need to change this calculus, by making surveillance and repression expensive again. Felix http://cpsblog.isr.umich.edu/?p=2129 <...> While nations worldwide have spent at least $27.1 billion USD (or $7 per individual) to surveil 4.138 billion individuals (i.e., 73 percent of the world population), stable autocracies are the highest per-capita spenders on mass surveillance. In total, authoritarian regimes have spent $10.967 billion USD to surveil 81 percent of their populations (0.1 billion individuals), even though this sub-set of states tends to have the lowest levels of high-technology capabilities. Stable autocracies have also invested 11-fold more than any other regime-type, by spending $110 USD per individual surveilled, followed second-highest by advanced democracies who have invested $8.909 billion USD in total ($11 USD per individual) covering 0.812 billion individuals (74 percent of their population). In contrast to high-spending dictatorships and democracies, developing and emerging democracies have invested $4.784 billion USD (or $1-2 per individual) for tracking 2.875 billion people (72 percent of their population). It is possible that in a hyper-globalizing environment increasingly characterized by non-state economic (e.g., multi-national corporations) and political (e.g., transnational terror organizations) activity, nation-states have both learned from and mimicked each other’s investments in mass surveillance as an increasingly central activity in exercising power over their polities and jurisdictions. It is also likely that the technological revolution in digitally-enabled big data and cloud computing capabilities as well as the ubiquitous digital wiring of global populations (through mobile telephony and digital communication) have technically enabled states to access and organize population-wide data on their citizens in ways not possible in previous eras. <....> -- ||||||||||||||||||||||||||||||||| http://felix.openflows.com |OPEN PGP: https://pgp.mit.edu/pks/lookup?search=0x0C9FF2AC # distributed via <nettime>: no commercial use without permission # <nettime> is a moderated mailing list for net criticism, # collaborative text filtering and cultural politics of the nets # more info: http://mx.kein.org/mailman/listinfo/nettime-l # archive: http://www.nettime.org contact: nettime(a)kein.org # @nettime_bot tweets mail w/ sender unless #ANON is in Subject: -- Check out the Commons Transition Plan here at: http://commonstransition.org P2P Foundation: http://p2pfoundation.net - http://blog.p2pfoundation.net <http://lists.ourproject.org/cgi-bin/mailman/listinfo/p2p-foundation>Updates: http://twitter.com/mbauwens; http://www.facebook.com/mbauwens #82 on the (En)Rich list: http://enrichlist.org/the-complete-list/

dear all, Aurelien from France, who has been active on the Coopcyle project, a platform coop app for cycle delivery, is interested in co-creating a reflective work on the link between work, unions, and peer to peer. Right now, we have a basic reflection co-written by Vasilis Niaros (P2P Lab) and me for ETUI/ETUC, setting out some baselines for such a reflection, and I maintain two sections that are relevant to this topic, one is https://wiki.p2pfoundation.net/Category:Labor and https://wiki.p2pfoundation.net/Category:P2P_Solidarity, which monitors new solidarity formats for precarious and networked workers. We are also in touch with various friendly orgs and people working on the topic, such as Pat Conaty , the author of the Not Alone report, trebor/nathan on platform coops, Coop des Communs and others. However, we have no ongoing dialogue on this topic in any systematic way within the P2P Foundation.
