The signatories include Columbia University's Akeel Bilgrami, Stanford University's Thomas Blom Hansen and the University of Chicago's Wendy Doniger. *Here is the full text of their statement.* As faculty who engage South Asia in our research and teaching, we write to express our concerns about the uncritical fanfare being generated over Prime Minister Narendra Modi’s visit to Silicon Valley to promote 'Digital India' on September 27, 2015. Prime Minister Narendra Modi’s visit to Silicon Valley highlights the role of a country that has contributed much to the growth and development of Silicon Valley industries, and builds on this legacy in extending American business collaboration and partnerships with India. However Indian entrepreneurial success also brings with it key responsibilities and obligations with regard to the forms of e-governance envisioned by 'Digital India'. We are concerned that the project’s potential for increased transparency in bureaucratic dealings with people is threatened by its lack of safeguards about privacy of information, and thus its potential for abuse. As it stands, 'Digital India' seems to ignore key questions raised in India by critics concerned about the collection of personal information and the near certainty that such digital systems will be used to enhance surveillance and repress the constitutionally-protected rights of citizens. These issues are being discussed energetically in public in India and abroad. Those who live and work in Silicon Valley have a particular responsibility to demand that the government of India factor these critical concerns into its planning for digital futures. We acknowledge that Narendra Modi, as Prime Minister of a country that has contributed much to the growth and development of Silicon Valley industries, has the right to visit the United States, and to seek American business collaboration and partnerships with India. However, as educators who pay particular attention to history, we remind Mr. Modi’s audiences of the powerful reasons for him being denied the right to enter the U.S. from 2005-2014, for there is still an active case in Indian courts that questions his role in the Gujarat violence of 2002 when 1,000 died. Modi’s first year in office as the Prime Minister of India includes well-publicized episodes of censorship and harassment of those critical of his policies, bans and restrictions on NGOs leading to a constriction of the space of civic engagement, ongoing violations of religious freedom, and a steady impingement on the independence of the judiciary. Under Mr Modi’s tenure as Prime Minister, academic freedom is also at risk: foreign scholars have been denied entry to India to attend international conferences, there has been interference with the governance of top Indian universities and academic institutions such as the Tata Institute of Fundamental Research, the Indian Institutes of Technology and Nalanda University; as well as underqualified or incompetent key appointments made to the Indian Council of Historical Research, the Film and Television Institute of India, and the National Book Trust. A proposed bill to bring the Indian Institutes of Management under direct control of government is also worrisome. These alarming trends require that we, as educators, remain vigilant not only about modes of e-governance in India but about the political future of the country. We urge those who lead Silicon Valley technology enterprises to be mindful of not violating their own codes of corporate responsibility when conducting business with a government which has, on several occasions already, demonstrated its disregard for human rights and civil liberties, as well as the autonomy of educational and cultural institutions. 1. My original intention in pointing out the lack of women contributors to this book was not to give rise to the game of 'tit for tat', in terms of equalising numbers of men and women, that is the direction the discussion seems to have taken. My comments were motivated by the fear that these essays, and I haven't read them, express the deep schism with nature and reality of the patriarchal and dominator culture in which we live, which is taking us towards self extermination. That the lack of women contributors could be, and it was a question, pointing to ignoring the part women need to play in shaping our future. I don't know if Ayn Rand counts as a futurist, but she certainly has been influential, albeit with a very sexist view of the world. Perhaps men are more inclined to abstract thought not grounded so directly in experience. Dudley - http://www.researchgate.net/publication/226636000_Back_to_basics_Tektology_… Conclusion Given the similarities of the work of the two writers in their conception of the necessity, aims, and possibility of a systemic theory, it seems reasonable to state that both GST and Tektology constitute what we would now call systems theories. It is difficult to deny that, in many important respects, Bogdanov's work anticipated Bertalanffy's and, in many respects, exceeded it. Recent work in Russia (notably by Pustylnik, 1993, 1995) and the preliminary findings of Dudley and Pustylnik (1995) suggest that the scope of the Tektology is far broader than was originally believed (e.g., Gorelik, 1980, 1987). In adopting and extending Sadovski's (1992) "macroparadigms" of systems thought, it is postulated that Bogdanov's formulation of the Tektology contains elements characteristic of all three stages of the development of contemporary systems thought. Thus although limited by the stage of the development of the science of his day, Bogdanov's work anticipated the systems quest of the twentieth century. The extent to which the Tektology made a direct contribution to the early development of Western (i.e., non-Soviet bloc) systems theory is probably limited. This is due mostly to political suppression within the Soviet Union in the early postpublication years (i.e., when the Tektology would have had the quality of uniqueness) and, possibly, ignorance or a Cold War or academic chauvinism, following the publication of Bertalanffy's "seminal" paper. If Bogdanov's work (whether the Tektology or others) was known to Bertalanffy is not known. I have certainly found no reference to it in the works I have consulted. What is certain is that the Tektology was available in German (presumably Bertalanffy's first language) in its complete and revised form by 1929. Founded in 1996, the company has used the steady stream of contracts during the Bush years to build up a private army of 20,000 mercenary soldiers on call and a massive military base in North Carolina worth between $40 and $50 million. According to one account, Blackwater's capacity now includes the following: "A burgeoning logistics operation that can deliver 100- or 200-ton self-contained humanitarian relief response packages faster than the Red Cross. A Florida aviation division with 26 different platforms, from helicopter gunships to a massive Boeing 767. The company even has a Zeppelin. The country's largest tactical driving track ... A 20-acre manmade lake with shipping containers that have been mocked up with ship rails and portholes, floating on pontoons, used to teach how to board a hostile ship. A K-9 training facility that currently has 80 dog teams deployed around the world ... A 1,200-yard-long firing range for sniper training." The emergence of this parallel privatized infrastructure reaches far beyond policing. When the contractor infrastructure built up during the Bush years is looked at as a whole, what is seen is a fully articulated state-within-a-state that is as muscular and capable as the actual state is frail and feeble. This corporate shadow state has been built almost exclusively with public resources (90 percent of Blackwater's revenues come from state contracts), including the training of its staff (overwhelmingly former civil servants, politicians and soldiers). Yet the vast infrastructure is all privately owned and controlled. The citizens who have funded it have absolutely no claim to this parallel economy or its resources. The actual state, meanwhile, has lost the ability to perform its core functions without the help of contractors. Its own equipment is out of date, and the best experts have fled to the private sector. When Katrina hit, FEMA had to hire a contractor to award contracts to contractors. Similarly, when it came time to update the Army Manual on the rules for dealing with contractors, the army contracted out the job to one of its major contractors, MPRI -- it no longer had the know-how in-house. The CIA is losing so many staffers to the parallel privatized spy sector that it has had to bar contractors from recruiting in the agency dining room. "One recently retired case officer said he had been approached twice while in line for coffee," reported The Los Angeles Times. And when the Department of Homeland Security decided it needed to build "virtual fences" on the U.S. borders with Mexico and Canada, Michael P. Jackson, deputy secretary of the department, told contractors, "This is an unusual invitation ... We're asking you to come back and tell us how to do our business." The department's inspector general explained that Homeland Security "does not have the capacity needed to effectively plan, oversee and execute the [Secure Border Initiative] program."
