Fwd: Neoliberal Ebola: The Agroeconomic Origins of the Ebola Outbreak

---------- Forwarded message ---------- From: Jonathan Latham <jrlatham(a)bioscienceresource.org> Date: Mon, Jul 27, 2015 at 7:13 AM Subject: Neoliberal Ebola: The Agroeconomic Origins of the Ebola Outbreak To: bsr-PROJECT-ELIST1(a)gn.apc.org Dear Friends and Colleagues Published Today (July 27th 2015) in *Independent Science News* *Neoliberal Ebola: The Agroeconomic Origins of the Ebola Outbreak* by Rob Wallace, PhD http://www.independentsciencenews.org/health/neoliberal-ebola-the-agroecono… *Synopsis:* The West African Ebola virus outbreak of 2014/2015 killed over 11,000 people. The outbreak has been assumed in the Western media and elsewhere to be caused by a novel Ebola virus strain. The scientific evidence, however, does not suggest the strain responsible is in anyway unusual. So, if not the virus itself, what else might explain the outbreak? The regions affected by Ebola are undergoing environmental disruption, social upheaval and often impoverishment as a result of land use changes and "investment." Funded by European and other international sources, large parts of West Africa are being transformed by landgrabbing, systematic plunder and forest decimation. However, this agroeconomic story has been lost from most media accounts. This is profoundly unfortunate. Not only is it an important story in its own right, it is also a better explanation of the origins of the Ebola outbreak. Equally crucially, it has implications for agriculture and the prevention of future disease outbreaks worldwide. The author is an evolutionary biologist and public health phylogeographer currently visiting the Institute of Global Studies at the University of Minnesota. source witheld The following pieces of legislation, programs, and actions--by no means exhaustive--illustrate the unfortunate yet steady advance in the paranoid style of American governance that especially since 2001 has placed both the subject and all who come in to contact with it at risk of serious injury or death. Alien Enemies Act of 1798 Gave president power to apprehend and deport resident aliens if their home countries were at war with the United States of America. With no sunset provision, act is intact today as 50 U.S.C. §§ 21-24. Sedition Act of 1798 Made it a crime to publish "false, scandalous, and malicious writing" against the government or certain officials. Enacted July 14, 1798, with expiration date of March 3, 1801 (the day before John Adams' presidential term was to end). Espionage Act of 1917 Made it a crime to interfere with the war effort or with military recruitment or to attempt to aid a nation at war with the US. Sedition Act of 1918 Extended Espionage Act of 1917 to cover a broader range of offenses, notably speech and the expression of opinion that cast the government or the war effort in a negative light or interfered with the sale of government bonds. Executive Order 9066, 1942 Authorized internment of tens of thousands of American citizens of Japanese ancestry and resident aliens from Japan. Also authorized transporting these citizens to assembly centers hastily set up and governed by the militaries of California, Arizona, Washington state, and Oregon. EO 9066 was combined with other war-time orders and restrictions to smaller numbers of residents of the United States who were of Italian or German descent. Operation Garden Plot / REX 84 General plan by the US military to respond to major domestic civil disturbances within the US by suspending US Constitution and declaring martial law. Developed in response to the civil disorders of the 1960s and now would be carried out by U.S. Northern Command (NORTHCOM). Executive Order 12148, 1979 Created the Federal Emergency Management Agency that is to interface with the Department of Defense for civil defense planning and funding. Bulk of FEMA funding utilized for construction of secret underground facilities to assure continuity of government in case of a major emergency, foreign or domestic. Executive Order Number 12656, 1988 Appointed National Security Council as principal body to consider emergency powers. Allows government to increase domestic intelligence and surveillance of U.S. citizens and would restrict the freedom of movement within the United States and grant the government the right to isolate large groups of civilians. Omnibus Counterterrorism Act of 1995 Allows US government to use evidence from secret sources in deportation proceedings for aliens suspected of terrorist involvement. Deportee would not have right to face accusers. Makes an individual liable for contributing to an organization deemed by US President to be involved in terrorism, even if donation was for a non-terrorist activity. Model States Emergency Health Powers Act, 2001 Calls for giving state public health officials broad, new police powers for controlling epidemics of infectious diseases during public health emergencies. Defines "infectious disease" as "a disease caused by a living organism." Forces individuals suspected of harboring an "infectious disease" to undergo medical examinations, be vaccinated, treated, or quarantined for infectious diseases. USA PATRIOT Act, 2001 Enacted in response to the September 11, 2001 attacks. Provides for wide range of unchecked US government surveillance powers to access personal records, monitor financial transactions, student, medical and other information. "Sneak and peak" searches permit "delayed notice" warrants, roving wiretaps, email tracking, and Internet and cell phone monitoring." Crime of "domestic terrorism" enacted to include anti-war activists, global justice demonstrators, environmental and animal rights adherents. Civil disobedience, and dissent of any kind may be included under all-encompassing definition. Law is vague enough to label almost anything "terrorism" at government's discretion. US government may confiscate or freeze all foreign and domestic assets of any individual, entity, or organization accused of engaging in, planning, supporting, concealing, or perpetrating any act considered domestic or international terrorism against America. Establishment of United States Department of Homeland Security (DHS), 2001 Created in response to the September 11, 2001 attacks. Cabinet department of the US federal government that is domestic counterpart to US Department of Defense. with primary responsibilities of protecting the United States of America and US Territories from and responding to terrorist attacks, man-made accidents, and natural disasters. In fiscal year 2011 it was allocated a budget of $98.8 billion, spent $66.4 billion, and had 200,000 employees. Stated goal is to prepare for, prevent, and respond to domestic emergencies, particularly terrorism. Establishment of Transportation Safety Authority, 2001 Created in response to the September 11, 2001 attacks. Charged with developing policies to protect U.S. transportation, especially airport security and the prevention of aircraft hijacking. TSA oversees security for highways, railroads, buses, mass transit systems, pipelines, ports. Responsible for screening passengers and checked and carry-on baggage at 450 U.S. airports. Federal establishment of State and Local Fusion Centers, 2004 DHS establishes Fusion Centers, defined as a "collaborative effort of two or more Federal, State, local, or tribal government agencies that combines resources, expertise, and information with the goal of maximizing the ability of such agencies to detect, prevent, investigate, apprehend, and respond to criminal and terrorist activity." "Fusion" also refers to data mining of multiple sources of information on citizens who may pose "terrorist threat". There are presently 58 such centers operating throughout US. John Warner Defense Authorization Act (H.R. 5122) 2007 Allows US President to declare a "public emergency," station troops anywhere in America and take control of state-based National Guard units without the consent of the governor or local authorities, in order to "suppress public disorder." National Defense Authorization Act, 2011 Puts domestic terror investigations and interrogations into the hands of the military. Allows for stripping of due process, indefinite detention of anyone, including American citizens, based on US government claim that they are terrorists. Strategic Implementation Plan, 2011 Coordination of United States federal government with regional and local authorities in three core areas: (1) enhancing engagement with and support to local communities that may be targeted by violent extremists; (2) building government and law enforcement expertise for preventing violent extremism; and (3) countering violent extremist propaganda while promoting US ideals. Communities Against Terrorist Program, 2011 FBI and DOJ campaign to enlist workers in 25 industries to spy on fellow workers and citizens and report findings to federal authorities. Citizen spies being recruited from hotel and motel personnel, dive shop operators, car and property rental agents, tattoo parlors employees, gun dealers and Internet cafe clerks. Spy-ware in Home Appliances, 2012 All new online devices provide a treasure trove of data to US intelligence on "persons of interest" or "potential terrorists." In March 2012 CIA Director David Petraeus discussed emergence of an "Internet of Things" - or, wired devices - at summit for the CIA's venture capital firm In-Q-Tel. "'Transformational' is an overused word, but I do believe it properly applies to these technologies," Petraeus remarked, "particularly to their effect on clandestine tradecraft." Executive Order - Food Resources, 2012 "National Defense Resources Preparedness" EO enacted on March 16, 2012 renews and updates the president's power to take control of all civil energy supplies, including oil and natural gas, control and restrict all civil transportation, which is almost 97 percent dependent upon oil; and even provides the option to re-institute conscription in order to achieve both the military and non-military demands of the country. DHS Purchases Enough Ammunition to Eliminate Entire US Population, 2012 The DHS signs off on "indefinite delivery" for nearly 500 million high-power ammunition for .40 caliber firearms from defense contractors ATK. Department says it expects to continue receiving shipments from the manufacturer for the next five years. President Obama's Assassination List, 2012 Obama and about 100 counter-terrorism officials have created "kill list" to specify extrajudicial killings of suspected Al Qaeda terrorists in the drone war in Pakistan and Yemen. Obama exercises complete discretion over who may be placed on list. American citizens are not exempt. US Military to Launch Armed Drones Domestically, 2012 NDAA sets stage for US military to arm up to 30,000 drones set to fly over US. More powerful versions of the famed Predator drones, known as MQ-9 Reaper drones, are being fitted with missiles and other explosive ordinances as part of the deployment of 30,000 drones authorized to -- Check out the Commons Transition Plan here at: http://commonstransition.org P2P Foundation: http://p2pfoundation.net - http://blog.p2pfoundation.net <http://lists.ourproject.org/cgi-bin/mailman/listinfo/p2p-foundation>Updates: http://twitter.com/mbauwens; http://www.facebook.com/mbauwens #82 on the (En)Rich list: http://enrichlist.org/the-complete-list/

Collective action and social struggles in a global context* *ICDD Workshop at the University of Kassel (Germany), 3-4 December 2015* The so-called new social movements (NSM) have emerged in Western countries from the 1960s and 1970s. The apparent novelty of their struggles was the rupture with class politics and labor movement struggles. Since then, a vast majority of analyses and theoretical contributions have moved away from class struggle analysis and labor-capital antagonisms. In order to make sense of diverse and novel forms of resistance, social movements theories focused on particular aspects such as the institutionalization of political opportunities, the formation of identities or the ways of bringing the protests into public debate. Despite the strength of these approaches in understanding different elements of collective action, the question concerning the role of class politics and the political economy in collective action still remains. Collective forms of resistance continue to be diverse and stem from different contexts. Their demands range from the right to housing to calls against modern violence and slavery, gender equality or access to land and environmental protection. In an increasingly globalizing world, social movements and resistance are formed even in virtual campaigns against global trade agreements that benefit corporations, urban-rural movements against rising poverty, and localized political movements challenging neoliberal policies in their countries. What do all these struggles have in common? How does the global political economy affect them, even those which are apparently not connected to economic issues? Is class still a valid category for understanding resistance? These are some of the questions that the workshop intends to address. The space for exchanging insights is offered to academic contributions from different disciplines and activists. Hence, we especially encourage junior scientists and activists as well to submit their abstracts in this context. Topics of interest can include, albeit by no means limited to, studies that focus on: 1) Actors: Studies focusing on protests and social movements emerging and revolving around class and non-class identities such as migrants, peasants, women, LGBTIH, and youth. 2) Context or process-tracing: Research tracing processes or focusing on historical conjunctures from which collective action and struggles surface, i.e., neoliberal expansion in the Global South. 3) Aims and issue-based demands: Studies that examine political, economic or social issues and problems highlighting the demands from which the protests and discontent arises such as right to city spaces, housing, water struggles, free education, and health and rural movements arising against land-grabbing. 4) Types of conflict: Studies could also explore the features and characters of conflicts whether long term, emerging or recent popular uprisings varying from Brazil, Hong Kong, China, Turkey or Ukraine. Applications are to be sent to *2015workshop(a)icdd.uni-kassel.de* <2015workshop(a)icdd.uni-kassel.de> with an abstract of not more than 300 words *by* *August 30, 2015* at the latest. The successful participants will be notified by September 30, 2015. The submission of full papers is requested by November 15, 2015. The workshop, organized by the International Center for Development and Decent Work (ICDD), will take place at the University of Kassel, Germany. *Confirmed Keynote Speakers*: Cenk Saracoglu (University of Ankara), Emma Dowling (Middlesex University) *Contact:* *2015workshop(a)icdd.uni-kassel.de* <2015workshop(a)icdd.uni-kassel.de> *Organizing Committee: *Jorge Forero, Aishah Namukasa, Halyna Semenyshyn *Program Committee:* Joaquin Bernaldez, Oksana Balashova, Alexander Gallas, Ismail Doga Karatepe, Verna Dinah Viajar -- *Recent publications* 1. 2014. Re: [P2P-F] [CommonGood] support appreciated for Plan C, a commons transition plan for greek civil movements

Dear Birgit: fully agree that local initiatives are not sufficient, my own belief is that very little is possible at national scale within the eurozone especially with the government committed to carrying out the extreme measures of the accord, in the absense of a democratic and sovereign monetary policy, I'm very partial to the transition proposals of CADTM and Ellen Brown, but it's hard to see them as realistic options under the current government in the meantime I believe it would be useful to start linking up local and regional currencies and to link them up with a 'national' (or even transnational) credit commons system, based on a link with the solidarity economy, SME's and coop entities that gives it real economic clout and liquidity, as it has done for the WIR in Switzerland, in general, I would hope for interconnecting provisioning and mutual aid networks, on the model of what has started in Madison, Wisconsin with Stephanie Rearick's Mutual Aid Network and the stirrings of encommuns.org in Lille. Is there anything to be done at the urban level, on the model of what is happening in a multitude of places in Italy ? we need a multitude of people in Greece to start thinking not just about local resilience, but about rebuilding, an alternative mode of production with its own logic ; the pieces of the puzzle are there, but who can and is willing to assemble them ? Plan C for the moment can't be based on the hope of a political party carrying it out, but, for the moment, in my opinion, must be based about patient self-organization and the rebuilding of social and political forces that actually believe in alternatives, Michel On Fri, Jul 24, 2015 at 1:58 PM, Birgit Daiber <bir.dai(a)hotmail.com> wrote: > Dear Michel, > > thanks for the initiative to work on a commoners' Plan C concerning Greece. > Last year already a referendum was held in Thessaloniki on water as common > good - and there > are other initiatives in Greece active in different fields - let's > connect with these initiatives and try to > develop common strategies. DIY Grassroots P2P Grexit ? - 97 percent of money is electronic anyway
by Dante-Gabryell Monson 22 Jul '15

22 Jul '15

One of the arguments I remember that was put forward, is that it would be too difficult to bring back / create the cash money needed, as the printing presses are now destroyed. As 97 percent of the money we use is electronic ( in western europe ? ) , why not focus on creating electronic representations of currency. Also, lets organize the interface with euros, if need be, to reduce dependency on external trade. If this scales, it can make a significant change to the politics imposed on Greece and enable the current or future governments to be in a better negotiation position. Using existing software, we can also facilitate CCC ( commercial credit circuits ) http://www.lietaer.com/2011/09/commercial-credit-circuit-c3/ /// Also see this article, about a greek island trying out a cryptocurrency https://bitcoinmagazine.com/21156/grexit-looms-greek-island-begins-testing-…

I am coming back with my family to help establish a new global social enterprise - an insanely ambitious project that aims to create a better world for more people by redesigning some of our most life-critical systems. Centre for the Future’s vision is a human family awakening to a deeper impulse for survival in the context of what it means to be human in the anthropocene age. We intend leading a 100 year *mindful uprising* of leaders everywhere to discover, design, prototype and embed a new, more benign, paradigm for our species – one that provides for all of us, now, tomorrow, and for future generations. This is the first of a series of occasional newsletters aimed at keeping our friends and supporters in the loop regarding progress. If you prefer not to receive this newsletter please just let me know and I will remove your name from the list. I will be 70 years old on 2nd September this year. The only thing that could have enticed me back to Australia at this stage of my life is a once-in-a-lifetime opportunity to leave a legacy that actually matters. People often ask me what drives me to undertake such a demanding mission. It is very simple. I am haunted by a fear that, having passed on, my children and their children would ask: *If dad knew the world was in such a parlous state, but had the knowledge to make it better, why didn’t he do more to help shape a world we would joyfully inherit?* I am hoping this initial bulletin will catalyse your interest in this most important work and that you will be inspired and want to find ways of engaging with us. We need your help. Please join us. There is no better time than now.
