Dear Colleague
You might be interested in our newly launched web site which carries
results from research into unions and civil society being carried out at
Cardiff University http://www.wiserd.ac.uk/unions
It holds data on a range of relevant areas for labour academics, union
officers and activists:
· the most comprehensive statistical portrait of regional
variations in trade union membership, presence and coverage in the UK
undertaken to date.
· Research notes on
o understanding the official stats on union membership
o the Labour Force Survey data on union membership
o union membership among migrants
· a look at trade union use of social media around the campaign on
the recent anti-trade union legislation
· a regular blog
The site will grow as material is added during the course of the 3 year
ESRC-funded research project and is intended to be a resource for union
officers, activists and academics with an interest in the labour movement.
Feel free to circulate to your contacts

Commons Space, World Social Forum, Montreal 2016
==========================================
We invite you to participate in the Commons Space which will be hosted at
the the World Social Forum 2016 taking place from the 9th to the14th of
August in Montreal. This is a space for experimentation, exchange and
construction of commons based alternatives. This space will welcome and
support the strategic process of convergence of commoners and social
movements throughout the WSF.
Commons...
========
In 2009 at the Social Forum in Belem Chico Whitaker launched the Manifesto
Reclaim the Commons which was adopted by members of the International
Council of the WSF [
http://bienscommuns.org/signature/appel/index.php?a=du&c=nfg1de] Since
then, social movements have adopted this cause. At the WSF in Dakar in
2011, Silke Helfrich reported on the increased visibility of workshops and
activities sharing the theme of the commons.[
http://commonsblog.wordpress.com/2011/02/15/wsf-dakar-shifting-from-the-log…
].
In 2012, the commons was the central slogan of the People's Summit in Rio
calling "for Social and Environmental Justice in defense of the commons,
against the commodification of life".[
http://rio20.net/en/propuestas/final-declaration-of-the-people%E2%80%99s-su…]
Again in 2012 on International Earth Day in Montreal at one of the biggest
rallies of the "Printemps érable" (Maple Spring) protesters carried signs,
flags and banners calling for the protection of the commons from
privatization.
Ideas and practices based on Commons, P2P, Open Cooperativism continue to
grow and are being developed by activists in many areas: Social Solidarity
Economy, Collaborative & Sharing Economy, resistance to enclosure such as
land grabs, defending water as a commons,Struggles against financialization
and Climate change to name but a few. Activists find each other at events
and festivals dedicated to the commons, like Afropixel (Dakar, 2012),
Pixelache Festival (Helsinki,, 2014), Art of Commoning (Montreal, 2014),
International Festival of the Commons (Chieri, Italy, 2015), Festival Temps
des communs (Francophonie, 2015), CommonsFest (Athens, 2015), Procomun
(Barcelona, 2016), and many more.
With a shared ambition to make another world possible activists are working
together to develop commons based policies that deepen citizen
participation. In local assemblies and civic laboratories, new spaces for
civic engagement based on the commons are emerging. Commons are playing a
leading role in the development of new thinking essential to the renewal of
democracy.
* Sharing practices and building alliances for the defense and creation of
the commons.
* Developing and sharing commons based policies for cities, regions and
countries.
* Building a convergence of commoners through continued dialogue on shared
causes and strategies with movements working on transition such as :
Degrowth, Political Ecology, Social Solidarity Economy, etc.
Self organized and distributed Commons Space
======================================
The Commons Space at the WSF in Montreal will be open for the duration of
the forum to anyone or any organization that is concerned with the commons,
and wants to organize a workshop or any activity.
We propose a space in the spirit of the School of the Commons which aims at
:
* Documenting and disseminating knowledge on the Commons based on shared
experiences and learning.
* To concretely support the creation, reappropriation or conservation of
existing and emerging commons through actions or projects based on mutual
assistance and commitment.
* To develop the practice of Commoning based on creative and collaborative
skills and as a way of life.
There will be an open and flexible schedule to accommodate a variety of
activities and topics including both pre-programmed events and space for
impromtu sessions. Most importantly we wish to invite you to participate in
the assemblies and convergence sessions.
The following topics have already been proposed:
* Urban Commons/City as a Commons/Municipal Movements
* The Common as a New Political Subject
* Open/Platform Cooperativism
The Commons Space will be open and distributed in Montréal, in
collaboration with the co-working spaces in the city. Its headquarters will
be located at ECTO, a co-working coop [www.ecto.coop] in the heart of
creative Montreal. Other co-working spaces (Salon 1861, Temps libre) and
inter-cultural places will host activities.
The WSF is a unique opportunity to connect and work with activists from all
over the world North/South/East/West to progress the cause of the Commons.
This is an open call for proposals and activities. We invite you and your
organisation to participate in co-organizing and facilitating the Commons
Space. You can express your interest in participating and submit proposals
for workshops, presentations, arts and cultural interventions simply by
writing to the signatories of this announcement listed below. To
participate in discussion and to keep informed as the program of activities
develops you can sign up to our mailing list.

Espace des Communs/Commons Space/Espacio de los comunes
===================================================
Conseil International [http://bienscommuns.org/signature/appel/?a=appel]
http://commonsblog.wordpress.com/2011/02/15/wsf-dakar-shifting-from-the-log…
].
http://rio20.net/en/propuestas/final-declaration-of-the-people%E2%80%99s-su…]

La Quadrature du Net leaves the state of emergency
Paris, 17 May 2016 — *When faced with a wall, you need to know when to stop
banging your head against it. After years of legal violence, defeats and
steady erosion of fundamental rights, and confronted with an elected
political body whose only logic is to reinforce the security apparatus, La
Quadrature du Net has decided to stop wasting time trying to appeal to the
reason of those who won't listen, and is now taking a new direction for its
actions. *
Law after law, anti-terror measures after state of emergency and increased
surveillance, the institutional political space has petrified in the quest
of its own maintenance that the point that it now seems unrealistic make
the voice of the common interest heard in the coming months, any more than
human rights and social justice, or indeed simply the voice of wisdom.
Unless a surprise comes from social movements, the presidential campaign
will only promise us the depressing display of a variety of dead-ends. Even
on subjects outside the core interests of La Quadrature du Net, the
parliamentary and political news are a perfect illustration of this.
It is not the multiplication of consultation and other embryos of
participative processes that will change the course as the political logic
of former times will still prevail. For two years, civil society has been
heavily consulted and heavily ignored on digital issues. The participative
logic was constantly instrumentalised to hide the persistence of the grip
of the administrative machine and lobbies.
Day after day, at the same time, we witness a growing willingness from
citizens to appropriate digital tools. To better defend one's privacy, to
better protect one's fundamental rights against attacks or deficiencies of
governments, the whole of society is full of expectations and as soon as a
space opens, it dives into it. For several years, we have developed a core
discourse on free speech, right to information or the balance of the
infrastructures, whose effect and objective are to facilitate participation
by individuals and organisations, beyond rigged parliamentarian and
political debates.
The continuous urgency to answer irresponsible or precipitated propositions
coming from the government, political parties, or their spokespersons in
Parliament stands in the way of in-depth reviews and proposals, and hampers
our capacity to seize new social issues in the digital space.
For all these reasons, we have decided to take a step back from legislative
monitoring in France, at least until after the 2017 general
elections.Nonetheless, through Les Exégètes Amateurs
<http://www.laquadrature.net/sites/all/modules/civicrm/extern/url.php?u=704&…>
in particular, we will keep up attacking through legal means the dangerous
laws voted by the Parliament. However, we will not systematically respond
to populist or surrealistic speeches of politicians, we will not get into
fights in order to make those that govern us realise that they are slowing
killing our freedoms under the guise of ensuring our (illusory) security.
We will try instead to feed public debate through other means, without
exhausting ourselves in daily battles against bureaucratic closed circles
that give a deaf ear to experts and to the civil society. We remain hopeful
that this open exchange of ideas may nonetheless feed the political
programmes of those who still wish to reach the same objective as we do.
We will not knock on the doors of political parties ahead of the elections,
but we do hope that some will take inspiration from our work.
We will write, we will publish, we will share. We will help our fellow
citizens build a digital society that respects everyone's rights, whether
by instructing people on digital security, by creating spaces for debate,
by promoting Free software ideas and decentralised services, by
participating in the creation of new Commons, by fostering and protecting
freedom of speech, by feeding debates on copyright and the free circulation
of culture and knowledge - that and many other things.
We will strive even harder to create an engaged citizenship able to
anticipate and face the Internet's legal and political issues.
*Are we giving up? Not at all. Rather, we are refocusing, concentrating on
efficiency, refusing to legitimise a political game growing less and less
democratic, and need to act where we can still make a difference. *
This is why we have decided to reorganise our internal activity. We will
pay less attention to the French legal landscape and instead focus more on
the common action of the movements currently emerging in other countries
all through Europe. More thinking, open to external interventions and
external skills that we do not yet have in our teams. More writing, more
graphic production, more audio, more videos. Less work with the political
world and more with the individuals who are willing to come with us in this
new direction. We will spend more time doing meaningful awareness
campaigns, developing participation, decentralising our actions and
engaging our volunteers, all while being more independent from agendas that
are not set by us.
*We hope that by reorienting our action, we will convince even more people
to come work with us to build a digital world worthy of a democratic
society. We invite all the associations and groups with whom we work
already, or who share our goals and observations, to support us and work
with us to foster a richer public debate on these questions. So that we
will be stronger in the legal and political battles we will have to fight
tomorrow. *

Launching of the Declaration for a commons collaborative economy: Public
policies recommendations to promote commons oriented models of the
collaborative economy
We are please to announce the launching of version 0.3 of the Declaration
for a commons collaborative economy. The Declaration aims first to
highlight the importance to distinguish several models of collaborative
economy -depending on the type of economy, technology and knowledge access
that are based on- , as well as the relevance of a commons-oriented model
within the collaborative economy. Second, to provide policy recommendations
for the public administrations, generally, and specifically for the design
process of regulatory guidelines engaged by the European Commission and
Committee of Regions of the European Union. In this regard, the document
provides more than 120 policies recommendations.
The Declaration is the result of a process of co-creation of public
policies which included several channels of online consultation and
participation, and the debate at an international event that took place in
Barcelona in March 2016, which gathered more than 400 experts, citizens and
sector representatives, ending in this joint statement of public policies
for the collaborative economy.

Summary of Declaration for a commons collaborative economy: Public policies
recommendations to promote the commons oriented models of the collaborative
economy
Collaboration means Economy
Collaboration in achieving shared objectives and the provision of goods and
services that meet the needs of the population and ensure a decent life is,
or should be, the purpose of the economy. The adoption of new information
technologies and communication has greatly reduced coordination and
collaboration transaction costs, generating a universe of new opportunities.
Commons as a third productive model
Commons-based production is accomplished by communities who work for mutual
and collective benefit under the principles of participation and shared
governance, resulting in collective property and open access resources and
services. Commons is a third model that breaks with the binomial
market-state notion, formed -allegedly- by the only two organizational
models able to meet the needs of the population; it aspires to have a more
respectful balance between the conventional replication system and that of
a caring social economy, as well as looking after the Environment.
The most renowned and highly successful cases are Free Software (which
dominates over proprietary software in many fields, including for example
Internet servers) and Wikipedia (a global leader in free knowledge and
online participation), which demonstrated that the commons model can
succeed and have more presence than traditional proprietary economic models
in sectors where it operates. Commons-based production is growing at a fast
pace, expanding into many areas.
What economy do we want? Extractive and privative collaborative economy vs
social, solidarity and commons economies
Recently, we have seen the emergence and growth of hybrid models that adopt
the same ethos and present organizational rationales that are similar to
the collaborative commons economic model, based on principles of
collaboration, but which in turn -at the same time- privatize other aspects
and layers (that are privately owned and which do not allow people who
contribute to intervene in its governance model). This is the case of Uber
and Airbnb, multinational corporations based in Silicon Valley, which
behave in the style of the prevailing globalized capitalist economic model,
based on extracting profits through networked collaboration.
The collaborative economy has been on the one hand readapted to a deepening
process of economic models, driven primarily by profit and speculation
(Internet as the new bubble, like real estate in the past), creating severe
inequalities and loss of rights, and on the other hand, it is a reality
that allowed the principles of a cooperative, social and solidarity economy
to ascend and gain centrality, with great potential for economic
transformation and innovative solutions for social and political exclusion
problems, as well as environmental sustainability. It is time to choose
what type of collaborative economy -and in the end what kind of economy- we
want.
An economic model for a different economy: from privatization to
“commonification”
The commons collaborative economy also represents a different public policy
model. Organizational commons models can be an inspiration for public
administrations, becoming more efficient and making better use of public
resources, as well as opening new channels for the participation and
activation of civil society in solving common problems and public needs
through commons-private partnerships. It is a way of moving from prevailing
privatization -within the globalization crisis cycle- to "commonification",
through the involvement of citizens and democratic institutions in the
provision and production of public goods and services, without having to
fall into a private framework or state re-centralization, but via the
activation of citizenship.
Now is the time for promoting public policies for changes towards a commons
based collaborative economy
Now is the time for administrations and governments to join and strengthen
this type of collaborative economy, ignoring the one that is appropriating
its name, taking action to stop the enclosure of knowledge and digital
commons. Now is the time because the emerging role of cities and
municipalities as operating systems of change is coming together, as well
as the need to advance towards shared solutions against inequalities,
participation in and with institutions, testing of new formulas in which
economic activity is understood in a holistic way and at the service of the
people.
The collaborative commons economy: what are we talking about? Guiding
principles
The guiding principles of the collaborative commons economy approach, and
the things we can do, therefore, in order to address the initiatives
designed to promote and foster a collaborative economy (taking into account
the different actors involved) would be:
What kind of economy?
-
One that seeks to provide a service or resource that is economically
sustainable, without putting profit above the purpose of service or
entering into speculative dynamics.
-
One that recognizes beyond monetary value through governance procedures
adopted to ensure the control of value generated by users and community
members.
-
One in line with company procedures related to the cooperative, social
and solidarity economy, such as cooperative tradition and the third sector
(e.g. foundations representing the community).
-
One which is attentive and responsible for externalities generated, both
in terms of environmental and social reproduction.
-
One that includes principles of equality and justice in the development
and distribution of work, focusing on the welfare of people in the
governance of the community.
What kind of knowledge?
-
Open knowledge through the use of open licenses (such as Creative
Commons licenses). One that seeks to promote access and reclaim the
resources generated through public or collective ownership.
What kind of technology?
-
Technology options that favor the transparency, participation and
freedom of citizens, taxpayers and users. In this sense, one based on free
software, open standards and if possible on decentralized architectures.
>From the Barcola group (Barcelona Col·laborativa) and the collaborative
peer production initiatives under its umbrella, informed by the research
developed by the Dimmons.net group at IN3-UOC and the P2Pvalue European
Project, in connection with the procomuns.net conference (March 2016
Barcelona, which had more than 400 participants), and as a result of an
open parallel process of participation in the co-design of public policies,
we propose this set of recommendations, followed by specific measures:
General principles
-
Economic policy: To support SMEs following the rationale of a
cooperative economy, social solidarity and the companies with production
and consumption patterns which take care of the environment, social
reproduction and which are inclusive. This means adapting business methods
and the role of the citizen as a producer in the collaborative commons
economy .
-
Technology policy: To support free and decentralized technologies.
-
Political knowledge and innovation: To support open knowledge and ensure
that innovation is funded by public funds available under free licenses.
-
Public policy (public administration / public services): To encourage
the creation of partnerships between public administrations and the
collaborative commons economy, within the strategy to move from
privatization to "commonification".
Among more than 120 proposals generated, these 10 measures below are an
example of the ones with more support from participants at the procomuns.net
event, which were prioritized and subsequently joined an extensive
collection of policies in a working document which is available here
<http://procomuns.net/en/policy/> <http://procomuns.net/en/policy/>
http://procomuns.net/en/policy/
1.
Improving regulations for a commons collaborative economy: Explore new
forms of legislation on legal / economic subjects, beyond multinational
profit models, that promote participatory governance, a social mission and
/ or environmental sustainability.
2.
Promote the incubation of new projects and initiatives in the
collaborative commons economy: Create an incubator with physical and
technological infrastructure designed for commons, and facilitate access to
resources for collective commons entrepreneurship, which -apart from the
positive social impact- would promote viable projects meeting the criteria
of openness, reusability, transparency, etc.
3.
Promote existing formulas or enhance new ones for financing commons
initiatives: Create a call to fund innovative pilot projects co-financed by
a match-funding model, which in turn creates a “pool” for projects with
commons criteria, ultimately combining individual crowdfunding with seed
funding, which multiplies each citizen’s input.
4.
Adopting or reassigning the use of spaces and other public
infrastructures for this sector: Enable joint management of workspaces and
empty premises for the work and development of collaborative commons
production projects, facilitating mobility and the sharing and promotion of
sector professionals and stakeholders.
5.
Change how public administrations operate internally on some fronts
linked to commons: Conduct a pilot scheme in which public bodies and
governments use community actors or services as commons companies, such as
guifi.net infrastructures for digital communication.
6.
Combat malpractice and corruption in government policy in the field of
technology and knowledge: Mandatory registration of meetings and contacts
with lobbyists and lobbyists representing the economic interests of large
telecommunications and technology services corporations.
7.
Assist in promoting cities and neighbourhoods in order to bring their
economies and other related sectors closer: To promote a network of open
manufacturing spaces, such as FabLabs, makerspaces, libraries, community
centers and other municipal bodies or educational programs with municipal
participation, focusing on economic recovery, reuse and stimulus.
8.
Expand city brands in terms of the external visibility of local
initiatives: Promote organic, social, repairable -with no planned
obsolescence-, transparent, open and free source product seals.
9.
Making sure investments in major technological events contribute to
promoting local commons: Promoting conferences and major events in cities
to give visibility and support to the collaborative commons economy,
ensuring the promotion of open technology and local commons experiences.
10.
Encourage and support the research and understanding of this phenomenon
in order to move forward: Provide open access to public data on economic
and social aspects, entrepreneurship, support actions, results, etc.
(always respecting privacy regulations).

orientats a l'economia col·laborativa.
col·laborativa procomú a Barcelona
econòmics tradicionals i privatius d'empresa. La producció procomú està
creixent ràpidament, expandint-se a moltes àrees.
Barcelona i Catalunya com a referents internacionals
Quina economia volem? Economia col·laborativa extractiva i privativa
versus economia
social, solidaria i procomú
problemes comuns i necessitats publiques, a través de partenariats
comuns-privats.
busca afavorir l'accés i reapropiació als recursos generats i la propietat
col·lectiva o pública.
-
Quina tecnologia?
Principis generals
-
Política econòmica: donar suport a petites i mitjanes empreses seguint
com a productor a l’economia col·laborativa procomú.
-
Política tecnològica: donar suport a tecnologies lliures i
descentralitzades.
-
-
<http://procomuns.net/ca/politiques/> <http://procomuns.net/ca/politiques/>
http://procomuns.net/ca/politiques/
1.
5.
8.
obsolescència programada, reparables, transparents i de codi obert i lliure.
9.
oberta o donant (encara) més visibilitat a experiències locals rellevants.
10.

<http://procomuns.net/es/politicas/>http://procomuns.net/es/politicas/
1.
visibilidad a experiencias locales relevantes.
10.
datos).

Dear friends,
we have to know and understand our opponents. Therefore it is important
to understand their strategic calculus.

Toward a Global Realignment
Zbigniew Brzezinski
17.04.2016
www.the-american-interest.com/2016/04/17/toward-a-global-realignment/
As its era of global dominance ends, the United States needs to take the
lead in realigning the global power architecture.
Five basic verities regarding the emerging redistribution of global
political power and the violent political awakening in the Middle East
are signaling the coming of a new global realignment.
The first of these verities is that the United States is still the
world’s politically, economically, and militarily most powerful entity
but, given complex geopolitical shifts in regional balances, it is no
longer the globally imperial power. But neither is any other major power.
The second verity is that Russia is experiencing the latest convulsive
phase of its imperial devolution. A painful process, Russia is not
fatally precluded – if it acts wisely – from becoming eventually a
leading European nation-state. However, currently it is pointlessly
alienating some of its former subjects in the Islamic southwest of its
once extensive empire, as well as Ukraine, Belarus, and Georgia, not to
mention the Baltic States.
The third verity is that China is rising steadily, if more slowly as of
late, as America’s eventual coequal and likely rival; but for the time
being it is careful not to pose an outright challenge to America.
Militarily, it seems to be seeking a breakthrough in a new generation of
weapons while patiently enhancing its still very limited naval power.
The fourth verity is that Europe is not now and is not likely to become
a global power. But it can play a constructive role in taking the lead
in regard to transnational threats to global wellbeing and even human
survival. Additionally, Europe is politically and culturally aligned
with and supportive of core U.S. interests in the Middle East, and
European steadfastness within NATO is essential to an eventually
constructive resolution of the Russia-Ukraine crisis.
The fifth verity is that the currently violent political awakening among
post-colonial Muslims is, in part, a belated reaction to their
occasionally brutal suppression mostly by European powers. It fuses a
delayed but deeply felt sense of injustice with a religious motivation
that is unifying large numbers of Muslims against the outside world; but
at the same time, because of historic sectarian schisms within Islam
that have nothing to do with the West, the recent welling up of
historical grievances is also divisive within Islam.
Taken together as a unified framework, these five verities tell us that
the United States must take the lead in realigning the global power
architecture in such a way that the violence erupting within and
occasionally projected beyond the Muslim world—and in the future
possibly from other parts of what used to be called the Third World—can
be contained without destroying the global order. We can sketch this new
architecture by elaborating briefly each of the five foregoing verities.
First, America can only be effective in dealing with the current Middle
Eastern violence if it forges a coalition that involves, in varying
degrees, also Russia and China. To enable such a coalition to take
shape, Russia must first be discouraged from its reliance on the
unilateral use of force against its own neighbors—notably Ukraine,
Georgia, the Baltic States—and China should be disabused of the idea
that selfish passivity in the face of the rising regional crisis in the
Middle East will prove to be politically and economically rewarding to
its ambitions in the global arena. These shortsighted policy impulses
need to be channeled into a more farsighted vision.
Second, Russia is becoming for the first time in its history a truly
national state, a development that is as momentous as it is generally
overlooked. The Czarist Empire, with its multinational but largely
politically passive population, came to an end with World War I and the
Bolshevik creation of an allegedly voluntary union of national republics
(the USSR), with power resting effectively in Russian hands, took its
place. The collapse of the Soviet Union at the end of 1991 led to the
sudden emergence of a predominantly Russian state as its successor, and
to the transformation of the former Soviet Union’s non-Russian
“republics” into formally independent states. These states are now
consolidating their independence, and both the West and China—in
different areas and different ways—are exploiting that new reality to
Russia’s disadvantage. In the meantime, Russia’s own future depends on
its ability to become a major and influential nation-state that is part
of a unifying Europe. Not to do so could have dramatically negative
consequences for Russia’s ability to withstand growing
territorial-demographic pressure from China, which is increasingly
inclined as its power grows to recall the “unequal” treaties Moscow
imposed on Beijing in times past.
Third, China’s dramatic economic success requires enduring patience and
the country’s awareness that political haste will make for social waste.
The best political prospect for China in the near future is to become
America’s principal partner in containing global chaos of the sort that
is spreading outward (including to the northeast) from the Middle East.
If it is not contained, it will contaminate Russia’s southern and
eastern territories as well as the western portions of China. Closer
relations between China and the new republics in Central Asia, the
post-British Muslim states in Southwest Asia (notably Pakistan) and
especially with Iran (given its strategic assets and economic
significance), are the natural targets of Chinese regional geopolitical
outreach. But they should also be targets of global Sino-American
accommodation.
Fourth, tolerable stability will not return to the Middle East as long
as local armed military formations can calculate that they can be
simultaneously the beneficiaries of a territorial realignment while
selectively abetting extreme violence. Their ability to act in a savage
manner can only be contained by increasingly effective—but also
selective—pressure derived from a base of U.S.-Russian-Chinese
cooperation that, in turn, enhances the prospects for the responsible
use of force by the region’s more established states (namely, Iran,
Turkey, Israel, and Egypt). The latter should also be the recipients of
more selective European support. Under normal circumstances, Saudi
Arabia would be a significant player on that list, but the current
inclination of the Saudi government still to foster Wahhabi fanaticism,
even while engaged in ambitious domestic modernization efforts, raises
grave doubts regarding Saudi Arabia’s ability to play a regionally
significant constructive role.
Fifth, special attention should be focused on the non-Western world’s
newly politically aroused masses. Long-repressed political memories are
fueling in large part the sudden and very explosive awakening energized
by Islamic extremists in the Middle East, but what is happening in the
Middle East today may be just the beginning of a wider phenomenon to
come out of Africa, Asia, and even among the pre-colonial peoples of the
Western Hemisphere in the years ahead.
Periodic massacres of their not-so-distant ancestors by colonists and
associated wealth-seekers largely from western Europe (countries that
today are, still tentatively at least, most open to multiethnic
cohabitation) resulted within the past two or so centuries in the
slaughter of colonized peoples on a scale comparable to Nazi World War
II crimes: literally involving hundreds of thousands and even millions
of victims. Political self-assertion enhanced by delayed outrage and
grief is a powerful force that is now surfacing, thirsting for revenge,
not just in the Muslim Middle East but also very likely beyond.
Much of the data cannot be precisely established, but taken
collectively, they are shocking. Let just a few examples suffice. In the
16th century, due largely to disease brought by Spanish explorers, the
population of the native Aztec Empire in present-day Mexico declined
from 25 million to approximately one million. Similarly, in North
America, an estimated 90 percent of the native population died within
the first five years of contact with European settlers, due primarily to
diseases. In the 19th century, various wars and forced resettlements
killed an additional 100,000. In India from 1857-1867, the British are
suspected of killing up to one million civilians in reprisals stemming
from the Indian Rebellion of 1857. The British East India Company’s use
of Indian agriculture to grow opium then essentially forced on China
resulted in the premature deaths of millions, not including the directly
inflicted Chinese casualties of the First and Second Opium Wars. In the
Congo, which was the personal holding of Belgian King Leopold II, 10-15
million people were killed between 1890 and 1910. In Vietnam, recent
estimates suggest that between one and three million civilians were
killed from 1955 to 1975.
As to the Muslim world in Russia’s Caucasus, from 1864 and 1867, 90
percent of the local Circassian population was forcibly relocated and
between 300,000 and 1.5 million either starved to death or were killed.
Between 1916 and 1918, tens of thousands of Muslims were killed when
300,000 Turkic Muslims were forced by Russian authorities through the
mountains of Central Asia and into China. In Indonesia, between 1835 and
1840, the Dutch occupiers killed an estimated 300,000 civilians. In
Algeria, following a 15-year civil war from 1830-1845, French brutality,
famine, and disease killed 1.5 million Algerians, nearly half the
population. In neighboring Libya, the Italians forced Cyrenaicans into
concentration camps, where an estimated 80,000 to 500,000 died between
1927 and 1934.
More recently, in Afghanistan between 1979 and 1989 the Soviet Union is
estimated to have killed around one million civilians; two decades
later, the United States has killed 26,000 civilians during its 15-year
war in Afghanistan. In Iraq, 165,000 civilians have been killed by the
United States and its allies in the past 13 years. (The disparity
between the reported number of deaths inflicted by European colonizers
compared with the United States and its allies in Iraq and Afghanistan
may be due in part to the technological advances that have resulted in
the more productive use of force and in part as well to a shift in the
world’s normative climate.) Just as shocking as the scale of these
atrocities is how quickly the West forgot about them.
In today’s postcolonial world, a new historical narrative is emerging. A
profound resentment against the West and its colonial legacy in Muslim
countries and beyond is being used to justify their sense of deprivation
and denial of self-dignity. A stark example of the experience and
attitudes of colonial peoples is well summarized by the Senegalese poet
David Diop in “Vultures”:
In those days,
When civilization kicked us in the face
The vultures built in the shadow of their talons
The blood stained monument of tutelage…
Given all this, a long and painful road toward an initially limited
regional accommodation is the only viable option for the United States,
Russia, China, and the pertinent Middle Eastern entities. For the United
States, that will require patient persistence in forging cooperative
relationships with some new partners (particularly Russia and China) as
well as joint efforts with more established and historically rooted
Muslim states (Turkey, Iran, Egypt, and Saudi Arabia if it can detach
its foreign policy from Wahhabi extremism) in shaping a wider framework
of regional stability. Our European allies, previously dominant in the
region, can still be helpful in that regard.
A comprehensive U.S. pullout from the Muslim world favored by domestic
isolationists, could give rise to new wars (for example, Israel vs.
Iran, Saudi Arabia vs. Iran, a major Egyptian intervention in Libya) and
would generate an even deeper crisis of confidence in America’s globally
stabilizing role. In different but dramatically unpredictable ways,
Russia and China could be the geopolitical beneficiaries of such a
development even as global order itself becomes the more immediate
geopolitical casualty. Last but not least, in such circumstances a
divided and fearful Europe would see its current member states searching
for patrons and competing with one another in alternative but separate
arrangements among the more powerful trio.
A constructive U.S. policy must be patiently guided by a long-range
vision. It must seek outcomes that promote the gradual realization in
Russia (probably post-Putin) that its only place as an influential world
power is ultimately within Europe. China’s increasing role in the Middle
East should reflect the reciprocal American and Chinese realization that
a growing U.S.-PRC partnership in coping with the Middle Eastern crisis
is an historically significant test of their ability to shape and
enhance together wider global stability.
The alternative to a constructive vision, and especially the quest for a
one-sided militarily and ideologically imposed outcome, can only result
in prolonged and self-destructive futility. For America, that could
entail enduring conflict, fatigue, and conceivably even a demoralizing
withdrawal to its pre-20th century isolationism. For Russia, it could
mean major defeat, increasing the likelihood of subordination in some
fashion to Chinese predominance. For China, it could portend war not
only with the United States but also, perhaps separately, with either
Japan or India or with both. And, in any case, a prolonged phase of
sustained ethnic, quasi-religious wars pursued through the Middle East
with self-righteous fanaticism would generate escalating bloodshed
within and outside the region, and growing cruelty everywhere.
The fact is that there has never been a truly “dominant” global power
until the emergence of America on the world scene. Imperial Great
Britain came close to becoming one, but World War I and later World War
II not only bankrupted it but also prompted the emergence of rival
regional powers. The decisive new global reality was the appearance on
the world scene of America as simultaneously the richest and militarily
the most powerful player. During the latter part of the 20th century no
other power even came close.
That era is now ending. While no state is likely in the near future to
match America’s economic-financial superiority, new weapons systems
could suddenly endow some countries with the means to commit suicide in
a joint tit-for-tat embrace with the United States, or even to prevail.
Without going into speculative detail, the sudden acquisition by some
state of the capacity to render America militarily inferior would spell
the end of America’s global role. The result would most probably be
global chaos. And that is why it behooves the United States to fashion a
policy in which at least one of the two potentially threatening states
becomes a partner in the quest for regional and then wider global
stability, and thus in containing the least predictable but potentially
the most likely rival to overreach. Currently, the more likely to
overreach is Russia, but in the longer run it could be China.
Since the next twenty years may well be the last phase of the more
traditional and familiar political alignments with which we have grown
comfortable, the response needs to be shaped now. During the rest of
this century, humanity will also have to be increasingly preoccupied
with survival as such on account of a confluence of environmental
challenges. Those challenges can only be addressed responsibly and
effectively in a setting of increased international accommodation. And
that accommodation has to be based on a strategic vision that recognizes
the urgent need for a new geopolitical framework.

Commons Space, World Social Forum, Montreal 2016
==========================================
Commons...
========
In 2009 at the Social Forum in Belem Chico Whitaker launched the Manifesto
Reclaim the Commons which was adopted by members of the International
Council of the WSF [
http://bienscommuns.org/signature/appel/index.php?a=du&c=nfg1de] Since
then, social movements have adopted this cause. At the WSF in Dakar in
2011, Silke Helfrich reported on the increased visibility of workshops and
activities sharing the theme of thecommons.[
http://commonsblog.wordpress.com/2011/02/15/wsf-dakar-shifting-from-the-log…
].
In 2012, the commons was the central slogan of the People's Summit in Rio
calling "for Social and Environmental Justice in defense of the commons,
against the commodification of life".[
http://rio20.net/en/propuestas/final-declaration-of-the-people%E2%80%99s-su…
]
Again in 2012 on International Earth Day in Montreal at one of the biggest
rallies of the "Printemps érable" (Maple Spring) protestors carried signs,
flags and banners calling for the protection of the commons from
privatization.
Commons are playing a
leading role in the development of new thinking essential to the renewal of
democracy.
* Sharing practices and building alliances for the defense and creation of
the commons,
* Developing and sharing commons based policies for cities, regions and
countries,
* Building a convergence of commoners through continued dialogue on shared
causes and strategies with movements working on transition such as :
Degrowth, Political Ecology, Social Solidarity Economy, etc.
Self organized and distributed Commons Space
======================================
* Urban Commons/City as a Commons/Municipal Movements
* The Common as a New Political Subject
* Open/Platform Cooperativism
The Commons Space will be open and distributed in Montréal, in
collaboration with the coworking spaces in the city. Its headquarters will
be located at ECTO, a coworking coop [www.ecto.coop] in the heart of
creative Montreal. Other coworking spaces (Salon 1861, Temps libre) and
inter-cultural places will host activities.

Conseil International [http://bienscommuns.org/signature/appel/?a=appel]

http://www.nurturedevelopment.org/about-abcd/
Our ambition is to support the proliferation of inclusive, bottom up,
community driven change. We aim to achieve this by supporting local
communities and supportive mediating/civic organisations to create the
conditions where any neighbourhood can identify, connect and mobilise its
assets to the benefit of the whole community.
ABCD challenges the traditional deficit-based approach that tries to solve
urban and rural development problems by focusing on the needs and
deficiencies of individuals, neighbourhoods, towns, villages, etc. ABCD
demonstrates that local assets (people, physical assets etc.) and
individual strengths are key to ensure sustainable community development,
and that people have a life of their own choosing.

Subject: [global social commons discussion] WSF2016 Montreal Programme
To: globalsocialcommons-discussion(a)lists.openfsm.net
These are the workshops we registered for the upcoming WSF in Montreal.
Please let us know who will be there and able/willing to attend/speak at
our workshops:
1. The common as a new political subject
(Transform!, Global Social Justice, … ?)
The question of the Common is often raised for water, land, the oceans, the
forests… In recent years there is increasing interest for social commons
such as healthcare, education and other social services.
This point is also discussed in the context of the social and solidarity
economy and it has become an important part of alternatives to a
commodified society, built on private property
In this workshop we want to see how the issue of the Common is looked at in
different countries and continents. What are the common points of these
experiences?
2. The social commons
(Global Social Justice, Transform!, Network for Transformative Social
Protection, Social Forum on Health and Social Security … ?)
Global Financial Institutions are now promoting their kind of ‘social
protection’: a minimalist programme, targeted on the poor, with purely
economic objectives and totally compatible with neoliberalism. Till now,
all over the world, most reactions are limited to a defence of the status
quo, that is the old welfare states. However, these old systems do not
satisfy all current needs anymore, especially with the important changes in
the economic system.
In this workshop, we want to discuss two alternatives: social commons on
the one hand, a participatory and democratic way to decide on social
protection, and the universal basic income, a simple system of equal
allowances for all.
3. Universal health and social security systems
(Social Forum on Health and Social Security, Global Social Justice, Network
for Transformative Social Protection, … ?)
In spite of all current changes in the way of thinking on social
protection, the ‘old’ way of organizing the achievement of all economic and
social rights can still be further improved, especially since the newest
trends promoted by global financial institutions are aimed at targeting the
poor.
How can we promote universal health care? How to raise awareness on the
need of this universalism and how to organize it? In this workshop will be
discussed the experiences with the political laboratories organized in
Latin America.
All the best,
Francine
