[image: Rojava-map]This region – which consists of three geographically disconnected enclaves along the Turkish border – strategically used the deteriorating situation to declare self-rule in July 2012 and has since been celebrated as the “Rojava Revolution” within the Kurdish Movement associated around the Kurdistan Workers’ Party (PKK). The population of Rojava, which has long been a stronghold of the PKK, is predominantly made up of Kurds – both Muslim and Yezidi[1] – as well as Arabs, Christian Assyrians, Armenians, Turkmen and Chechens. The desire for some form of self-determination especially among the Kurds was triggered through decades of denial of basic citizenship rights under the Assad-regime. This quiet revolution is, however, not a question of independence. It is not the founding of yet another nation-state. Deliberately declaring itself an *autonomy* *region* instead of a state, derived from the critique of existing nation-states with their homogenising and exclusionary principals of citizenship, centralism of government and non-democratic structures under which the Kurds in Iran, Iraq, Turkey and Syria have suffered on the one hand and the strategies of classic national liberation movements on the other. This critique along with an alternative model of “democratic autonomy” was brought forward by the imprisoned leader of the PKK, Abdullah Öcalan, and replaced the earlier struggle for independence. The concept of democratic autonomy is envisaged along the lines of libertarian thinker Murray Bookchin as a decentralised, radical democracy within or despite the given nation-states which abides by principals of equality between genders, religious- and ethnic affiliations as well as ecology[2]. In this sense, the PKK and its affiliated organisation PYD (Democratic Union Party) in Syria are promoting this model, whose fundamental principal is to achieve a unity of all different faiths and ethnic groups without assimilating them, for the whole of the Middle East. Within the past one and a half years the outnumbered Syrian military has been expelled from most parts of the region; police, secret service, and the civil service of the old regime have been dismantled, and the legal and education system transformed. Additionally, despite the detrimental security situation, central institutions for the most radical changes have been established in three main areas: the introduction of direct self-government through communes, assurance of equal participation in all areas of decision-making for all faith and ethnic groups and the strengthening of the position of women. Aiming at decentralizing decision-making and realizing self-rule, village- or street communes consisting of 30-150 households have been organised. These communes decide on questions regarding administration, electricity, provision of nutrition, as well as discussing and solving other social problems. They have commissions for the organisation of defence, justice, infrastructure, ecology, youth, as well as economy. Some have erected communal cooperatives, e.g. bakeries, sewing workshops or agricultural initiatives[3]. They also organise the support of the poorest of the community with basic nutrition and fuel. Delegates of the communes form together a council for 7-10 villages or a city-district, and every city has yet another city council. The city council is made up of representatives of the communes, all political parties, the organisation of the fallen fighters, the women’s organisation, and the youth organisation. All councils as well as the communes have a 40% quota for women. The decisions are to be made on basis of consensus and equal speaking-time is enforced. Besides this, a co-chairperson system has been implemented for all organisations, which means that all councils have both a female and male chairperson. All members are suggested and elected by the population. However, according to the co-president of the PYD, Salih Muslim, this radical change from dictatorship to this form of self-rule is not an easy process: “The people are learning how to govern themselves”[4]. This change in decision-making has also brought about a radical change in the legal system: the establishment of “peace and consensus committees”[5]. These committees, which originally developed as leftist Kurdish underground institutions in the cities of the Kurdish region of Syria in the 1990 and were severely repressed in the 2000s, have resumed their importance with the uprising, and have transformed into the basic structure and fundamental principal of the new legal system. The aim of these committees, which attend to all general legal questions and disputes apart from severe crimes such as murder, is to achieve a consensus between the conflicting parties and in doing so a lasting settlement. In a general assembly of all residents every commune elects the 5-9 members of its local peace and consensus committee (40% of which have to be women) according to their ability to facilitate such a consensus in discussion among between the parties. It is emphasized that these members should not be co-opted by traditional authorities, but democratically elected and in accordance with the gender-equality principal. These peace and consensus committees also exist on the district level, whose members are elected by the popular councils on that level respectively. Parallel women-only committees have been established which specifically attend cases of crimes against women, such as domestic violence, forced-marriages and multiple marriages. Cases which cannot be solved in this consensus-finding way are forwarded on to higher institutions which exist on city, regional and canton level. Courts of appeals have been established in every region and a constitutional court is concerned with the further development of the constitution which has however been framed as a “social contract”[6]. The decision to agree on a *social contract* instead of a constitution is the manifestation of the centrality of the multi-faith/ethnicity principal behind the concept of the democratic autonomy in Rojava. This contract, which developed out of meetings among representatives of different ethnic and belief groups, has the aim to secure safety and self-rule to all groups. All groups are to be equally present and active in decision-making on political as well as economic and social questions and their right to self-determination is to be ensured not only through self-rule on village-level, but also through the right to organise themselves autonomously on other levels. According to the report of a delegation which visited the region in May this year, the participation of Arabs an Assyrians is steadily increasing in all areas[7]. All groups are also supported in participating in the armed wing YPG or founding their own self-defence groups, as the Assyrians have done most recently. [image: Image: ANF] <http://www.movements.manchester.ac.uk/wp-content/uploads/2014/09/rojava1.jpg> Image: ANF Similarly, the empowerment of women is not only to be achieved through the presence of women in all parts of decision-making processes through the 40% quota, the co-chairperson system, woman’s legal committees, but also through the establishment of their own military wing YPJ (Women’s Defence Unit)[8]. In an interview, co-president of PYD, Asya Abdullah, argues that the movement in Syria has learned from other revolutions that the women’s question cannot be left until after the revolution. Instead, women in Rojava are playing a leading role in politics, diplomacy, social questions, in the building of a new democratic family structure as well as in self-defence[9]. According to her the self-government structures as well as the self-organisation of women are just as important as the existing independent education institutions and seminars, and the projects to enhance women’s economic independence. This attempt for a peaceful democratic transformation in co-existence to the state, but on the premises of grassroots self-determination, pluralism and gender-equality is, unfortunately, not welcomed by all in the region. The most recent heavy attacks on the canton of Kobani by ISIS fighters indicate a greater interest in annihilating this autonomy region, which is identified with an increasing strength of the PKK in the region. The Turkish government has reacted sharply to claims made by *New York Times* and other media that it is, in one way or another, supporting ISIS fighters[10]. Yet the PKK sees these accusations as grounded. Such cooperation raises strong doubts on the sincerity of the government towards the peace talks which it has been holding with Öcalan over the past year. The PKK has warned that it could put an end to the ceasefire it had declared to facilitate a possible peace process[11]. For those who have made their way from all parts of Turkey to the Syrian border to protest and are organising marches and rallies in many cities across Europe, Rojava is not only the test-ground for an alternative democracy in the region, but also a bastion against ISIS. ------------------------------ [1] The majority of Yezidi Kurds live in the Kurdistan Region of Iraq. The attack of ISIS on the city of Sinjar and the massacre on its inhabitants triggered strong international attention and the decision for intervention in the US. Since then, many Yezidi Kurds were helped to flee into Rojava by the Syrian wing of PKK-guerrilla fighters (YPG). [2]Gunes, Cengiz (2012) The Kurdish National Movement in Turkey. Photograph: Denis Balibouse/Reuters In 1937, my father volunteered to fight in the International Brigades in defence of the Spanish Republic. A would-be fascist coup had been temporarily halted by a worker’s uprising, spearheaded by anarchists and socialists, and in much of Spain a genuine social revolution ensued, leading to whole cities under directly democratic management, industries under worker control, and the radical empowerment of women. Spanish revolutionaries hoped to create a vision of a free society that the entire world might follow. Instead, world powers declared a policy of “non-intervention” and maintained a rigorous blockade on the republic, even after Hitler and Mussolini, ostensible signatories, began pouring in troops and weapons to reinforce the fascist side <http://en.wikipedia.org/wiki/German_involvement_in_the_Spanish_Civil_War> . The result was years of civil war that ended with the suppression of the revolution and some of a bloody century’s bloodiest massacres. I never thought I would, in my own lifetime, see the same thing happen again. Obviously, no historical event ever really happens twice. There are a thousand differences between what happened in Spain in 1936 and what is happening in Rojava, the three largely Kurdish provinces of northern Syria, today. But some of the similarities are so striking, and so distressing, that I feel it’s incumbent on me, as someone who grew up in a family whose politics were in many ways defined by the Spanish revolution, to say: we cannot let it end the same way again. The autonomous region of Rojava, as it exists today, is one of few bright spots – albeit a very bright one – to emerge from the tragedy of the Syrian revolution. Having driven out agents of the Assad regime in 2011, and despite the hostility of almost all of its neighbours, Rojava has not only maintained its independence, but is a remarkable democratic experiment. Popular assemblies have been created as the ultimate decision-making bodies, councils selected with careful ethnic balance (in each municipality, for instance, the top three officers have to include one Kurd, one Arab and one Assyrian or Armenian Christian, and at least one of the three has to be a woman), there are women’s and youth councils, and, in a remarkable echo of the armed Mujeres Libres (Free Women) of Spain, a feminist army, the “YJA Star” militia (the “Union of Free Women”, the star here referring to the ancient Mesopotamian goddess Ishtar), that has carried out a large proportion of the combat operations against the forces of Islamic State. How can something like this happen and still be almost entirely ignored by the international community, even, largely, by the International left? Mainly, it seems, because the Rojavan revolutionary party, the PYD, works in alliance with Turkey’s Kurdish Worker’s Party (PKK), a Marxist guerilla movement that has since the 1970s been engaged in a long war against the Turkish state. Nato, the US and EU officially classify them as a “terrorist” organisation. Meanwhile, leftists largely write them off as Stalinists. But, in fact, the PKK itself is no longer anything remotely like the old, top-down Leninist party it once was. Its own internal evolution, and the intellectual conversion of its own founder, Abdullah Ocalan <http://en.wikipedia.org/wiki/Abdullah_%C3%96calan> , held in a Turkish island prison since 1999, have led it to entirely change its aims and tactics. The PKK has declared that it no longer even seeks to create a Kurdish state. Instead, inspired in part by the vision of social ecologist and anarchist Murray Bookchin, it has adopted the vision of “libertarian municipalism”, calling for Kurds to create free, self-governing communities, based on principles of direct democracy, that would then come together across national borders – that it is hoped would over time become increasingly meaningless. In this way, they proposed, the Kurdish struggle could become a model for a wordwide movement towards genuine democracy, co-operative economy, and the gradual dissolution of the bureaucratic nation-state. Since 2005 the PKK, inspired by the strategy of the Zapatista rebels in Chiapas <http://www.usatoday.com/story/news/world/2014/01/02/mexicos-zapatista-rebel…> , declared a unilateral ceasefire with the Turkish state and began concentrating their efforts in developing democratic structures in the territories they already controlled. Some have questioned how serious all this really is. Clearly, authoritarian elements remain. But what has happened in Rojava, where the Syrian revolution gave Kurdish radicals the chance to carry out such experiments in a large, contiguous territory, suggests this is anything but window dressing. Councils, assemblies and popular militias have been formed, regime property has been turned over to worker-managed co-operatives – and all despite continual attacks by the extreme rightwing forces of Isis. The results meet any definition of a social revolution. In the Middle East, at least, these efforts have been noticed: particularly after PKK and Rojava forces intervened to successfully fight their way through Isis territory in Iraq to rescue thousands of Yezidi refugees trapped on Mount Sinjar after the local peshmerga fled the field. These actions were widely celebrated in the region, but remarkably received almost no notice in the European or North American press. Now, Isis has returned, with scores of US-made tanks and heavy artillery taken from Iraqi forces, to take revenge against many of those same revolutionary militias in Kobane, declaring their intention to massacre and enslave – yes, literally enslave – the entire civilian population. Meanwhile, the Turkish army stands at the border preventing reinforcements or ammunition from reaching the defenders, and US planes buzz overhead making occasional, symbolic, pinprick strikes – apparently, just to be able to say that it did not do nothing as a group it claims to be at war with crushes defenders of one of the world’s great democratic experiments. If there is a parallel today to Franco’s superficially devout, murderous Falangists, who would it be but Isis? If there is a parallel to the Mujeres Libres of Spain, who could it be but the courageous women defending the barricades in Kobane? Is the world – and this time most scandalously of all, the international left – really going to be complicit in letting history repeat itself? >>> Ben Birkinbine <bbirkinbine(a)gmail.com> 10/08/14 7:10 PM >>> The link that Jakob forwarded contained a minor error, which led to a dead end. Although its life would be rather brief (1864-1877), the IWMA became the symbol of working-class struggle and influenced the ideas of millions of workers all over the planet. Major political and economic shifts have succeeded one another over the past twenty-five years: the collapse of the Soviet bloc; the rise to prominence of ecological issues; social changes generated by globalization, war after war; and, most recently, a world financial and economic crisis that, according to International Labour Organization figures, has added another 27 million unemployed since 2008 to bring the total to more than 200 millions. The global protest movements that have been recently active in most parts of the world have distinguished themselves by the very general character of their demand for social equality, without giving sufficient thought to the new problems and radical changes in the world of work. In this way Labour, having been the key protagonist throughout the twentieth century, increasingly became a weak and secondary player, sometimes shifted to the global arena because unions found it more difficult to represent and organize migrant or younger workers in an ever more flexible labour market, where jobs are insecure and increasingly stripped of rights. It is our aim to stimulate fresh interest in and appreciation of the IWMA and its enduring legacy on the 150th anniversary of its foundation. We are undertaking a series of conferences that will combine looking back in commemoration of the first international movement of working-class struggle, with assessment of the state of workers' struggles across the globe today. The epochal transformations of recent decades, which have followed from internationally-coordinated and systematic attacks not only on the rights, security, and well-being of workers everywhere, but on the social, economic, and political institutions they forged to achieve historic gains, make the lessons of the first efforts to unite workers internationally in confronting capital especially relevant today. The first purpose of this series of conferences is to open up a debate in which a number of prestigious international scholars will frankly evaluate the history and legacy of the IWMA. What were its achievements? To what extent is its underlying conception still pertinent? Are the ideas it advanced still useful for a critical understanding of today’s complex world? What can we learn, positive and negative, from its practices and internal political life? How best can we extend international struggle to social causes and issues of freedom barely recognized or as yet undreamt in its day? The aim, then, is to bring together varied reflections on the most essential questions of the IWMA and internationalism, drawing on different perspectives and involving scholars and activists from South and North America, Europe, Africa and Asia. The innovative feature to which we are committed involves putting some leading anti-capitalist intellectuals and Labour/Social Movement leaders, from several countries of the world, into dialogue and discussion, building upon a foundation of open communication and engagement that we want to continue in the future. Major topics of the conferences will include: the IWMA in history; the legacy of the IWMA; the reality of labour today; internationalism at the time of “globalization”; resisting workplace oppressions; new international protest movements; dialogue across divides of the Left; internationalism and the critique of national prejudices; class struggle in our times; and the alternative to capitalism in thought and practice. Our aim is to provide themes of interest to the contemporary political debate. *Ricardo Antunes* and *Marcello Musto* – Main Organizers Email for contacts: ait150anos(a)gmail.com - marcello.musto at gmail.com During the conferences there will also be the launch of the IWMA anthology *Workers Unite! Jim McGuigan on Raymond Williams (CAMRI Seminar Oct 15)
by Christian Fuchs 08 Oct '14

08 Oct '14

"It is reasonable to see many dangers in the years towards 2000, but it is also reasonable to see many grounds for hope." -- Raymond Williams (1983): Towards 2000 The Work of Raymond Williams Jim McGuigan CAMRI Seminar Wed, October 15, 2014 14:00-16:00 Univ. of Westminster Harrow Campus Room A7.01 Registration: per e-mail to christian.fuchs(a)uti.at until Oct 13 http://www.westminster.ac.uk/camri/research-seminars/the-work-of-raymond-wi… In "Towards 2000", Raymond Williams took a look back at the 20th century and a look forward at possible futures in the 21st century, discussing aspects of society, culture, the media, politics, labour, democracy, technology, class, and warfare. Above all, "Towards 2000" is guided by a quest for socialism. In the CAMRI seminar on October 15th, Jim McGuigan - one of the leading Raymond Williams experts - will talk about the forthcoming re-publication of "Towards 2000" (2014) that he edited, the collected volume "Raymond Williams on Culture & Society: Essential Writings" (2013) that he also edited, as well as the relevance of Raymond Williams' works today. In this session, Jim McGuigan will survey Williams’s work and its enduring relevance to media and cultural analysis and why Williams’ 1983 book was mistakenly entitled 'Towards 2000', since it is as fresh and relevant to understanding the world now as it was when originally published.
Jim has recently edited a collection of writings for Sage selected from the whole of Raymond Williams’s career, 'Raymond Williams on Culture and Society'. He has also edited and added to Williams’s 'Towards 2000', originally published in 1983, to be republished this year with the new title, 'A Short Counter-Revolution – Towards 2000 Revisited', also by Sage. Jim has also written several critical appreciations of Williams’s work, some of which have appeared in recent issues of 'Keywords', the journal of the Raymond Williams Society, and 'The Sociological Review'. His previous book publications include 'Cultural Populism' (1992), 'Culture and the Public Sphere' (1996), 'Modernity and Postmodern Culture' (1999, 2006), 'Rethinking Cultural Policy' (2004), 'Cool Capitalism' (2009) and 'Cultural Analysis' (2010). He is currently writing a book for Palgrave Macmillan to be entitled, 'Neoliberal Culture'.
