Thanks to your suggestion I browsed the viper elisp code; I can see
that (viper-change-state-to-emacs) is, at least, idempotent.  If there
is no easy way to globally disable viper after requiring vimpulse,
then I could try to find an emacs hook (is there a buffer creation
hook?) to add an invocation of this function to.  I would also want to
disable it for mini-buffer.
