BACKGROUND In her keynote address to a deliberative democracy conference held in 2025 in Canberra, Brazilian scholar Thamy Pogrebinschi argued that at a time of autocratic resurgence, democratic resilience must look beyond institutional guardrails towards ‘civil society’s creativity, citizens’ problem-solving capacities, collaborative forms of governance, and – beyond deliberation – the kinds of collective intelligence that emerge when people confront challenges directly’. In a way, this precisely describes how people collaboratively create digital commons, shared information and knowledge resources such as data, software and cultural content. In order to facilitate connections between state entities and digital commons projects, the Digital Commons Policy Council held in 2024 and 2025 two collaborative workshops in Paris and Liverpool. Participants came from all five continents and included members of digital commons communities, public organisations, civil society organisations, and academia. The first two workshops followed an ‘unconference’ format whereby work directions emerged from the attendees’ deliberations. Participants first discussed issues currently impacting digital commons development, such as predation from Big Tech firms, support from the EU, and the need to bridge the cultural divide between government agencies and digital commons communities and projects. Next, the general assemblies of participants identified several resources that would enhance the development and protection of digital commons, as well as their recognition and acceptance by government agencies. Participants then self-selected into breakout groups to co-design these resources via open documents, with groups reporting at intervals to the general assemblies for feedback. Following the workshops, group members continued working to finalise the resources (not all the resources were completed). The completed resources, as well as reflections from the Paris and Liverpool events (and from a third shorter workshop help in Vitoria-Gasteiz during the Open Government Partnership summit) have now been collected into a luxurious 70-page report. =-=-=-=-=-=-=-=-=-=-=-=-= DCPC26 Talking Points! DCPC25 The economic and environmental sustainability of digital commons: Lessons from the 2023 Debian project survey
by Mathieu O'Neil 25 Nov '25

25 Nov '25

Hi all I am delighted to announce the publication of a new report from the Digital Commons Policy Council. Apologies for any repeated exposure. All best, Mathieu =-=-=-=-= DCPC25 The economic and environmental sustainability of digital commons: Lessons from the 2023 Debian project survey Summary Digital commons are shared information and knowledge resources such as data, software and cultural content. They are produced and managed for collective use, and to be modified and redistributed as needed. Using results from a 2023 survey of the Debian community, this new DCPC report addresses question such as: * Is the free, libre and open source software or FLOSS development model economically sustainable? * What role can FLOSS play in the transition to more environmentally sustainable production and consumption? Background With the benefit of hindsight, our first survey of the Debian community, carried out in 2016, whose full results were published in a DCPC21 report, represented the first manifestation of a core DCPC program of work: to empirically map which categories of workers (e.g., firm employees, foundation employees, researchers, volunteers, etc) were performing which duties in the digital commons production process, with a view to increasing the recognition of these commons and these voluntary workers by industry and society. This new report, based on a second survey of the Debian community held in 2023, examines the economic and environmental sustainability of free, libre and open source software (FLOSS) and its role in fostering sustainable production. Debian is a free software suite combining an operating system and applications, widely used worldwide across organisations, governments, individuals and critical digital infrastructure. The report highlights community rejection of restrictive licences as environmental incentives, critiques predatory information technology (IT) practices and details workplace obstacles – economic, organisational and technical – to reducing environmental impacts. Key findings * Rejection by the community of the use of restrictive licences to incentivise environmental action. * Results may have been influenced by the respondents’ location. * Respondents believe that the risks posed by free-riding behaviour and industrial predation affect FLOSS in general much more than Debian. * The obstacles to the environmental transition are complex. * New opportunities, arising from changes in the global situation, have arisen since 2023. Enhancing national digital resilience with digital commons
by Mathieu O'Neil 22 Oct '25

22 Oct '25

New DCPC stakeholder engagement tool: Enhancing national digital resilience with digital commons. https://dcpc.info/faq/ Liberal democratic institutions are seen by many citizens as opaque and elitist, leading to widespread crises of trust and confidence. An effective response is the adoption of digital commons, which practically implement democratic principles of transparency, accountability and participation. Digital commons, also called open digital infrastructure, are shared information and knowledge resources such as open source software (OSS) and Open Street Map. They are produced and managed for collective use, and to be modified and redistributed as needed. To help government agencies and employees better understand the benefits of adopting digital commons in preference to closed products and services, the Digital Commons Policy Council is releasing a new stakeholder engagement tool, Enhancing national digital resilience with digital commons. This tool consists of a one-page elevator pitch outlining how adopting digital commons can enable governments to (1) secure digital sovereignty, (2) invest in sustainable resources, and (3) rebuild trust. An online FAQ provides additional information and examples about these points, as well as information and examples about (4) procurement and firm support, and (5) products and services. The one-page elevator pitch and FAQ can both be found here: https://dcpc.info/faq/ Background The Digital Commons Policy Council is an international think tank established in 2021 at the University of Canberra, Australia. It aims to increase the recognition of the benefits of digital commons such as open source software and Wikipedia, and of the volunteer labour which produces these common goods. It does so by producing evidence-based public reports and other resources and by organising workshops which bring together diverse stakeholders. Enhancing national digital resilience with digital commons was conceived during the DCPC/CDC 2025 Workshop held on 21-23 May 2025 at the University of Liverpool’s Civic Health Innovation Labs (CHIL), UK. The event represented the opportunity for 35 attendees from around the world to exchange insights about the latest developments in the digital commons policy and research space. The gathering drew participants from academia, policy, and civil society, including representatives from France’s Agence française de développement and the UK Government’s Digital Cabinet Office. Attendees also included non-profit organisation representatives and researchers from Australia, Belgium, Brazil, China, France, India, Italy, the Netherlands, Norway, Uganda and the United Kingdom, with sponsored delegates from low and middle-income countries supported by the organisers. Similarly to the 2024 DCPC/CIS Policy Lab, the 2025 Workshop used an ‘unconference’ format whereby work directions emerged from the attendees’ deliberations. After discussing issues currently impacting digital commons development, the general assembly of participants identified several resources that it would be useful to have. They then self-selected into separate breakout groups to collaboratively create these resources via open documents, with groups reporting at intervals to the general assembly for feedback. The resources are new communication tools for stakeholder engagement, a taxonomy of digital commons, implementation mechanisms for digital commons for healthcare policy and development, and aspirational principles for governments to support inclusive global digital commons. In a final debrief session, many participants declared they had found the event’s positive atmosphere and mix of idealistic and pragmatic outputs inspiring. Following the Workshop, group members have continued working to finalise the resources. >From https://dcpc.info/policy-labs/lab2025/ =-=-= [UC Logo]<http://www.canberra.edu.au/> [A University that gets you. "Best Practices Guide for Digital Commons – Government Relations" launch 25 September
by Mathieu O'Neil 21 Oct '24

21 Oct '24

[apologies for cross-posts] Hi everyone You are warmly invited to join the Digital Commons Policy Council (DCPC) at 5pm AEST / 9am CEST on Wednesday 25 September for the launch of its Best Practices Guide for Digital Commons – Government Relations. Digital commons are community-developed resources that can be used by anyone, such as open source software. The DCPC is an international think tank, founded in 2021 at the University of Canberra. It aims to increase recognition for digital commons and the voluntary work that creates them. The DCPC produces public reports based on empirical data, submissions to lawmakers, educational resources for schools, and scientific articles. Many firms which rely on open digital infrastructure do not contribute to its maintenance, resulting in potentially damaging security breaches. The DCPC believes that governments’ industrial policies and public service policies should support the long-term sustainability and security of digital commons. This will enable governments to pivot towards increased cost savings, support for ethical initiatives, and technological sovereignty in the public sector, says DCPC Director Mathieu O'Neil, Professor of Communication at the University of Canberra, Faculty of Arts and Design. Join us online to launch the publication of the DCPC’s guide – a significant step in achieving closer cooperation between governments and digital commons projects. Register: https://bit.ly/3BiQGm2

A call for action and a roadmap for the new UK government to support the digital commons
by Mathieu O'Neil 12 Jul '24

12 Jul '24

Hi all Angela Daly, Gary Leeming, Riccardo Nanni and me have just published an appeal to the newly elected UK govt which argues that "the new Labour UK government can strengthen the country’s digital sovereignty and deliver cost-effective and ethical solutions to the public sector by supporting open source software and digital commons." This is on the UK's Foundation for Science and Technology blog: https://www.foundation.org.uk/Blog/2024/A-call-for-action-and-a-roadmap-for… If anyone has any ideas about how to (a) help this come to the attention of relevant people in the incoming UK government, or (b) amplify this appeal's impact by reposting it, then please contact Angela directly at angelacdaly AT gmail DOT com Thanks! Hi all As mentioned in my earlier message Peter, Steve and I were discussing web-related issues with P2PF people when the issue of archiving came up. Someone mentioned the "web archive" saying it was free, then Peter came up with a thoughtful reply, to which I responded: "@Peter: thanks for your response. This topic is too important to be debated simply amongst ourselves: it needs to happen on the jopp-public list so that other editors see it and so it is archived. So, if OK with you, I will copy-paste your message and post an update explaining the domain lapsed, the site went down, and now you bought and own the domain (happy to share a draft with you before posting)." [Peter agreed, so copy-pasting his message below:] From: Troxler, P. (Peter) <p.troxler(a)hr.nl<mailto:[email protected]>> Sent: Friday, January 26, 2024 8:14 AM [snip] Subject: peerproduction.net > archiving Folks archiving is not a simple issue, hence a new subject for this conversation. Of course, peerproduction.net is available through archive.org's waybackmachine. However, for academic publishing this is not the way to go. Neither is uploading all papers to archive.org as archive.org lacks the links to more mainstream academic publishing. At the end of the day, we want the papers to be found, read, and cited. So, as many other OA initiatives, we are looking for a more durable repository. There are two routes that spring to mind (because the third, SSRN, has become Elsevier): - zenodo.org - SocArxiv Zenodo is pretty straight forward, would allow to bulk upload final papers, and it caters for related materials (original, reviews), it provides a DOI, and it will live for another 20 years. Based at CERN, we can expect this term to be extended. SocArxiv is not geared towards bulk archiving (afaik), I have not read anything on the site regarding DO; it, allows for related material. Further, it has a salvation fund to keep it going if and when funding runs out. However, archiving (rather than keeping peerproduction.net running) requires some substantial effort to get it done, for which some funding is required. If we don't want to leave JoPP to an anecdotal glitch in time, I think we should make some serious work of getting it archived. It's mainly juggling data, as the basis we have is rock solid. Opinions? Peter
