But when that set coexists with other sets in the same geographical
space, the state cannot differentially violate the liberties and
advantages of one set without acquiring general-purpose powers to
threaten the liberties and advantages of all.

A guy with a hammer sees everything as a nail.  And the militarization
of American territory near the border, the police state apparatus
required for mandating and checking national IDs, the
prison-industrial apparatus required for processing detainees, etc.,
is one big-ass hammer.  Give the government a hammer like that for
using against the other "set," even if they're not "one of us," and it
just might start thinking we also look a bit like nails.
