[Ginga-argentina] Ginga obligatorio en Brasil

I think it should be mandatory, but also there would be an official ginga
certification for ginga-enabled products. If not, "mandatory ginga" means
really nothing (or more mess than what we have today)

Creo que debería ser obligatorio, pero también debiera haber una
certificación ginga oficial para productos ginga-enabled. Si no, "ginga
obligatorio" no significa nada realmente (o más lío del que ya tenemos hoy)
