Bueno en el sitio de x.org cuyo link adjunte dice claramente :

Por otro lado yo lo uso en ubuntu (versión X11R6.8.2) y dice claramente:

Espero que ahora si, quede aclarado.
PD: Tomé X como un ejemplo de licencia que no es ni GNU ni GPL. Creo que
si buscamos hay mas, pero no creo que valga la pena.
