The Work Programme 2014-2015 of the European Commission contains some calls
for the promotion of ‘responsible research and innovation’. See
‘ISSI.5.2014_2015 – Supporting structural change in research organisations
to promote Responsible Research and Innovation’ and GARRI.1.2014 –
Fostering RRI uptake in current research and innovation systems’ at

I agree with Leif Thomas Olsen (see
http://p2pfoundation.net/The_R2R_Research_Process_Protocol_Project) that,
in order to define and perform responsible research and innovation, we need
a new collaborative, commons-driven, research model. I would add to this
process-like approach, that we also need a different substantial approach,
i.e. we need to realise ‘glocal sustainability research’. Glocal
sustainability research a) takes ‘strong sustainability’ as its normative
starting point and takes this normative ambition as a standard against
which to evaluate its performance, b) is transdisciplinary in nature,
because it has to deal with the complexity of real life situations—emerging
of an interplay between both global and local causes and reasons—and
because it has to respond to the normative aspirations of a diversity of
local and global, actual and future stakeholders, and c) is interactive or
participatory action research because the results of common theoretical and
practical actions cannot be forecasted and, hence, need ongoing monitoring
and adjustment.
The implementation of Responsible Research and Innovation in current
research organisations and research and innovation systems asks for several
structural transformations, e.g. regarding the definition of intellectual
property regimes (i.e. the way diverse contributions to glocal
sustainability research are remunerated and valorised), regarding the
processes guiding the definition and performance of research agenda’s,
-projects, and –teams, and regarding funding mechanisms for research.
In my view, the calls on Responsible Research and Innovation offer an
opportunity to further clarify, substantiate, and experiment with both the
procedural and substantial challenges to implement responsible research and
innovation both at the level of research organisations and of research and
innovation systems. Therefore, my request to express your interest to
contribute to this research initiative and to indicate the procedural or
substantial kind of contribution you would like to provide.Project
