Hi Michel, 

this seems to be a bit of an opportunistic move by the New America Foundation. They take things that are not theirs, that are easily available, and say they are going to do something with them (combine them into a "stack"?) but they do not specify what exactly they are planning to do. 

They applied for a large piece of a pie of public funding - 3.5 Million $ out of a 25 Million $ fund announced by Hillary to promote technologies that can be used to get rid of regimes that aren't liked by their own citizens and the US administration. It is an effort to get some of those public funds that real open source developers only dream of getting, because of political maneuvers like the one of the New America Foundation, which is a "public policy institute and think tank"...

I don't believe this is a valid effort of getting p2p communications going. It's more like a jostle for funding...
