They take things that are not theirs, that are easily available, and say they are going to do something with them (combine them into a "stack"?) but they do not specify what exactly they are planning to do. </div><div><br></div><div>They applied for a large piece of a pie of public funding - 3.5 Million $ out of a 25 Million $ fund announced by Hillary to promote technologies that can be used to get rid of regimes that aren't liked by their own citizens and the US administration.
