Against e-valencia.org closing

The e-valencia.org website is an artistic project 
that Daniel G. Andújar presented on 30th November 
as part of his one-man show, The Power of 
Security. It was conceived as a cultural news 
magazine and file for the Valencia area, hosted 
by the Universidad de Alicante-MUA Museum server. 
Easy access was its key characteristic, meaning 
that anyone should be able to communicate their 
opinions in public, without intermediaries, 
creating a space for reason and critique where 
ordinary people have a chance to make their voice 
heard.

As a proposal of freedom, it was set up 
progressively, in response to the actions of 
certain public institutions. It was diametrically 
opposed to the increasing politicisation of how 
culture is used. It hosted heated debates over 
the arbitrary nature of certain interventions in 
the national heritage and shortcomings in public 
education. It denounced town-planning disputes 
and an incoherent cultural policy focussed on 
creating infrastructures without any content.  It 
was where the paradoxes of the Encuentro Mundial 
de las Artes (World Art Encounter) and the 
Valencia Biennial were disclosed; where the 
opposition was organised against closing the 
Centre del Carme, denouncing the deterioration in 
the IVAM programming.

After the debates in the meeting, Realitats de la 
ciutat, organised by CIUTADANS PER UNA CULTURA 
DEMOCRÀTICA I PARTICIPATIVA, whose goal was to 
provide a reasoned critique of the cultural 
policies of our Region, a campaign was begun to 
pressure and undermine supporters of the 
initiative. Attempts at coercion targeted 
different artistic and educational institutions 
in Valencia, Barcelona and Alicante, which were 
directly contested by the authorities, including 
the IVAM management.  Some months later, as the 
2nd Valencia Biennial was ending, the pressure 
was stepped up on the e-valencia.org project, 
until the Universidad de Alicante was persuaded 
to stop the service. This decision cast doubt on 
the independence of universities and established 
a serious precedent.

The closure of e-valencia is the outcome of 
imperialistic action stemming from the most 
absolute institutionalised obscurantism. It forms 
part of the political opacity that has become the 
guiding principle behind Valencian cultural 
institution's behaviour. This form of action 
displays a two-sided discourse of power. Firstly, 
we hear the public voice referring to tolerance, 
democracy and dialogue. Then we perceive the 
hidden voice of coercion, which silences any 
discrepancy. This kind of political attitude 
needs to be changed.

As citizens committed to culture and democratic 
participation in public affairs, we consider this 
closure to be an action showing an extremely 
grave lack of social responsibility, without any 
ethical legitimacy, infringing the rights of 
artistic authorship, whilst trying to limit free 
thought. There can be no real freedom of thought 
unless society facilitates suitable channels for 
communication.

It is an absolute priority for the general public 
and the artistic community in particular, to 
mobilise together, in order to preserve the small 
spaces of freedom that guarantee at least an 
incipient participation by citizens in public 
affairs. The disappearance of  Daniel G. 
Andújar's artistic project is not just comparable 
to the destruction of any other artwork in more 
conventional format, but also represents an 
irreparable loss for society, condemning to 
silence the over 750,000 users who have employed 
its pages to make their voice heard.

The development of civil society and democracy 
require a social liberty that encourages 
different ways of thinking and reasoning to live 
together in peace, that makes room for 
discrepancy and theoretical conflict. Progress is 
impossible if we fail to take a critical look at 
the present.

That is why we feel we must request Mr. González 
Pons, Regional Minister for Culture in Valencia, 
to fulfil his promises to promote the 
implementation and development of new 
technologies. He must put an immediate stop to 
such coercive activities, imposing respect 
towards authors and towards the freedom of 
creative enterprise and untrammelled 
dissemination of thought. In a nutshell, what we 
are demanding is a transparency that raises any 
cultural policy pursued from now on above any 
hint of suspicion.

La página web e-valencia.org es un proyecto 
artístico de Daniel G. Andújar presentado el 30 
de Noviembre de 2001 dentro de su exposición 
individual The Power of Security concebida como 
una revista de prensa y un archivo de noticias 
culturales de ámbito valenciano y alojada en el 
servidor del Museo de la Universidad de 
Alicante-MUA. Esta obra se caracterizaba por su 
facilidad para el libre acceso de cualquiera a 
comunicar sus opiniones públicamente y sin 
mediaciones, creándose así un espacio de 
razonamiento y de crítica que daba voz a la 
opinión pública.

Como propuesta de libertad se constituyó 
progresivamente en un ejercicio de contestación 
ante la actuación de determinadas instituciones 
públicas y contra la creciente 
instrumentalización política de la cultura. Se 
suscitaron polémicas sobre la arbitrariedad de 
ciertas intervenciones en el  patrimonio 
cultural, las carencias en la educación pública, 
la denuncia de los conflictos urbanísticos y la 
incoherencia de una política cultural volcada en 
la creación de infraestructuras sin contenido. 
Así pues, se denunciaron las paradojas del 
Encuentro Mundial de las Artes y la Bienal de 
Valencia, y se organizó la oposición al cierre 
del Centre del Carme mientras se denunciaba el 
deterioro de la programación del IVAM.

Tras la celebración de las jornadas de debate 
Realitats de la ciutat, organizadas por CIUTADANS 
PER UNA CULTURA DEMOCRÀTICA I PARTICIPATIVA, con 
el objetivo de plantear una crítica razonada 
hacia las políticas culturales de nuestra 
Comunidad, se inicia una campaña de presiones y 
de descalificaciones hacia quienes habían apoyado 
esta iniciativa. Los intentos de coacción llegan 
a afectar a diferentes instituciones artísticas y 
educativas de Valencia, Barcelona y Alicante, las 
cuales son interpeladas directamente desde altas 
instancias institucionales, entre ellas la 
dirección del IVAM. Unos meses después, 
coincidiendo con la clausura de la II Bienal de 
Valencia, las presiones se focalizan en el 
proyecto e-valencia.org y éstas se intensifican 
hasta conseguir la interrupción del servicio por 
parte de la Universidad de Alicante, decisión que 
pone en tela de juicio la autonomía de la 
institución universitaria y establece un grave 
precedente.

El cierre de e-valencia es la consecuencia de una 
acción imperativa ejecutada desde el más absoluto 
oscurantismo institucional, en una la línea de 
opacidad política convertida en norma de 
actuación por parte de las instituciones 
culturales valencianas. Esta forma de actuar 
evidencia un doble discurso del poder, aquél que 
habla públicamente de tolerancia, democracia y 
diálogo y el discurso oculto, coercitivo y que 
ejerce presiones para acallar cualquier 
discrepancia. Una actitud política que es 
necesario cambiar.

Como ciudadanos comprometidos con la cultura y la 
participación democrática en los asuntos 
públicos, consideramos que este cierre es una 
acción de gravísima responsabilidad social 
carente de cualquier legitimidad ética y que 
atenta a los derechos sobre la autoría artística, 
a la vez que trata de limitar el ejercicio libre 
del pensamiento que no puede existir de una 
manera real si la sociedad no facilita los 
canales para su comunicación.

Resulta absolutamente prioritario que la 
ciudadanía en general y la comunidad artística en 
particular nos movilicemos al unísono para 
conseguir preservar los pequeños espacios de 
libertad que garanticen la incipiente 
participación ciudadana en los asuntos públicos. 
La desaparición del proyecto artístico de Daniel 
G. Andújar no es sólo comparable a la destrucción 
de cualquier otra obra de arte en formato más 
convencional, sino que también supone una pérdida 
irreparable de carácter social al condenar al 
silencio a los más de 750.000 usuarios que han 
utilizado sus páginas para hacer oír su voz.

El desarrollo de la sociedad civil y la 
democracia exigen una libertad social que fomente 
la convivencia de racionalidades de signo 
contrario, la discrepancia, y el conflicto 
teórico, pues el progreso no es posible sin la 
mirada crítica sobre el presente.

Por todo ello, reclamamos al Sr. González Pons, 
Conseller de cultura de la CV, que cumpla sus 
promesas de promover la implantación y el 
desarrollo de las nuevas tecnologías, el cese 
inmediato de cualquier actividad coercitiva, el 
respeto a la autoría y al libre ejercicio de la 
creación y difusión del pensamiento y, en 
definitiva, le exigimos una transparencia sin 
sospecha en la política cultural que ejerza de 
aquí en adelante.
