#209: Dialog "reload in English" when its already in English

 Typical scenario:
 * I open kune.cc
 * It detects that my preference is Spanish although appearing in English.
 It asks me "Do you want to reload this page to use 'Spanish' language?"
 * I say "No."
 * I sign-in
 * Although everything is already in English, it asks me "Do you want to
 reload this page to use 'English' language?"
 * If I click "No", everything stays in English.
 * If I click "Yes", it reloads with the "locale" in the URL but everything
 is the same.

 I understand the first dialog (although I would initialise directly in the
 browser language, without dialogs, like any webpage do). I don't
 understand the second one.
