 This Trac has no "Sign Up" for creating an account. It was not a big deal
 because we just submit anonymous issues indicating the email of the
 user... However, now that the issues have moderation, it'd be much more
 confortable for the moderators to fix this Trac, allow "Sign Up", and not
 passing moderation to logged users.
