 Implemented: when you click in "Participate" in Group or  "Create New
 Group" or "Give us feedback" or the Inbox Icon you get the Sign In Panel
 and a message inviting you to Sign in / Register.

 I think is done in other parts and we can make similar "suggestion" with
 other actions.

 I don't see clear how/when to blink or to make a tooltip. Maybe with a
 cookie detecting "it's your first time?" but, I think this is very unusual
 practice, and I don't like the solution.
