If it's really good, why not, though that does sound overly long for JoPP (though not by legal journal standards I guess).
Maybe they could separate it into two parts - just a thought?

Hi All
Quick question about article word lengths. Where should we draw the line? Angela and I have received a paper that's in excess of 18,000 words. The authors have questioned our request to cut it down stating that it would seriously undermine their article.
What does the list think?
