Evil needs a new maintainer

Hi Frank,

As a Spacemacs author I thank you for all you have done to make Evil the
best package of the Emacs ecosystem. It is the sharpest emulation of Vim we
can get outside of Vim. Without Evil Spacemacs would simply not exist,
