evil-surround no longer works

When surround-mode is enabled, the relevant keyboard combinations are 
dead.  E.g. suppose the situation

[  | ]

where | denotes the point.  The following keyboard combinations don't do 
anything:

ds] – ds waits for one character but doesn't do anything after reading ]

cs]} – cs also just waits for _one_ character, which is strange, and 
then } behaves as if I had entered it in normal mode, i.e. it executes 
evil-forward-paragraph.

This behavior seems to be independent from whether there are actually 
surrounding brackets.
