Heh... dunno -- whatever works for you; Emacs' built-in documentation
system (the `describe-', `apropos-', `find-' functions) and
source-reading come to mind (that's what I use, anyway; actually I
nearly never use the apropos functions -- just tab-completing a function
name argument to the other ones often gives enough enlightenment).

Hm... it is? I still see the same old contradiction -- the code does
(roughly) the same, and you didn't change the comment in that commit
either.
