MSVC?

Si es así, tengo entendido que se puede (o se podia) hacer software libre
con compiladores no-libres, siempre y cuando no se distribuyan los archivos
MSVCRT* junto con el código sino que se diga a los usuarios que se bajen
las DLLs por su cuenta.

Otra opción es directamente no usar compiladores de Microsoft y usar
OpenWatcom (ex Watcom C++)
