To people of their degree; and in these pretty clothes, she crying on his shoulder, and he trying to comfort her with hopeful words set to the music of despair, they went from the judgment seat out into the world homeless, bedless, breadless; why, the very beggars by the roadsides were not so poor as they. Well, the king was out of the hole; and on terms satisfactory to the Church and the rest of the aristocracy, no doubt. Men write many fine and plausible arguments in support of monarchy, but the fact remains that where every man in a State has a vote, brutal laws are impossible. Arthur's people were of course poor material for a republic, because they had been debased so long by monarchy; and yet even they would have been intelligent enough to make short work of that law which the king had just been administering if it had been submitted to their full and free vote. There is a phrase which has grown so common in the world's mouth that it has come to seem to have sense and meaning--the sense and meaning implied when it is used; that is the phrase which refers to this or that or the other nation as possibly being "capable of self-government"; and the implied sense of it is, that there has been a nation somewhere, some time or other which _wasn't_ capable of it--wasn't as able to govern itself as some self-appointed specialists were or would be to govern it. The master minds of all nations, in all ages, have sprung in affluent multitude from the mass of the nation, and from the mass of the nation only--not from its privileged classes; and so, no matter what the nation's intellectual grade was; whether high or low, the bulk of its ability was in the long ranks of its nameless and its poor, and so it never saw the day that it had not the material in abundance whereby to govern itself. Which is to assert an always self-proven fact: that even the best governed and most free and most enlightened monarchy is still behind the best condition attainable by its people; and that the same is true of kindred governments of lower grades, all the way down to the lowest. King Arthur had hurried up the army business altogether beyond my calculations. I had not sup

to do in Naples, doesn't it? Oh, by the way, I must pay a visit to the Bank of Scotland. You'd better give me five pounds." "You're very extravagant," she laughed. "Never mind. Any other trip I've been broke by this time, and in a devil of a mess as well. Lord knows what these bally dagoes will charge us for a car out to Pompeii. They're all on the make. But I don't care if they charge thirteen pounds--" "Eight and fivepence," she added, laughing at him and running below to unlock her trunk and bring

Ven though he does not support," and he is likely to have less physical and mental stamina than the deserter. That phrase in which the psychiatrists take refuge, "constitutional inferiority," is more likely to describe the stay-at-home than the wanderer. However, one social worker (non-medical) says "a mental twist more often enters into the problem of the deserter than into that of the non-supporter, from my experience." The head of a large probation department writes: "Many of the deserters with whom we have dealt were non-supporters before coming to our attention. Among the men convicted of abandonment, however, is a group which is above the average in intelligence--skilled workers or men in professional occupations." If this concurrence of observation is sound the reason for the social worker's preference for the deserter as material with which to work is not far to seek. With the deserter as described, the problem is chiefly to alter his point of view; with the non-supporter it is, in addition, to stiffen his will and to increase his capacity--a far more complica

I did," said Caleb. "That makes no difference. You did not say you _thought_ you hung it up, but that you were sure you did." "Well, I certainly thought I did," said Caleb; "and I am sure it wasn't a lie." Dwight insisted that it was, and Caleb determined to ask his grandmother. They returned to the mole. It was not long after this, that David, on looking towards the house, called out that his mother was coming. It was true. She put on her bonnet, and was coming slowly down to the brook, to see how the boys got on with their work. They were rejoiced to see her coming. They took Caleb's chair, and laid it down upon its side, and then put one of the side-pieces of the wheelbarrow upon it with the clean side up; and this made quite a comfortable seat for her, though it was a little unsteady. She sat down upon it, and made a good many enquiries about their plan and the progress of the work. "Well, boys," said she, "that is a capital plan, and you will have a great eddy above your mole." "An eddy!" said Dwight, "what is that?" "Why, the water coming down, will strike upon the outer end of your mole, and be turned in towards the shore, and then will go round, and will come into the stream again. There, you can see it is beginning to run so already." So the boys looked above the mole, and they saw the little bubbles that were floating in the water, sailing round and round slowly, in a small circle, between the upper side of the mole and the shore. "When you get it built away out," said Madam Rach
