He proposition, that the Duke of Wellington is mortal, is evidently an inference, it is got at as a conclusion from something else; but do we, in reality, conclude it from the proposition--All men are mortal? I answer, No. "The error committed is, I conceive, that of overlooking the distinction between the two parts of the process of philosophizing--the inferring part and the registering part; and ascribing to the latter the functions of the former. The mistake is that of referring a

well, well, it won't be my fault if you haven't good times of it now. I wish John Manly was here to see you." In the afternoon I was put into a low Park chair and brought to the door. Miss Ellen was going to try me, and Green went with her. I soon found that she was a good driver, and she seemed pleased with my paces. I heard Joe telling her about me, and that he was sure I was Squire Gordon's old "Black Beauty." When we returned, the other sisters came out to hear how I had behaved myself. She told them what she had just heard, and said: "I shall certainly write to Mrs. Gordon, and tell her that her favorite horse has come to us. How pleased she will be!" After this I was driven every day for a week or so, and as I appeared to be quite safe, Miss Lavinia at last ventured out in the small close carriage. After this it was quite decided to keep me and call me by my old name of Black Beauty. I have now lived in this happy place a whole year. Em coated with salt grass." He pointed to the ragged edge of the cliff a score paces away. "They raised it out there," he said, "and further--a temple of bonded stone. They thought to bribe the Lord to a partnership in their corruption, and He answered by casting down the fair mansion into the waves." I said, "Who--who, my friend?" "They that builded the church," he answered. "Well," I said. "It seems a certain foolishness to set the edifice so close to the margin." Again he chuckled. "It was close, close, as you say; yet none so close as you might think nowadays. Time hath gnawed here like a rat on a cheese. But the foolishness appeared in setting the brave mansion between the winds and its own graveyard. Let the dead lie seawards, one had thought, and the church inland where we stand. So had the bell rung to this day; and only the charnel bones flaked piecemeal into the sea." "Ce

tradespeople, was exhausted. It was surprising that anybody could care so much for a shilling's worth of tarts or fruit as to be at the trouble of any concealment, or of constantly getting out of Hugh's way, rather than pay, and have done with it. When Lamb was seen munching or skulking, Firth sometimes asked Hugh whether he had got justice yet in that quarter: and then Hugh laughed; and Firth saw that he had gained something quite as good,--a power of doing without it good-humouredly, from those who were so unhappy as not to understand or care for justice. In one respect, however, Hugh was still within Lamb's power. When Lamb was not skulking, he was much given to boasting; and his boasts were chiefly about what a great man he was to be in India. He was really destined for India; and his own opinion was that he should have a fine life of it there, riding on an elephant, with a score of servants always about him, spending all his mornings in shooting, and all his evenings at dinners and balls. Hugh did not care about the servants, sport, or dissipation; and he did not see why any o

Ied with the suppression of the Satsuma Rebellion. The civil war being ended, in 1878, the year which marked a decade from the establishment of the new regime, the government, persuaded that the time for popular institutions was fast approaching, not alone through representations of the Tosa memorialists, but through many other signs of the times, decided to take a step in the direction of establishing a national assembly. But the government acted cautiously. Thinking that to bring together hundreds of members unaccustomed to parliamentary debate and its excitement, and to allow them a hand in the administration of affairs of the state, might be attended with serious dangers, as a preparation for the national assembly the government established first local assemblies. Certainly this was a wise course. These local assemblies have not only been good training schools for popular government, but also proved reasonably successful. They hold their sessions every year, in the month of March, in their respective electoral districts, and there discuss all questions of local taxation. They may also petition the central government on other matters of local interest. The members must be males of the full age of twenty-five years, who have been resident for three years in the district and pay the sum of $10 as a land tax within their district. The qualifications for electors (males only) are: an age of twenty years, registration, and payment of a land tax of $5. Voting is by ballot, but the names of the voters are to be written by themselves on the voting papers. There are now 2172 members who sit in these local assemblies, and it was from the more experienced members of these assemblies that the majority of the members of the House of Representatives of the Imperial Diet, convened for the first time last year, were chosen. The gulf between absolute government and popu
