On yesterday (feb-13),

the governor of the Federal District (Brazil), capital of Brazil,
published the
decree ruling the use of information and communication technologies in the
state. Free software has become mandatory, and when the acquisition of
proprietary
software they must be justified.  The Federal District has a population of
2.600.000 persons.

The fact generated repercussions in the media and in  free software movement
