me parece que no es ese el concepto.  si modificas scilab y lo
redistribuis, ya no es "el scilab", es una obra derivada de scilab.
lo mismo para cualquier otro programa.  o sea, aunque el cambio sea
minimo, ya no es exactamente la misma obra.

la misma licencia de scilab dice:
" 2- Definitions

The SOFTWARE is defined as all successive versions of SCILAB software
and their documentation that have been developed by INRIA and ENPC.

SCILAB DERIVED SOFTWARE is defined as all or part of the SOFTWARE that
you have modified and/or translated and/or adapted "

y wikipedia sobre esta licencia dice:
" The Scilab web page describes it as "open source" software, but it
is not "open source" according to the widely accepted open source
definition, and is semi-free software according to the nomenclature of
the Free Software Foundation. The reason for this is that the Scilab
license's prohibition of commercial distribution or use of modified
versions of Scilab contradicts clause 6 of the open source definition

lo bueno es que (segun dice wikipedia, y ademas se puede verificar en
internet), la proxima version de scilab va a publicarse bajo una
licencia libre (la cecill francesa, que ademas es compatible con
gpl2).
