The banking franchise also allows the banksters to decide who gets loans<br>
and on what terms, and thereby both providing incentives for self dealing<br>
and determining the basic structure of otherwise sovereign economies. This<br>
shows up also in the deregulation of environmental controls thus also in<br>
despoiling the commons in yet another way.<br>
