3. Germany: Referendum on Stuttgart 21 - unfair quorum handicaps modern politics<br>

On 20 April the Green-red coalition government announced that they had agreed to hold<br>
a referendum on Stuttgart 21 this autumn. This case is a clear example of how damaging<br>
unnecessary quorums can be to direct-democratic procedures<br>

In a 2008 verdict, the Constitutional Court judges the current German voting law to be<br>

quickly approaching, the governing parties CDU/CSU and FDP are yet failing to meet the ruling.<br>
