Dear all,

The IGF MAG has a view to producing a policy paper with recommendations
for how to connect the next billion.

Initial support for "effective competition" seems weak, and they will
gather public opinions in May according to the time frame proposed. Not
to mention the MAG has AT&T and Verizon included, while challenger ISPs
from Europe that I've encountered witness that they don't see the point
really of engaging with the UN. Civil society is focused on community
networks, where for instance in Europe, we see that actors that are
community networks make a big and relevant difference in markets where
effective competition is not effectively enforced.

I pointed out that the EU is a good example of how effective competition
when enforced or not enforced is helpful to infrastructure investments,
upon which the plan included details on "regional specificities". I'm
not sure if this somehow counter-balances the idea that Europe is a
quite good point of reference for competition/non-competition in poor
and rich countries.

Could/should we try and make some form of submission in this process? I
already pinged ECTA about it, although they would of course be
considered a "regional player".
