[P2P-F] a latin american thought experiment

Supposing you were a part of the government of a latin american Nation state.  supposing furthermore that you were presenting yourself to the world as a pragmatic and populist, anti global capitalist leader. 

how might you flush out those people in your nation who would be likely to insist that you kept the promises you made?  Might you undertake a controlled experiment called the FLOK society to flush those people out of the woodwork who would be independent enough thinkers to expect you to be serious about the plans you made in your public pronouncements?  wouldn't those who come out in support of such principles be placing themselves at risk of feeling the regimes displeasure in the future?

Just curious…..
