just was alerted by Larry Lessig’s blog to the Voice of the People project,
which is developing innovative (and scientifically valid) ways to allow
“Members of Congress to hear from a representative sample of their
constituents on key issues facing Congress.”  Create a Citizen Cabinet: A
scientifically selected representative sample of over 120,000 Americans
would be regularly consulted on policy issues, using new online interactive
tools.

Sounds very similar to a Reference Parliament, doesn’t it?
