day, a roaring out-of-control locomotive mowing down continents of forests,=
 sweeping oceans of life, clawing out mountains of minerals, pumping out la=
kes of fuels, devouring the planet's last accessible natural resources =
to turn them into "product," while destroying fragile global ecol=
ogies built up over eons of time. Between <a href=3D"tel:1950" value=3D"+66=
1950" target=3D"_blank">1950</a> and 2000 the global human population more =
than doubled from 2.5 to 6 billion. But in these same decades, consumption =
of major natural resources soared more than sixfold on average, some much m=
ore. Natural gas consumption grew nearly twelvefold, bauxite (aluminum ore)=
 fifteenfold. And so on. At current rates, Harvard biologist E.O. Wilson sa=
ys that &quot;half the world&#39;s great forests have already been leveled =
and half the world&#39;s plant and animal species may be gone by the end of=
 this century.&quot;</p>

Corporations aren&#39;t necessarily evil, though plenty are diabolically ev=
il, but they can&#39;t help themselves. They&#39;re just doing what they&#3=
9;re supposed to do for the benefit of their shareholders. Shell Oil can&#3=
9;t help but loot Nigeria and the Arctic and cook the climate. That&#39;s w=
hat shareholders demand. BHP Billiton, Rio Tinto and other mining giants ca=
n&#39;t resist mining Australia&#39;s abundant coal and exporting it to Chi=
na and India. Mining accounts for 19% of Australia&#39;s GDP and substantia=
l employment even as coal combustion is the single worst driver of global w=
arming. IKEA can&#39;t help but level the forests of Siberia and Malaysia t=
o feed the Chinese mills building their flimsy disposable furniture (IKEA i=
s the third largest consumer of lumber in the world). Apple can&#39;t help =
it if the cost of extracting the &quot;rare earths&quot; it needs to make m=
illions of new iThings each year is the destruction of the eastern Congo - =
violence, rape, slavery, forced induction of child soldiers, along with poi=
soning local waterways. Monsanto and DuPont and Syngenta and Bayer Crop Sci=
ence have no choice but to wipe out bees, butterflies, birds, small farmers=
 and extinguish crop diversity to secure their grip on the world&#39;s food=
 supply while drenching the planet in their Roundups and Atrazines and neon=
icotinoids.</p>

have much impact on the global environment. But today, when everything is p=
roduced in the millions and billions, then trashed today and reproduced all=
 over again tomorrow, when the planet is looted and polluted to support all=
 this frantic and senseless growth, it matters - a lot.</p>

The world&#39;s climate scientists tell us we&#39;re facing a planetary eme=
rgency. They&#39;ve been telling us since the 1990s that if we don&#39;t cu=
t global fossil fuel greenhouse gas emissions by 80-90% below <a href=3D"te=
l:1990" value=3D"+661990" target=3D"_blank">1990</a> levels by 2050 we will=
 cross critical tipping points and global warming will accelerate beyond an=
y human power to contain it. Yet despite all the ringing alarm bells, no co=
rporation and no government can oppose growth and, instead, every capitalis=
t government in the world is putting pedal to the metal to accelerate growt=
h, to drive us full throttle off the cliff to collapse....</p>

We all know what we have to do: suppress greenhouse gas emissions. Stop ove=
r-consuming natural resources. Stop the senseless pollution of the earth, w=
aters, and atmosphere with toxic chemicals. Stop producing waste that can&#=
39;t be recycled by nature. Stop the destruction of biological diversity an=
d ensure the rights of other species to flourish. We don&#39;t need any new=
 technological breakthroughs to solve these problems. Mostly, we just [need=
 to] stop doing what we&#39;re doing. But we can&#39;t stop because we&#39;=
re all locked into an economic system in which companies have to grow to co=
mpete and reward their shareholders and because we all need the jobs....</p>

Still, it&#39;s one thing for James Hansen or Bill McKibben to say we need =

emissions - in the abstract. But think about what this means in our capital=
ist economy. Most of us, even passionate environmental activists, don&#39;t=
 really want to face up to the economic implications of the science we defe=
nd....</p>

Of course, no one wants to hear this because, given capitalism, this would =
unavoidably mean mass bankruptcies, global economic collapse, depression an=
d mass unemployment around the world. That&#39;s why in April 2013, in layi=
ng the political groundwork for his approval of the XL pipeline in some for=
m, President Obama said &quot;the politics of this are tough.&quot; The ear=
th&#39;s temperature probably isn&#39;t the &quot;number one concern&quot; =
for workers who haven&#39;t seen a raise in a decade; have an underwater mo=
rtgage; are spending $40 to fill their gas tank, can&#39;t afford a hybrid =
car; and face other challenges.&quot; Obama wants to save the planet but gi=
ven capitalism his &quot;number one concern&quot; has to be growing the eco=
nomy, growing jobs. Given capitalism - today, tomorrow, next year and every=
 year - economic growth will always be the overriding priority ... till we =
barrel right off the cliff to collapse....</p>

If there&#39;s no market mechanism to stop plundering the planet then, agai=
n, what alternative is there but to impose an emergency contraction on reso=

This doesn&#39;t mean we would have to de-industrialize and go back to ridi=
ng horses and living in log cabins. But it does mean that we would have to =
abandon the &quot;consumer economy&quot; - shut down all kinds of unnecessa=
ry, wasteful and polluting industries from junkfood to cruise ships, dispos=
able Pampers to disposable H&amp;M clothes, disposable IKEA furniture, endl=
ess new model cars, phones, electronic games, the lot. Plus all the banking=
, advertising, junk mail, most retail, etc. We would have [to] completely r=
edesign production to replace &quot;fast junk food&quot; with healthy, nutr=
itious, fresh &quot;slow food,&quot; replace &quot;fast fashion&quot; with =
&quot;slow fashion,&quot; bring back mending, alterations and local tailors=
 and shoe repairmen. We would have to completely redesign production of app=
liances, electronics, housewares, furniture and so on to be as durable and =
long-lived as possible. Bring back appliance repairmen and such. We would h=
ave to abolish the throwaway disposables industries, the packaging and plas=
tic bag industrial complex, bring back refillable bottles and the like. We =
would have to design and build housing to last for centuries, to be as ener=
gy efficient as possible, to be reconfigurable, and shareable. We would hav=
e to vastly expand public transportation to curb vehicle use but also build=
 those we do need to last and be shareable like Zipcar or Paris&#39; munici=
pally-owned &quot;Autolib&quot; shared electric cars.</p>

 overconsumption and save the world. All these changes are simple, self-evi=
dent, no great technical challenge. They just require a completely differen=
t kind of economy, an economy geared to producing what we need while conser=
ving resources for future generations of humans and for other species with =
which we share this planet....</p>

ross the planet, more people are joining environmental groups and engaging =
in increasingly bold protest actions. Sooner or later, government leaders a=
re likely to face multiple eruptions of mass public anger and may, in the e=
nd, be forced to make radical adjustments in energy policy or risk being sw=
ept aside.</p>

The same trajectory of events -- a small-scale environmental protest evolvi=
ng into a full-scale challenge to governmental authority -- can be seen in =
other mass protests of recent years.</p><p align=3D"left" style=3D"font-siz=

Take a Chinese example: in October 2012, students and middle class people j=
oined with poor farmers to protest the construction of an $8.8 billion petr=
ochemical facility in Ningbo, a city of 3.4 million people south of Shangha=
i. In a country where environmental pollution has reached nearly unpreceden=
ted levels, these protests were touched off by fears that the plant, to be =
built by the state-owned energy company Sinopec with local government suppo=
rt, would produce paraxylene, a toxic substance used in plastics, paints, a=
nd cleaning solvents.</p>
<p align=3D"left" style=3D"font-size:14px;line-height:1.5em;padding-right:0=
;margin-top:0;font-family:Georgia,Times,&#39;Times New Roman&#39;,serif;mar=

Here, too, the initial spark that led to the protests was small-scale. On O=
ctober 22nd, some 200 farmers obstructed a road near the district governmen=
t=92s office in an attempt to block the plant=92s construction. After the p=
olice were called in to clear the blockade, students from nearby Ningbo Uni=
versity joined the protests. Using social media, the protestors quickly enl=
isted support from middle-class residents of the city who converged in thei=
r thousands on downtown Ningbo. When riot police moved in to break up the c=
rowds, the protestors fought back, attacking police cars and throwing brick=
s and water bottles. While the police eventually gained the upper hand afte=
r several days of pitched battles, the Chinese government concluded that ma=
ss action of this sort, occurring in the heart of a major city and featurin=
g an alliance of students, farmers, and young professionals, was too great =
a threat. After five days of fighting, the government gave in, announcing t=
he cancellation of the petrochemical project.</p>

The Ningbo demonstrations were hardly the first such upheavals to erupt in =
China. They did, however, highlight a growing governmental vulnerability to=
 mass environmental protest. For decades, the reigning Chinese Communist Pa=
rty has justified its monopolistic hold on power by citing its success in g=
enerating rapid economic growth. But that growth means the use of ever more=
 fossil fuels and petrochemicals, which, in turn, means increased carbon em=
issions and disastrous atmospheric pollution, including one =93airpocalypse=
=94 after another.</p>

;margin-top:0;font-family:Georgia,Times,&#39;Times New Roman&#39;,serif;mar=

Until recently, most Chinese seemed to accept such conditions as the inevit=
able consequences of growth, but it seems that tolerance of environmental d=
egradation is rapidly diminishing. As a result, the party finds itself in a=
 terrible bind: it can slow development as a step toward cleaning up the en=
vironment, incurring a risk of growing economic discontent, or it can conti=
nue its growth-at-all-costs policy, and find itself embroiled in a firestor=
m of Ningbo-style environmental protests.</p>

What these episodes tell us is that people around the world are becoming ev=
er more concerned about energy policy as it affects their lives and are pre=
pared -- often on short notice -- to engage in mass protests. At the same t=
ime, governments globally, with rare exceptions, are deeply wedded to exist=
ing energy policies. These almost invariably turn them into targets, no mat=
ter what the original spark for mass opposition. As the results of climate =
change become ever more disruptive, government officials will find themselv=
es repeatedly choosing between long-held energy plans and the possibility o=
f losing their grip on power.</p>

Because few governments are as yet prepared to launch the sorts of efforts =
that might even begin to effectively address the peril of climate change, t=
hey will increasingly be seen as obstacles to essential action and so as en=
tities that need to be removed. In short, climate rebellion -- spontaneous =
protests that may at any moment evolve into unquenchable mass movements -- =
is on the horizon. Faced with such rebellions, recalcitrant governments wil=
l respond with some combination of accommodation to popular demands and har=
sh repression.</p>

Many governments will be at risk from such developments, but the Chinese le=
adership appears to be especially vulnerable. The ruling party has staked i=
ts future viability on an endless carbon-fueled growth agenda that is stead=
ily destroying the country=92s environment. It has already faced half-a-doz=
en environmental upheavals like the one in Ningbo, and has responded to the=
m by agreeing to protestors=92 demands or by employing brute force. The que=
stion is: How long can this go on?...</p>
