Just wanted to remind people that the deadline for the consultation is
tomorrow, and to applaud LQDN for the work which they have done on the
submission.

One element which would be worth adding is the absence in the report of
an evaluation of the effect of the Enforcement Directive on innovation,
as mandated in the same article requiring a review of the implementation.

On a different angle I think it's important to monitor the development
and activity of the European Piracy and Counterfeiting Observatory,
whose reports will form the basis for 'evidence' for economic damage in
the future. The RAND corporation's UK office has recently been rewarded
the contract for the report. Some may recall their US operation's report
on Film Piracy, Organised Crime and Terrorism - the auguries aren't good.
