Hi Michel,
the site information is not complete (the "about" page is empty), it 
seems that the project is under development. The covered information 
includes news about Taringa case (important copyright case taking place 
in Argentina), the Ley Lleras in Colombia (Carolina can provide more 
details) and some congresses related to Free Culture.

It's supported by the famous Getulio Vargas Institute from Brasil.
