I have yet to see more than one discussion or exchange happen in my
connection to Google+ despite thousands of invites to connect. It's
the most populated place where not much at all is really happening
online that I can think of! :)

However it is true that Google tends to support data portability (via
user interface and API). Google also recently tends to err on the side
of contributing to commons, which is how we ended up with open source
etherpad, and open source version of Google Wave. Google Wave itself
supported connection to "bot" programs (and access to google app
engine), which in turn opened the application up to all sorts of
interoperability possibilities. I assume this is still part of open
source wave. So, by my reckoning Google Wave had real potential for
truly being an "interoperable social web" application.

Google+ doesn't yet have a public API supported by Google.
