Sorry if I didn't told before but english is working perfectly in ICE. And, 
yes, I booted fisrt the CD with the "englishrt dma" cheatcode.

It's only when I work in KDE that the english language do not work well. By 
the way, the patch you proposed to add in kdestart works lik.e a charm
