ANSPORTE COLETIVO INTERMUNICIPAL</h4>

A ARTESP regulamenta e fiscaliza a operação do Sistema de Transporte Intermunicipal de passageiros em todo o Estado, exceto nas ligações de competência da EMTU - Empresa Metropolitana de Transportes Urbanos, nas áreas circunscritas às regiões metropolitanas estabelecidas, de São Paulo, de Campinas e da Baixada Santista.<br /><br />O Sistema utiliza uma malha viária de aproximadamente 34 mil km, além de viário urbano nos municípios por onde possui passagem.<br />&nbsp;</div>

O Serviço Regular, estabelecido pelo Decreto 29.913 de 1989 e suas alterações, é caracterizado pela operação de um conjunto de linhas que oferecem serviço público de transporte de passageiros entre municípios, de forma contínua e com regularidade, de acordo com o plano operacional estabelecido e realizado nas modalidades Rodoviário e Suburbano.<br /><br />O Serviço Rodoviário apresenta, entre outras características, serviço em geral expresso, com embarque e desembarque em terminais rodoviários ou agências de venda de passagens, utilização de veículos com poltronas individuais, porta única para embarque e desembarque, bagageiro externo e proibição de transporte de passageiros em pé.<br /><br />O Serviço Suburbano apresenta serviço parador, com cobrança de passagens no interior do veículo, paradas efetuadas em pontos e abrigos ao longo do trajeto, veículos tipo urbano convencional com portas independentes para embarque e desembarque e assentos não numerados. Nessa modalidade é permitido o transporte de passageiros em pé.<br /><br />Em dezembro de 2010 o Sistema Regular contava com 128 empresas, 676 linhas rodoviárias e 454 linhas suburbanas.<br /><br />A demanda de passageiros no sistema regular tem apresentado, desde 1995, tendência de queda, passando de 317 milhões de passageiros para 143,8 milhões em 2010. Essa redução pode ser atribuída, entre outros fatores, a transferências para a EMTU dos serviços suburbanos nas regiões metropolitanas e à migração de passageiros do sistema regular para o serviço de fretamento.</div>

A regulação do Transporte Coletivo assegura qualidade, conforto e segurança.</h4>

A prestação dos serviços Regular e de Fretamento é regulamentada pelos Decretos 29.913/89 e 29.912/89 respectivamente. Cabe à ARTESP, através de fiscalização e do acompanhamento do atendimento aos regulamentos, assegurar o cumprimento dos direitos e obrigações, com o intuito de garantir a qualidade, o conforto e principalmente a segurança dos passageiros transportados.</div>

<strong>DO TOTAL DE ACIDENTES OCORRIDOS NA MALHA RODOVIÁRIA ESTADUAL, APENAS 0,9% É ATRIBUÍDO AOS ÔNIBUS DO SISTEMA REGULADO PELA ARTESP, SENDO QUE DESSE PERCENTUAL, 1,1% SÃO ACIDENTES COM DANOS MATERIAIS E 0,5% COM VÍTIMAS FERIDAS.</strong></div>

A ARTESP implantou o Programa de Gerenciamento de Acidentes com o objetivo de orientar na aplicação de medidas junto aos operadores e ampliar a segurança nas viagens, reduzindo o número de acidentes.</div>
