A 1ª Conferência Nacional sobre Transparência e Participação Social - 1ª Consocial - tem por objetivo principal promover a transparência pública e estimular a participação da sociedade no acompanhamento da gestão pública, contribuindo para um controle social mais efetivo e democrático que garanta o uso correto e eficiente do dinheiro público.</SPAN></P>

<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 2º. São objetivos específicos da 1ª Consocial: </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">I - debater e propor ações de promoção da participação da sociedade civil na gestão pública e de fortalecimento da interação entre sociedade e governo;</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">II - promover, incentivar e divulgar o debate e o desenvolvimento de novas idéias e conceitos sobre a participação social no acompanhamento da gestão pública;</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">III - estimular os órgãos públicos a implementar mecanismos de transparência e acesso da sociedade à informação pública;</SPAN></P>

<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">IV - debater e propor mecanismos de sensibilização e mobilização da sociedade em prol da participação e acompanhamento da gestão pública;</SPAN></P>

<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">V - discutir e propor ações de capacitação e qualificação da sociedade para o acompanhamento da gestão pública, que utilizem inclusive ferramentas e tecnologias de informação; </SPAN></P>

O Texto-base deve orientar os debates, apresentando um panorama sobre os assuntos relacionados aos eixos temáticos, com indicação das iniciativas implementadas e das perspectivas e possibilidades de avanços em cada área.</SPAN></P>

<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 9º. Os debates e deliberações de todas as etapas da 1ª Consocial devem relacionar-se diretamente com os objetivos gerais e específicos da conferência.</SPAN></P>

<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">a) Conferências Municipais: de 1º de junho a 3 de julho de 2011;</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">b) Conferências Estaduais e Distrital: de 1º de agosto a 5 de setembro de 2011;</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">c) Conferências Livres: de 1º de maio a 3 de julho de 2011;</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">d) Conferência Virtual: de 4 julho a 19 de agosto de 2011;</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">e) Projetos Especiais: até 15 de outubro de 2011.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">II - Etapa Nacional: de 13 a 15 de outubro de 2011. </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">§1º A não realização de alguma etapa preparatória prevista no inciso I, em uma ou mais unidades da federação, não se constitui impedimento para a realização da Etapa Nacional no prazo previsto. </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">§2º O respeito aos prazos previstos para a realização das Conferências Estaduais e Distrital é condição à participação dos respectivos representantes eleitos na Etapa Nacional.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 11. A Etapa Nacional da 1ª Consocial será realizada na cidade de Brasília-DF.</SPAN></P>

<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 12. A 1ª Consocial será presidida pelo Ministro de Estado Chefe da Controladoria-Geral da União.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Parágrafo único. Em sua ausência ou impedimento, a 1ª Consocial será presidida pelo Secretário-Executivo da Controladoria-Geral da União.</SPAN></P>

<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 13. A Comissão Organizadora Nacional (CON) se constitui em instância de coordenação e organização da 1ª Consocial.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">§ 1º. As deliberações da CON serão aprovadas pelo voto da maioria dos representantes presentes às reuniões.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">§ 2º. Será adotada a modalidade de deliberação qualificada sempre que a maioria dos representantes do poder público, da sociedade civil ou dos conselhos de políticas públicas apresentar questão controversa em votação.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">§ 3º. As deliberações qualificadas serão aprovadas pelo voto da maioria absoluta dos membros da CON.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 14. A CON terá 41 (quarenta e uma) cadeiras, sendo 25 (vinte e cinco) representantes da sociedade civil, 3 (três) dos conselhos de políticas públicas e 13 (treze) do poder público.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 15. A Comissão Organizadora Nacional é composta por representantes dos órgãos e entidades constantes do Anexo I desse regimento.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 16. São membros natos da Comissão Organizadora Nacional:</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">I - a Presidente da Comissão; e</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">II - o Coordenador-Executivo da 1ª Consocial.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 17. A Comissão Organizadora Nacional será presidida pela Diretora de Prevenção da Corrupção da Controladoria-Geral da União.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Parágrafo único. Em sua ausência ou impedimento, a Comissão Organizadora Nacional será presidida pelo Coordenador-Executivo da 1ª Consocial.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 18. Compete à Comissão Organizadora Nacional:</SPAN></P>
<P style="TEXT-ALIGN: justify; TEXT-INDENT: 42.5pt" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">I - coordenar, supervisionar e promover a realização da 1ª Consocial;</SPAN></P>

<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 19. A Comissão Organizadora Nacional realizará reuniões periódicas a fim de debater e deliberar sobre aspectos relacionados à 1ª Consocial.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Parágrafo único. A ausência injustificada de uma entidade em duas reuniões da CON ensejará seu desligamento da Comissão.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 20. Poderão ser convocadas pessoas ou entidades especializadas em temas afetos à Conferência para reuniões específicas da CON.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 21. Ao final dos trabalhos, a Comissão Organizadora Nacional deverá apresentar relatório sistematizado de suas atividades à Controladoria-Geral da União, contendo descrição, avaliação e sugestões de aperfeiçoamento.</SPAN></P>

<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">VI - propor a metodologia das etapas preparatórias e da Etapa Nacional da 1ª Consocial;</SPAN></P>

A Coordenação-Executiva Nacional deverá sistematizar as propostas resultantes das Conferências Estaduais e Distrital, além daquelas advindas das Conferências Livres e Virtual, consolidando-as no Caderno de Propostas da Etapa Nacional.</SPAN></P>

<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 28. As Conferências Municipais deverão ser convocadas, preferencialmente, pelo Poder Executivo local, mediante edição de decreto que deverá ser publicado em meio de divulgação oficial e veículos de divulgação local.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Parágrafo único. O prazo para a convocação da Conferência Municipal pelo Poder Executivo Municipal encerra-se em 21 de maio de 2011.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 29. No caso do Poder Executivo Municipal não convocar a Conferência Municipal no prazo previsto, a sociedade civil poderá fazê-lo até 31 de maio de 2011.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">§ 1º. A convocação da Conferência Municipal pela sociedade civil deverá seguir os seguintes requisitos:</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">I - a entidade convocadora deve ser uma associação civil legalmente constituída e em funcionamento há pelo menos um ano e estar em dia com suas obrigações fiscais;</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">II - ampla publicidade do ato de convocação em veículo de divulgação local; e</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">III - assinatura do Formulário de Requisição de Convocação por pelo menos 100 (cem) eleitores, qualificados com nome e número do título de eleitor.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">§ 2º.<SPAN> </SPAN>O Formulário de Requisição de Convocação estará disponível no portal da 1ª Consocial na internet e deverá ser encaminhado, pelos Correios, à Coordenação-Executiva Nacional.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">§ 3º. A convocação de cada Conferência Municipal somente poderá ser realizada uma única vez.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">§ 4º. A Conferência Municipal será considerada convocada pela associação que primeiro remeter à Coordenação-Executiva Nacional o Formulário de Requisição de Convocação preenchido e válido.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 30. As informações relativas à convocação da Conferência Municipal deverão ser imediatamente encaminhadas à respectiva Comissão Organizadora Estadual – COE –, bem como à CON.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 31. As Conferências Municipais serão organizadas e coordenadas por Comissões Organizadoras Municipais – COMU, observando-se, para a composição dessa COMU, do colégio eleitoral da conferência e da delegação eleita para a etapa estadual, os percentuais de representação constantes do artigo 58.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Parágrafo único - As Comissões Organizadoras Municipais deverão seguir os procedimentos, a metodologia e os documentos de referência estabelecidos pela Comissão Organizadora Nacional e pela Comissão Organizadora Estadual ou Distrital.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 32. As Conferências Municipais elegerão delegados e encaminharão propostas às Conferências Estaduais ou Distrital.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 33. Será permitida a realização de Conferências Regionais reunindo mais de um município, desde que convocadas por seus respectivos Poderes Executivos ou por associações qualificadas no § 1º do artigo 29.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Parágrafo único – As Conferências Regionais serão consideradas equivalentes às Conferências Municipais.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 34. O Relatório da Etapa Municipal deverá obedecer ao modelo disponível no portal da 1ª Consocial na internet e ser enviado à Comissão Organizadora Estadual ou Distrital competente no prazo de 7 (sete) dias após a realização da respectiva etapa.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>

<P style="TEXT-ALIGN: center" class=ecxMsoNormal align=center><SPAN style="COLOR: black">Das Conferências Estaduais e Distrital</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 35. A convocação da Conferência Estadual ou Distrital deverá, preferencialmente, ser realizada pelo Poder Executivo, mediante edição de decreto que deverá ser publicado em meio de divulgação oficial e veículos de divulgação local.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Parágrafo único – O prazo final para a convocação da Conferência Estadual ou Distrital pelo Poder Executivo Estadual ou Distrital é 16 de abril de 2011.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 36. No caso do Poder Executivo Estadual ou Distrital não convocar a Conferência Estadual ou Distrital no prazo previsto, a sociedade civil poderá fazê-lo até 23 de abril de 2010.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">§ 1º. A convocação da Conferência Estadual ou Distrital pela sociedade civil deverá seguir os seguintes requisitos:</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">I - a entidade convocadora deve ser uma associação civil legalmente constituída, de abrangência estadual ou distrital, em funcionamento há pelo menos um ano e estar em dia com suas obrigações fiscais;</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">II - ampla publicidade ao ato de convocação em veículos de divulgação de todo o estado; e</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">III - assinatura do Formulário de Requisição de Convocação por pelo menos 300 (trezentos) eleitores, qualificados com nome e número do título de eleitor.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">§ 2º.<SPAN> </SPAN>O Formulário de Requisição de Convocação estará disponível no portal da 1ª Consocial na internet e deverá ser encaminhado, pelos Correios, à Coordenação-Executiva Nacional.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">§ 3º. A convocação de cada Conferência Estadual ou Distrital somente poderá ser realizada uma única vez.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">§ 4º. A Conferência Estadual ou Distrital será considerada convocada pela associação que primeiro remeter à Coordenação-Executiva Nacional o Formulário de Requisição de Convocação preenchido e válido.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 37. As Conferências Estaduais e Distrital deverão ser organizadas e coordenadas por uma Comissão Organizadora Estadual ou Distrital - COE -, observando-se, para a composição da COE, do colégio eleitoral da conferência e da delegação eleita para a Etapa Nacional, os percentuais de representação aproximados aos constantes do artigo 58.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Parágrafo único – As Conferências Estaduais e Distrital elegem delegados e encaminham propostas diretamente à Etapa Nacional da 1ª Consocial.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 38. Poderão ser realizadas conferências preparatórias à Conferência Distrital, pelas regiões administrativas do Distrito Federal; considerando-se, nesse caso, essas etapas como equivalentes a Conferências Municipais.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 39. O Relatório da Etapa Estadual ou Distrital deverá obedecer ao modelo disponível no portal da 1ª Consocial na internet e ser enviado à Coordenação-Executiva Nacional no prazo de 7 (sete) dias após a realização da respectiva etapa.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Parágrafo único. O relatório encaminhado após o prazo estabelecido no caput desse artigo não será considerado na elaboração do Caderno de Propostas da Etapa Nacional.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 40. As COE deverão seguir os procedimentos, a metodologia e os documentos de referência estabelecidos pela Comissão Organizadora Nacional.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 41. O Coordenador-geral da Comissão Organizadora Estadual ou Distrital será indicado pelo Governador do Estado ou do Distrito Federal.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 42. Compete à Comissão Organizadora Estadual - COE:</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">I - coordenar, promover e realizar a etapa estadual ou distrital da 1ª Consocial;</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">II - orientar os trabalhos das Comissões Organizadoras Municipais;</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">III - mobilizar a sociedade civil, os conselhos de políticas públicas e o poder público, no âmbito de sua atuação no estado ou no município, para organizarem e participarem da 1ª Consocial;</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">IV - viabilizar a infraestrutura necessária à realização da etapa estadual ou distrital;</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">V - definir a programação da etapa estadual, conforme orientação da Comissão Organizadora Nacional;</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">VI - produzir e divulgar a avaliação da etapa estadual ou distrital;</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">VII - elaborar e divulgar relatórios parciais e finais do processo da 1ª Consocial no estado ou Distrito Federal;</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">VIII - fomentar a implementação das resoluções da 1ª Consocial, bem como das resoluções da etapa realizada no estado ou no Distrito Federal;</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">IX - deliberar sobre a forma de eleição dos delegados da etapa estadual ou distrital, conforme orientação da Comissão Organizadora Nacional;</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">X - deliberar, com a supervisão da Comissão Organizadora Nacional, sobre todas as questões referentes à etapa estadual ou distrital que não estejam previstas neste Regimento.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 43. A COE contará com uma Coordenação-Executiva Estadual ou Distrital, instituída pelo respectivo Poder Executivo, que prestará apoio operacional e assistência técnica na execução das atividades da Conferência Estadual ou Distrital.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 44. O número de delegados da Etapa Nacional a serem eleitos nas Conferências Estaduais e Distrital está disposto no Anexo II desse Regimento.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: center" class=ecxMsoNormal align=center><SPAN style="COLOR: black">Seção III</SPAN></P>
<P style="TEXT-ALIGN: center" class=ecxMsoNormal align=center><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: center" class=ecxMsoNormal align=center><SPAN style="COLOR: black">Das Conferências Livres</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 46. As Conferências Livres, complementares às conferências municipais e estaduais, podem ser promovidas por segmentos da sociedade civil, pelos conselhos de políticas públicas e pelo próprio poder público.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">§1º. As Conferências Livres não elegem representantes, mas encaminham propostas diretamente à Coordenação-Executiva Nacional, que as consolidará para a Etapa Nacional da 1ª Consocial.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">§2º. No caso em que as proposições sejam de âmbito estadual ou distrital, estas serão encaminhadas pela Coordenação-Executiva Nacional às respectivas Comissões Organizadoras Estaduais ou Distrital, para que sejam sistematizadas nas Conferências Estaduais ou Distrital.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 47. A validade das Conferências Livres está condicionada aos seguintes requisitos:</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">I - leitura e discussão do Texto-base da 1ª Consocial;</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">II - elaboração e envio do Relatório de Proposições e Atividades, nos termos desse Regimento; e</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">III - observância da proposta metodológica da 1ª Consocial.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 48. As Conferências Livres somente serão consideradas válidas após envio do Relatório de Proposições e Atividades à Coordenação-Executiva Nacional.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">§ 1º. O modelo do formulário Relatório de Proposições e Atividades encontra-se no portal da 1ª Consocial na internet.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">§ 2º. O Relatório de Proposições e Atividades, preenchido, deverá ser encaminhado à Coordenação-Executiva Nacional por meio do portal da 1ª Consocial na internet até 10 de julho de 2011.</SPAN></P>

<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 49. A Conferência Virtual tem por objetivo ampliar e potencializar a participação da sociedade nas discussões relacionadas à 1ª Consocial.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 50. A validade das Conferência Virtual está condicionada aos seguintes requisitos:</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>

<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 52. A Conferência Virtual não elege representantes, mas encaminha propostas diretamente à Etapa Nacional da 1ª Consocial.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Parágrafo único. No caso de as proposições serem pertinentes ao âmbito municipal, regional, estadual ou distrital, elas não comporão o Caderno de Propostas da Etapa Nacional e constarão apenas do Relatório Final da 1ª Consocial.</SPAN></P>

<P style="TEXT-ALIGN: center" class=ecxMsoNormal align=center><SPAN style="COLOR: black">Dos Projetos Especiais </SPAN></P>

<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 53. Os Projetos Especiais visam a ampliar a participação da sociedade na 1ª Consocial, envolvendo públicos diversos, podendo realizar-se sob a forma de concursos culturais, debates acadêmicos, seminários, dentre outras.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 54. Os Projetos Especiais podem ser promovidos e organizados por segmentos da sociedade civil, pelos conselhos de políticas públicas e pelo próprio poder público.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Parágrafo único. A incorporação dos resultados dos Projetos Especiais ao Relatório Final da 1ª Consocial deverá ser aprovada pela Comissão Organizadora Nacional, que, para tanto, considerará a relevância e capacidade do projeto em potencializar as atividades de divulgação, conscientização, sensibilização, capacitação e outras que sejam concernentes ao temário da 1ª Consocial.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 55. Os projetos especiais não elegem representantes nem encaminham propostas para as demais etapas da 1ª Consocial.</SPAN></P>

<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 58. A composição do grupo de participantes previstos no inciso I do artigo anterior deverá ser a seguinte: </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">I - 60% (sessenta por cento) de representantes da sociedade civil;</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">II - 30% (trinta por cento) de representantes do poder público;</SPAN></P>

<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">§ 1º O número de delegados estaduais e distritais será proporcional à população dos estados e do Distrito Federal, conforme apurado pelo Instituto Brasileiro de Geografia e Estatística – IBGE –, nos<SPAN> </SPAN>termos do Anexo II deste Regimento.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">§ 2º Para a definição do número de delegados eleitos nas conferências estaduais e distrital, as 27 unidades da federação serão agrupadas em faixas populacionais, baseadas no seguinte critério:</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">a) população inferior a 3 milhões de habitantes – 28 delegados;</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">b) população entre 3 milhões e 6 milhões de habitantes – 38 delegados;</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">c) população entre 6 milhões e 10 milhões de habitantes – 47 delegados;</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">d) população entre 10 milhões e 20 milhões de habitantes – 56 delgados;</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">e) população acima de 20 milhões de habitantes – 75 delegados.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">§ 3º As Conferências Estaduais e Distrital elegerão os seus delegados titulares e suplentes para a Etapa Nacional segundo critérios estabelecidos pela Comissão Organizadora Nacional.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 59. Cada Comissão Organizadora Estadual deverá enviar à Comissão Organizadora Nacional a lista dos delegados titulares e suplentes eleitos nas respectivas Conferências Estaduais e Distrital em até 7 (sete) dias após a realização destas.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 60. Em caso de ausência ou impedimento de delegado titular, este será substituído por um delegado suplente.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">§ 1º A substituição observará o correspondente segmento representado pelo delegado titular.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">§ 2º O delegado suplente somente participará da Etapa Nacional na ausência do respectivo titular.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">§ 3º A substituição deverá ser comunicada à Coordenação-Executiva Nacional com antecedência mínima de 10 (dez) dias da realização da Etapa Nacional.</SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black"> </SPAN></P>
<P style="TEXT-ALIGN: justify" class=ecxMsoNormal><SPAN style="COLOR: black">Art. 61. Os participantes relacionados no artigo 57 que possuam necessidades especiais poderão registrar essa informação no momento de sua inscrição na 1ª Consocial, com o objetivo de serem providenciadas as condições necessárias à sua participação na Etapa Nacional. </SPAN></P>
