Well, in my experience I've not heard of any uni enforcing its rights and
restricting authors (I'm sure it's happened to someone, somewhere though
:P).

Sorry Mathieu, I'm, a little unclear on what you meant by 'now it just says
"all pubs in public domain"' - what says that? JoPP?
