my - we would like to initiate a debate. Procomuns started as an event that=
brought together 400 people linked to experiences of collaborative economy=
in March 2016, in Barcelona, with the aim of defining public policies for =
commons collaborative economy. Unfortunately, the European agenda does not =
refer to the commons collaborative economy model. It mainly adopts the "uni=
corn" model as a reference of large corporations like Uber and Airbnb, with=
out distinguishing models and without considering other kind like small bus=
inesses, free/libre technology and / or licenses that encourage open knowle=
dge, like the digital commons model or platform cooperativism. They are dif=
ferent economic models for their formats and their impacts, and they requir=
e a different regulatory approach.
Moreover, the agenda does not pay enough attention to the dilemmas and the =
needs for protecting citizens producers and workers. It is positive that th=
e Commission emphasizes the qualities of collaborative economy on environme=
ntal impacts; but is not considering that, apart from the impact on the nat=
ural environment, the collaborative economy mainly takes place on the Inter=
net, so it is important to also keep in mind the impact of different models=
on the internet sustainability as we know it today. Models based on open p=
rotocols, open data and open source are more beneficials to Internet preser=
vation itself, and also through data availability, favor impact assessment =
and collaborative economy management by citizens and administrations.
Finally, since important changes are taking place nowadays -especially in c=
ities- but many effects of the collaborative economy are still unknown, we =
believe that the European Commission should aim at the role of governments =
to preserve the general interest, enhancing models that could better give a=
nswer to social challenges, and keep informed and consult citizens.

La Comissi=C3=B3 Europea ha presentat aquest passat 2 de Juny l'agenda euro=
pea de l=E2=80=99economia col=C2=B7laborativa<http://ec.europa.eu/growth/si=
ngle-market/strategy/collaborative-economy/index_en.htm>, que estableix les=
orientacions pels Estats membre sobre com han de regular i quina ha de ser=
la seva pol=C3=ADtica en materia l'economia col.laborativa.
Des de procomuns.net - espai per la promoci=C3=B3 de l'economia col.laborat=
iva procom=C3=BA - voldriem iniciar un debat al respecte. Procomuns va n=C3=
=A9ixer com una trobada que va reunir 400 persones vinculades a experi=C3=
=A8ncies l'economia col.laborativa al Mar=C3=A7 de 2016 a Barcelona, amb l'=
objectiu de definir pol=C3=ADtiques p=C3=BAbliques per una economia col.lab=
orativa procom=C3=BA. Vam fer arribar les recomanacions a les diferents Dir=
eccions Generals vinculades a l'economia col.laborativa. Malauradament l'ag=
enda europea no es fa ress=C3=B2 del model l'economia col=C2=B7laborativa p=
rocom=C3=BA i en gran mesura adopta com a referent el model "unicorn" de gr=
ans corporacions com Uber o Airbnb, sense diferenciar models i sense tenir =
en compte altres basats en petites empreses, tecnolog=C3=ADa lliure i/o lli=
c=C3=A8ncies obertes, que afavoreixen el coneixement obert com ara experi=
=C3=A8ncies de procom=C3=BA digital o el cooperativisme de plataforma. Es t=
racta de models econ=C3=B2mics el de corporacions unicor i el procom=C3=BA =
diversos en els seus formats i tamb=C3=A8 en els seus impactes, i que consi=
derem requereixen un apropament regulatori diferenciat.
D'altra banda, l=E2=80=99agenda presta poca atenci=C3=B3 als dil=C2=B7lemes=
i necessitats de protegir la figura del ciutad=C3=A0 i ciutadana productor=
s, i als treballadors i treballadores de l'economia col.laborativa. Aix=C3=
=AC mateix, =C3=A9s positiu que la Comissi=C3=B3 posi l'accent en les possi=
bles qualitats de l'economia col=C2=B7laborativa en mat=C3=A8ria d'impactes=
mediambientals; per=C3=B2 no considera que a banda dels impactes en el med=
iambient natural, l'economia col=C2=B7laborativa en gran part es recolza i =
t=C3=A9 lloc a Internet, per la qual cosa, tamb=C3=A9 s'ha de tindre presen=
t l'impacte dels diferents models en la sostenibilitat d'Internet tal com e=
l coneixem avui. Aix=C3=AD els models basats en protocols, dades i tecnolog=
=C3=ADa oberta s=C3=B3n m=C3=A9s favorables a la preservaci=C3=B3 d'Interne=
t, i tamb=C3=A9, a trav=C3=A9s de la disponibilitat de les dades obertes, a=
favoreixen l'avaluaci=C3=B3 de l'impacte i la administraci=C3=B3 de l'econ=
omia col=C2=B7laborativa per part de la ciutadania i les administracions.
Per =C3=BAltim, donat com s=E2=80=99anticipen canvis de profunditat -partic=
ularment a les ciutats- per=C3=B2 en gran mesura es desconeixen molts efect=
es encara de l=E2=80=99economia col=C2=B7laborativa, la Comissi=C3=B3 Europ=
ea creiem que hauria d=E2=80=99apuntar al rol de les administracions per pr=
eservar l=E2=80=99inter=C3=A8s general, potenciant els models que millor pu=
gui donar resposta als reptes socials, i obrir procesos d=E2=80=99informaci=
=C3=B3 i consulta a la ciutadania.

=8Bla agenda europea de la econom=C3=ADa colaborativa<http://ec.europa.eu/g=

lece las orientaciones para los Estados miembros sobre c=C3=B3mo deben regu=
lar y cu=C3=A1l debe ser su pol=C3=ADtica en materia de econom=C3=ADa colab=
orativa.
Desde Procomuns.net - espacio para la promoci=C3=B3n de la econom=C3=ADa co=
laborativa procom=C3=BAn - nos gustar=C3=ADa iniciar un debate al respecto.=
Procomuns naci=C3=B3 como un encuentro que reuni=C3=B3 a 400 personas vinc=
uladas a experiencias de econom=C3=ADa colaborativa en Marzo del 2016 en Ba=
rcelona, con el objetivo de definir pol=C3=ADticas p=C3=BAblicas para una e=
conom=C3=ADa colaborativa procom=C3=BAn. La agenda europea no se hace eco d=
el modelo de econom=C3=ADa colaborativa procom=C3=BAn y en gran medida adop=
ta como referente el modelo "unicornio" de grandes corporaciones como Uber =
o Airbnb, sin diferenciar modelos y sin tener en cuenta otros basados peque=
=C3=B1as empresas, tecnolog=C3=ADa libre y/o licencias abiertas que favorez=
can el conocimiento abierto, como experiencias de procom=C3=BAn digital o e=
l cooperativismo de plataforma. Se trata de modelos econ=C3=B3micos distint=
os en sus formatos y tambi=C3=A9n en sus impactos, y que requieren de un ac=
ercamiento regulatorio diferenciado.
Por otra parte, la agenda presta poca atenci=C3=B3n a los dilemas y necesid=
ades de proteger la figura del ciudadano y ciudadana productores, y a los d=
erechos de los trabajadores y trabajadoras. Es un hecho positivo que la Com=
isi=C3=B3n haga hincapi=C3=A9 en las posibles cualidades de la econom=C3=AD=
a colaborativa en materia de impactos medioambientales; pero no considera q=
ue aparte de los impactos en el medio ambiente natural, la econom=C3=ADa co=
laborativa en gran parte se apoya y tiene lugar en Internet, por lo que, ta=
mbi=C3=A9n se debe tener presente el impacto de los diferentes modelos en l=
a sostenibilidad de Internet tal y como lo conocemos hoy. As=C3=AD, los mod=
elos basados =E2=80=8B=E2=80=8Ben protocolos, datos y tecnolog=C3=ADa abier=
ta son m=C3=A1s favorables a la preservaci=C3=B3n de Internet, y tambi=C3=
=A9n, a trav=C3=A9s de la disponibilidad de los datos abiertos, favorecen l=
a valoraci=C3=B3n de su impacto y la administraci=C3=B3n de la econom=C3=AD=
a colaborativa por parte de la ciudadan=C3=ADa y las administraciones.
Por =C3=BAltimo, dado que se anticipan profundos cambios -particularmente e=
n las ciudades- pero en gran medida se desconocen muchos efectos a=C3=BAn d=
e la econom=C3=ADa colaborativa, creemos que la Comisi=C3=B3n Europea deber=
=C3=ADa apuntar al rol de las administraciones para preservar el inter=C3=
=A9s general, potenciando los modelos que mejor pueda dar respuesta a los r=
etos sociales, y abrir procesos de informaci=C3=B3n y consulta a la ciudada=
n=C3=ADa.

col=C2=B7laborativa procom=C3=BA i en gran mesura adopta com a referent el=
model "unicorn" de grans corporacions com Uber o Airbnb, sense d=
iferenciar models i sense tenir en compte altres basats en petites empreses=
, tecnolog=C3=ADa lliure i/o llic=C3=A8ncies obertes, que afavoreixen
el coneixement obert com ara experi=C3=A8ncies de procom=C3=BA digital o e=
l cooperativisme de plataforma. Es tracta de models econ=C3=B2mics el de co=
rporacions unicor i el procom=C3=BA diversos en els seus formats i tamb=C3=
=A8 en els seus impactes, i que considerem requereixen un
apropament regulatori diferenciat. </span></p>

s a experiencias de econom=C3=ADa colaborativa en Marzo del 2016 en
Barcelona, con el objetivo de definir pol=C3=ADticas p=C3=BAblicas para un=
a econom=C3=ADa colaborativa procom=C3=BAn. La agenda europea no se hace ec=
o del modelo de econom=C3=ADa colaborativa procom=C3=BAn y en gran medida a=
dopta como referente el modelo "unicornio" de grandes corporacion=

como Uber o Airbnb, sin diferenciar modelos y sin tener en cuenta otros ba=
sados peque=C3=B1as empresas, tecnolog=C3=ADa libre y/o licencias abiertas =
que favorezcan el conocimiento abierto, como experiencias de procom=C3=BAn =
digital o el cooperativismo de plataforma. Se trata
de modelos econ=C3=B3micos distintos en sus formatos y tambi=C3=A9n en sus=
impactos, y que requieren de un acercamiento regulatorio diferenciado.</sp=

chos de los trabajadores y trabajadoras. Es un hecho positivo que la Comisi=
=C3=B3n haga hincapi=C3=A9 en las posibles cualidades
de la econom=C3=ADa colaborativa en materia de impactos medioambientales; =
pero no considera que aparte de los impactos en el medio ambiente natural, =
la econom=C3=ADa colaborativa en gran parte se apoya y tiene lugar en Inter=
net, por lo que, tambi=C3=A9n se debe tener presente
el impacto de los diferentes modelos en la sostenibilidad de Internet tal =
y como lo conocemos hoy. As=C3=AD, los modelos basados =E2=80=8B=E2=80=8Ben=
protocolos, datos y tecnolog=C3=ADa abierta son m=C3=A1s favorables a la p=
reservaci=C3=B3n de Internet, y tambi=C3=A9n, a trav=C3=A9s de la disponibi=
lidad
de los datos abiertos, favorecen la valoraci=C3=B3n de su impacto y la adm=
inistraci=C3=B3n de la econom=C3=ADa colaborativa por parte de la ciudadan=
=C3=ADa y las administraciones.</span></p>
