I agree with what you say: it makes sense to have most (if not all) of
the second issue written by non-affiliated authors and to do that,
it's important that the two issues, though related, have a clearly
different focus: so, the first issue will be about the set of policies
aimed at transforming the productive structure of a country in the
direction of the commons and peer production, while the second part
will be a critical evaluation of the implementation of such a program
by a state. Or something like that. In any case, the call-for-papers
will be key to attracting the kind of non-affiliated contributions we
want, so it will probably go through a few iterations until we get it
right :)

I believe it is a good idea to expand the framing of the CFP a bit, as Mathieu proposed before, i.e. instead of "Ecuador and P2P" X2, it could be, for instance, first issue on "periphery/centre and P2P", the second on: "state and P2P". Like that, there is a better chance of attracting proposals from non-affiliated writers.
