[Evil] doc/docstringdb.json in Git?

Unfortunately no. MELPA does not support custom build steps for security
reasons [1], therefore evil.texi is checked into the repository.
docstringdb.json is a dependency for it. It probably doesn't need to be
checked in though. Consider opening an issue on GitHub for that [2].
