I think the repo you find is maintained by Frank  (account: lyro) right?

He is one of the core maintainer who also create the predecessor of
evil-mode called vim-mode, you can find it here

I'm not evil-mode team member, but since Gitorious is dead, I'll use
Frank's repo for my evil-mode if there's no official repo.

To use git with mecurial, there's a git-hg wrapper
