when in html-mode, annoying auto jump when typing '<'

Could you give steps to reproduce the problem? I have html-mode,
electric-pair-mode, and evil activate and when I type < it adds the
closing > and leaves the cursor between the two (like this, if % is
the cursor: <%>).
