evil-set-initial-state not working for several modes

A related question: my evil-emacs-state-modes includes "bbdb-mode" yet
bbdb always starts in normal mode, not emacs.  I am up to date with
respect to evil (as of this morning).

Could the order in which bbdb and evil get loaded by emacs affect this?
Or am I missing something?
