[Vimpulse] jumping to marks with `` and ''

Hi,

I notice that jumping to the previous mark with `` or '' turns on some
kind of range highlighting (which it doesn't when jumping to a
specifically-named mark, e.g. 'a or `b).  I think this is a long
standing bug, not a new regression.
