The Spanish National Research Council (Consejo Superior de
Investigaciones Científicas, CSIC) has signed the Berlin Declaration on
Open Acces to Knowledge.

The universities of Coruña and Lleida, both in Spain, have also signed
the Berlin Declaration.

Something is happening in Spain.  The participation of the Spanish
National Research Council means that we could soon see a proposal to
mandate OA to publicly-funded research in Spain.
